PROCLAMATIONOFEXISTENCEOFALOCALEMERGENCY
BYTHEDIRECTOROFEMERGENCYSERVICES
WHEREAS,OrdinanceNo.3985oftheCityofGlendaleprovidesthattheDirectorof EmergencyServicesmaymakeandissuerulesandregulationsrelatedtotheprotectionoflife andpropertyasaffectedbyanemergency;and
WHEREAS,theCityofGlendalehasbeensubjecttothefollowingdisaster/conditions ofextremeperilwhicheitheroverwhelmsorthreatstobecomebeyondthecontrolofnormal services,personnel,equipmentandfacilitiesofCitygovernment,namely:
SinceJanuary7,2025,highwinds,lowhumidity,anddryconditionshaveincreasedthe intensityandspreadoftheFireintheneighboringPasadenaandAltadenaareas,causing imminentthreattolifewithRedFlagwarningsineffectinLosAngelesCountyandwidespread dangerouswindstormconditionswithdamagingwindgustsof50to80mph;and Fireandwindstormconditionsthreatenstructures,homes,andcriticalinfrastructure, includingpowerlinesandhavepromptedevacuationordersandwarningsandimpactedthe accessroutestothecommunity;and
WHEREAS,theCityCounciloftheCityofGlendaleisnotinsession(andcannot immediatelybecalledintosession).
NOW,THEREFOREITISHEREBYPROCLAIMEDthatalocalemergencyexists andIdirecttheEmergencyOperationCenter(EOC)beimmediatelyactivatedtotakestepsto protectandpreservelifeandpropertyintheareaaffectedbythedisaster/conditionsofextreme peril.
Ifurtherdirectthatthisdeclarationshalltakeeffectimmediatelyandthatwidespread publicityandnoticeofthisdeclarationbedisseminatedthroughouttheCity. v.01/12
ITISFURTHERPROCLAIMEDANDORDEREDthatduringtheexistenceofsaid localemergencythepowers,functions,anddutiesoftheemergencyorganizationofthisCity shallbethoseprescribedbyStatelaw,bycharter,ordinances,andresolutionsofthisCity,andby theCityofGlendaleEmergencyPlan.
