To whom it may concern,
I am writing to express the unwavering stance of our entire Chamlian community in response to a recent appeal. Our commitment to fairness, integrity, and the values we stand for remains unshakable. We are united in our determination to ensure that this unjust appeal does not succeed.
Our school is a place where respect, equity, and honesty guide our actions, and we will not allow any decision that undermines these principles. The collective voice of our students, parents, staff, and supporters will not be silenced, and we will take every step necessary to ensure a fair outcome.
Please stand with us as we defend the integrity of Chamlian, the well being of our children and the future of our community. I ask for your support in denying this appeal and keeping the Planning Commission’s decision intact.
Sincerely,
A concerned Chamlian parent

Dear members of the Glendale City Council,
I am writing as a proud Chamlian Armenian School parent, alumna, and longtime Glendale resident who has firsthand experience with both Chamlian’s efforts and the broader traffic challenges affecting GUSD’s own school sites.
As recently as December 2, 2024, I wrote to this Council raising concerns about severe traffic congestion and safety issues at GUSD’s own school sites – specifically near Keppel, Toll, and Hoover schools, which collectively serve over 4,000 students every day. I also met with Councilmember Brotman to discuss these concerns.
I share this background because while I sympathize with Chamlian’s neighbors regarding traffic near schools, despite what appellants claim, Chamlian actually sets a great example of how to properly manage school-related traffic. Rather than overturn the CUP, the City should use Chamlian’s efforts as a model of how to implement effective traffic management strategies at GUSD school sites.
Chamlian Exceeds Traffic Management Standards, Yet Faces Unreasonable Scrutiny
Despite having only a small fraction of the student population of the above- mentioned GUSD schools (i.e., approx. 17%), Chamlian goes above and beyond every day to ensure smooth traffic flow:
Dozens of staff members and privately-hired security officers direct traffic during both pick-up and drop-off, keeping vehicles moving efficiently and swiftly.
Carpool incentives and a free busing program significantly reduce vehicle congestion and air pollution.
Staggered scheduling minimizes peak-hour impact on the neighborhood.
Strictly enforced traffic protocols, including regular reminders to parents to ensure compliance.
Recognizing the school’s commitment to responsible traffic management, the Glendale Planning Commission unanimously approved Chamlian’s perpetual Conditional Use Permit. Yet, we now face an unreasonable and unduly burdensome appeal that makes demands that no school—public or private —could ever fully satisfy.
Chamlian Is Expected to Sustain a Standard that GUSD Schools Themselves Cannot Meet
Chamlian has gone above and beyond to mitigate its impact on traffic, but no school can eliminate traffic entirely. School traffic is not unique to Chamlian. In fact, in discussions with GUSD and City staff regarding the traffic concerns near Keppel, Toll, and Hoover, they openly admitted that traffic congestion is a persistent challenge at all of its GUSD school sites – and there’s not much GUSD/City can (or will) do about it. It is unreasonable and unduly burdensome to impose heightened requirements on Chamlian, when the City of Glendale is unwilling or unable to impose those same standards on its own GUSD schools. A private school that has taken proactive steps to manage traffic should not be held to a stricter standard than public schools facing the same—and, in many cases, far worse—challenges.
An Established School in an Evolving City: Traffic Is an Expected Reality Chamlian’s property has operated as a school site since approximately 1960, long before many of its neighbors knowingly purchased their homes near a school. Living near a school comes with certain realities, including school traffic, which is neither new nor unique to this neighborhood. As we all know, Glendale has changed significantly since the ‘60s, with population growth and urban development affecting every square inch of the city. By filing this appeal, the appellants are, in effect, insisting that their neighborhood exist in a utopian bubble—exempt from the realities of a growing city and evolving societal and state policy changes. The most reasonable expectation is the implementation and enforcement of sensible traffic management policies— something the Planning Commission recognized that Chamlian had proven and consistently prioritizes and upholds.
City and State Policies Contribute to Traffic—Yet Chamlian Is Unfairly Targeted
Furthermore, this Council consistently approves policies that increase road congestion citywide—implementing road diets, removing vehicle lanes and much-needed parking to add bike lanes, and approving housing projects with limited parking. It is therefore inconsistent to claim that traffic is an issue when it comes to Chamlian Armenian School while the Council (and the State of California) simultaneously advance policies that - by design - create congestion in every corner of this city.
Chamlian: A Pillar of Glendale’s Community for 50 Years Beyond its efforts to be a responsible neighbor, Chamlian has been an integral part of Glendale for half a century, producing generations of students who have contributed greatly to the advancement of this City. Many of Glendale’s attorneys, entrepreneurs, educators, scholars, doctors, and community leaders are proud Chamlian graduates and/or families who continue to contribute to the city’s success. This school is not just a place of education; it is an institution that has shaped—and continues to shape— Glendale’s future for the better.
Upholding the Planning Commission’s CUP approval supports not just Chamlian’s 50-year commitment to being a responsible member of this community, but also the principles of progress, practicality, consistency, and responsible governance in Glendale.

