CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Measure R Project Updates
1)Motion approving new programming and modifications to existing programming to the adopted Measure R Sub-Regional Program.
2)Resolution of appropriation to appropriate Measure R Regional Return Funds in the amount of $1,216,440 for the Highway Safety Improvement Program (HSIP) Cycle 11 Grant Local Match.

COUNCIL ACTION
Item Type: Consent Item
Approved for February 11, 2025 calendar

EXECUTIVE SUMMARY
The list of projects requiring new programming and modifications to existing programming to the adopted Measure R Sub-Regional Program have been compiled and are ready to be presented to the Los Angeles County Transportation Authority (Metro) Board for approval. Additionally, the City of Glendale obtained HSIP Cycle 11 funding that requires a local match component to fund the entirety of the project.

The intent of this item is for the City Council to approve the list of projects before the city’s official approval request is considered by the Metro Board. A resolution of appropriation is also needed from the Measure R Regional Return Fund to fully fund Glendale’s portion of the HSIP Cycle 11 project.

RECOMMENDATION
Approve the motion requesting new programming and modifications to existing programming to the adopted Measure R Sub-Regional Program and approve the resolution of appropriation in the amount of $1,216,440.

ANALYSIS
Measure R is a half-cent sales tax for Los Angeles County that finances new transportation projects and programs. In November 2008, Measure R was approved by two-thirds majority, committing a projected $40 billion to traffic congestion relief and {{section.number}}{{item.number}}2

transportation upgrades throughout the County over its 30-year life span. The city’s share of Measure R Sub-regional funds for Highway Operational Improvements is approximately $98.5 million.

The Public Works Department has pursued and received several Measure R transportation-related grants from Metro to improve traffic congestion and safety within the city. For Measure R Sub-regional funds, Metro requires project sponsoring agencies to execute a Memorandum of Understanding (MOU) for those projects funded with local sales tax dollars. A Funding Agreement (FA) must be executed in the first year that funds are available and prior to starting any work on the project. FAs include a general description of the project, the specific work elements to be completed, funding amounts and the source of all funds.

Staff currently has numerous projects in planning, design, and construction. To request new programming and modifications to existing programming on the approved Sub- regional project list, we are required to submit an official request to the Planning and Programming Committee of Metro during the Board’s semi-annual meetings that take place in the fall and spring. The next meeting is expected to take place in June 2025.

MR310.66 - HSIP Cycle 11 Local Match for Local Roadway Safety Improvements Project

Caltrans announced the approved projects for HSIP Cycle 11 on March 9, 2023 after reviewing 434 applications from 206 local public agencies, requesting $521.1 million of HSIP funds. 286 projects, totaling $231.6 million in HSIP funds, were selected for funding. The City of Glendale applied for HSIP Cycle 11 funds totaling $7,332,200. The city was awarded state funds for 90% of the total project costs ($6,598,980) that required a conditional 10% local match ($733,220). An additional $483,220 is requested for the Preliminary Engineering Design phases, totaling $1,216,440 of requested Measure R Regional Return funds for HSIP Cycle 11.

The following approved four HSIP projects were chosen to improve the safety of all road users by analyzing crash data and identifying high-risk locations highlighted in the city’s 2022 Local Roadway Safety Plan (LRSP).

Project 1 – Systemic Improvements at Signalized Intersections

Scope: Installing raised medians on approaches and modifying signal phasing to implement a Leading Pedestrian Interval (LPI).

3. Modifications to Existing Programming Request for Existing FAs:

As part of this program update, the city is asking to deobligate $1.2 million and add an additional $2 million in Measure R Highway Sub-Regional Program funds for projects with existing FAs as follows:

Downtown Glendale Signal and Mobility Improvements Project:

Staff completed an extensive inventory of existing downtown Glendale infrastructure and determined that additional effort and infrastructure would be required to fully support signal and mobility improvements throughout the various approved project corridors. This additional programming request will allow staff to fill in the fiber optic communication gap in downtown Glendale to support the communication of real-time traffic conditions. Pedestrian safety improvements will include updated pedestrian push button systems to support Leading Pedestrian Intervals (LPI) and upgrades to non- compliant ADA infrastructure at signalized intersections.

4. New Programming Request:

As part of this program update, the city is also asking for an additional $5 million (Subtotal 4) in Measure R Highway Sub-Regional Program funds for a new project as follows:

MOU # Project Name Status Measure R Budget
TBD Citywide Multi-Modal Equipment

New Project
Request $5,000,000
SUBTOTAL 4 $5,000,000

Citywide Multi-Modal Equipment Modernization:

This project proposes upgrading Glendale’s traffic signal infrastructure to improve mobility, safety, and system integration across the city. The enhancements focus on modernizing aging traffic equipment and ensuring better service for all modes of travel while aligning with current Traffic Management Center (TMC) and Intelligent Transportation System (ITS) standards and best practices.

The scope of work for the project includes the following but is not limited to; upgrading various traffic signal equipment at 157 signalized intersections, replacing outdated traffic signal controllers with 2070 ATC models, installing Accessible Pedestrian Signals (APS) pushbutton systems, implementing bicycle detection systems at 78 intersections, upgrading pedestrian countdown signals, upgrading vehicle detection systems, LED {{section.number}}{{item.number}}8

safety lighting, Emergency Vehicle Preemption (EVP) systems, GPS time clocks, CCTV cameras for traffic monitoring, implementing 5-second LPI, and modernizing the TMC’s hardware and software to optimize traffic operations citywide.

Summary
Measure R Sub-regional funds do not require a local match from the project sponsor.

Since 2009, the city’s status of Measure R Highway Sub-Regional Program funds to date are as follows:

Project Status Measure R
Budget
Completed Projects (Subtotal 1) $ 35,775,697
Programmed Projects (Subtotal 2) $ 44,495,176
Modifications to Existing Projects (Subtotal 3) $ 800,000 New Projects (Subtotal 4) $ 5,000,000 TOTAL $86,070,873

STAKEHOLDERS/OUTREACH
During the design phase of all these projects, staff conducts community outreach with the property owners, occupants, and businesses along the project limits and the public is informed of the project details, construction schedule, future city and contractor notifications, and the impacts of the construction work in the neighborhood. The community outreach events also provide the opportunity for the public to share comments and ask questions regarding the project.

Outreach on these projects continues to occur through a dedicated webpage for each project. The webpages introduce the project and the project management team, explain the scope of work and project locations, highlight the project phase, and provide the public with staff contact information for questions, discussion and input.

FISCAL IMPACT
The local matching component for the HSIP Cycle 11 Project for the Preliminary Engineering Design phase, and the additional amount needed to continue the Preliminary Engineering Design phase will cost $1,216,440, which is not included in the FY 2024-25 approved budget. Therefore, staff is requesting an appropriation of $1,216,440 as outlined in the table below:
