Environmental Information Form Case No. PEIF-002598-2023 Mr. Brody:
The Community Development Department is in receipt of and has reviewed your CEQA Categorical Exemption Findings document dated May 15, 2024. The City of Glendale is the lead agency pursuant to California Public Resources Code § 21067 and has the authority to determine the appropriate level of environmental review.
Based on review of materials submitted by the development team, including Categorial Exemption Findings, three prior Historic Resources Assessments including EP Associates, Historic Assessment: Glendale Garden Homes, August 30, 2004 (EP Report), Environmental Science Associates (ESA), Historic Resource Assessment, June 2019 (Draft) (ESA Report), Chronicle Heritage, Peer Review Historic Assessment, July 5,2024 (CH Report); the attached historic assessment prepared by qualified City Staff, as well as City records and all evidence submitted with the above referenced project, the Director of Community Development has determined that the proposed project would have a significant effect on the environment due to the demolition of a historic resource, the 1957 Glendale Garden Homes apartment complex. Therefore, in accordance with California Environmental Quality Act (CEQA) the preparation of an Environmental Impact Report (EIR) is required for the proposed project located at 1303-1315 N. Central Avenue to proceed.
If you wish to proceed with the proposed project, you must pay an EIR Contract Preparation Fee of $4,154 to the City of Glendale by November 12, 2024, or the case will be withdrawn.
After we receive your EIR Contract Preparation Fee, the Planning Division will request EIR proposals from at least three consultants. Staff will then evaluate the proposals and recommend the selection of a consultant. After consultant selection, you will be informed of the EIR preparation fee, which equals the consultant fee plus 30 percent for City administrative costs. You will then have 15 days to submit the amount.
The Director's decision to require an EIR may be appealed pursuant to the uniform appeal procedures in Chapter 2.88 of the Glendale Municipal Code. All appeals must be filed using the City's online permitting and licensing portal, please visit www.GlendalePermits.org to submit the application.
Please contact your case planner, Cassandra Pruett at (818) 937-8186 or [email protected] if you wish to proceed with your project to arrange payment or have any further questions.
Sincerely,
Erik Krause
Deputy Director of Community Development
