EXECUTIVE SUMMARY
The Pacific Park Playground and Pool Shade Structure Project is currently in the construction phase and includes the replacement of the park’s splashpad, the replacement of shade structures in the play area, replacement of temporary shade structures at the pool with permanent structures, and a renovation of the park bathroom.
During this construction phase, staff identified additional recommended project components that will improve safety and are essential for the project’s successful completion. This includes the removal and replacement of the rubberized flooring under the playground area, removal and replacement of streetlights throughout the park and modifications of the design of the new shade canopy.
The amount of the proposed contract change order is $240,000 plus a 10% contingency, totaling $264,000. To fully cover the cost of the proposed change order, an appropriation of $174,409 from the General Fund Undesignated Fund Balance is needed.

ANALYSIS
Pacific Park and Edison Elementary School, located at 501 S. Pacific Avenue, are a joint use facility between the city and Glendale Unified School District. The campus was originally completed in 2003 and was the first joint-use development project between the city and Glendale Unified School District. The 10.5-acre site includes a park, library, community center, and elementary school. The park includes a little league ballfield, picnic area, multipurpose sports field, multi-purpose court, children’s play area, and outdoor pool. The Community Center building hosts several recreational programs including extensive afterschool and educational programs, sports and arts enrichment classes, and youth and family services.
Pacific Park Playground and Pool Shade Structure Project is intended to remove and replace the 20-year old splash pad water feature with a new state-of-the-art feature that will include a water recycling system. Additionally, the project will renovate the existing restrooms at this site to comply with Americans with Disabilities Act (ADA) regulations.
The project also includes the replacement of shade structures in the play area and replacement of temporary shade structures at the pool with permanent structures.
On November 1, 2022, the City Council approved a Resolution to adopt the project plans and specifications and the city advertised for bids. On August 29, 2023 the City Council authorized award of a construction contract to ARC Construction, Inc. for $2,377,902 plus a 10% contract contingency of $237,790 and a Resolution of Appropriation.
Staff identified additional project work needed at the construction site that are critical for ensuring the long-term safety, functionality, and quality of the park. The resilient rubberized flooring at the playground, now 10 years old, has reached the end of its lifespan and requires replacement. This flooring has endured multiple patches from normal wear and tear and has been recently damaged further from construction activity.
Specifically, installation of the canopy footings required the contractor to drill and auger into the old flooring, impairing its stability and construction equipment traversing the flooring has further damaged its surface. Replacing the flooring will enhance the appearance and safety of the park.
The park includes 14 streetlights, of which 4 fell during the recent windstorms. In order to abate this potential safety hazard, all 14 lights should be replaced. Since the contractor is already mobilized and has provided a fair price for the replacement, it is cost-effective to complete the light installation within the current scope of work.
Finally, the deferred canopy design now significantly differs from the generic design originally shown in the bid set. The new design requires larger, more stable foundations (3-foot by 9-foot, compared to the original 2-foot by 6-foot) and 18-inch poles rather than 12-inch poles to meet the project’s updated structural requirements. Furthermore, due to unknown underground utilities, the contractor has been asked to hand dig the first 3 feet of each foundation to prevent damage to any hidden obstructions, adding complexity to the task. These changes are essential to ensure the safety and stability of the canopy 4f3
