EXECUTIVE SUMMARY
The California Department of Parks and Recreation, Office of Grants and Local Services (OGALS) awarded the City of Glendale Legislatively Specified Grant funds in the amount $2,500,000 for “Mountain Oaks Open Space Acquisition” from July 1, 2022 to June 30, 2026 as approved in the 2022-2023 State Budget.
On December 19, 2023, City Council approved a Resolution authorizing filing of a grant application for Mountain Oaks Open Space Acquisition through California Department of Parks and Recreation, Office of Grants and Local Services (OGALS) and accepting the grant funds in the amount of $2,500,000; and authorizing the City Manager, or a designee, to conduct all negotiations, execute all agreements, certifications, and documents necessary to accept and implement the funding. The City is working with Mountains Recreation and Conservation Authority to purchase approximately 33 acres of open space in the Verdugo Mountains comprised of 100 assessor parcel numbers in the City of Glendale Verdugo Mountains to preserve as open space. The City expected OGALS to advance the grant funds to MRCA escrow account to help pay for the purchase, but OGALS recently notified the City that grant funds need to be issued to the City and can’t be advanced to MRCA. Thus, staff is requesting to appropriate the $2.5 million to advance the funds to MRCA to complete the purchase and the City will be reimbursed from CA State Parks in the same amount.