Annette Stepanian, Esq.

Dear Esteemed Glendale City Council Members,
My name is Samuel Boyamian, and I am writing to you today regarding the challenge raised against Chamlian Armenian School’s perpetual Conditional Use Permit, which is scheduled to be heard before you on March 18, 2025.
As a Chamlian alumnus and a proud Chamlian parent, I have witnessed firsthand the school’s considerable efforts to address the concerns of the community. These efforts include, but are not limited to, adjusting schedules, increasing supervision, offering free busing, creating incentives for carpooling, and enhancing staff presence during drop-off and pick-up times to ensure safe and efficient traffic flow.
In addition to these efforts, Chamlian has employed a team of private traffic safety guards to ensure drivers obey traffic laws and maintain safe flow on Lowell Ave. These individuals are stationed at the intersections of Abella St., Community St., and Altura during drop-off and pick-up times to prevent vehicles from blocking driveways or intersections. Furthermore, Chamlian has implemented a policy that could result in expulsion for students whose parents repeatedly violate traffic laws. These actions demonstrate the seriousness with which Chamlian addresses these issues.
Chamlian has gone above and beyond to address the needs of its surrounding community. The school has taken all necessary steps to be a responsible and considerate neighbor, and it will continue to do so. However, complaints from neighbors will inevitably arise, and some drivers will disobey traffic laws. While unfortunate, this is an inherent reality, and Chamlian cannot resolve every individual issue.
Revoking Chamlian's perpetual CUP is not the appropriate solution. The Planning Commission previously approved the school’s permit unanimously, acknowledging that Chamlian has met all requirements and continues to be an asset to Glendale.
Please do not allow this appeal to overturn the well-reasoned decision already made. Chamlian has demonstrated its commitment, and we urge you to uphold the decision that supports the future of our school and our children.
Thank you for your time and attention.
Sincerely,
Sam Boyamian

Dear members of the Glendale City Council,
I write to you today as a Chamlian parent and a lifetime-alumni from the class of 1995. My two daughters have attended Chamlian since 2018 and long before I ever even had children, I knew and desired to have my children attend Chamlian Armenian School to keep their legacy and that of the schools alive. Having been a member of this community for many, many years now I can comfortably and credibly attest to the inordinate efforts the school has made to address the various community concerns. The efforts, changes and effects since receiving the perpetual CUP are clearly palpable most significantly this year with varied bell schedules, significant increase of guard presence/supervision, free busing/carpooling incentives and adherence as a school community to these changes. The school has strived to be a positive presence in the community and continually is reminding our parent community to do the same. We collectively as parents have and continue to strictly adhere to the new schedules, rules and make use of new resources the school has created to make compliance smoother and easier.
Despite these significant efforts, I understand we are now faced with yet another appeal that does not sound in equity and fairness but continues to change the goal post for the school making us jump through additional hoops now deemed necessary. These endless demands seem to never be met as they are fluid and continue to change with no logical rhyme or reasons leaving our school community at a loss as to what it will take to secure our role in this community, even some 50 years later of already having been a cornerstone of this neighborhood. The Planning Commission unanimously
approved Chamlian’s permit recognizing that the school has met all requirements and undeniably is a valuable asset to the city of Glendale and its residents.
We respectfully urge you to not allow this appeal to eradicate the well thought out decision already made regarding Chamlian. Our school, our parents and our community have undoubtedly and unequivocally proven their commitment to pivot and abide by what positive changes have been necessary to better our presence in this neighborhood and we continue to do so day in and day out.
We trust that as a collective you all will uphold the decision that supports the future of all of us, our school and our children.

Dear Glendale City Council,

Chamlian is not just a school, it is my son’s second home. Chamlian provides exceptional education, strong values, and a safe place for our children. I have never seen my son thrive so much, since being at Chamlian. He has not only gained exceptional education, but also the values and morals they teach day to day. My son has also gained so much confidence and has made friends who have turned into family. It would be heart breaking to have to lose any child from school if this decision was to be made for Chamlian.
The school has acted responsibly to address traffic concerns, implementing changes that were required. We promise as a community as a family to keep following all rules and making sure of the safety of all students, faculty and families.
Reversing this decision would create unnecessary hardship for our school and families. I ask for your support in denying this appeal and keeping the Planning Commission’s decision intact.

Honorable Members of the Glendale City Council,
I stand before you today as a voice for our community, a community that has been profoundly shaped by the presence of Chamlian Armenian School. For decades, Chamlian has not only served as a pillar of academic excellence but has also been a cultural and civic cornerstone in La Crescenta and Glendale.
This institution has educated generations of young minds, instilling values of leadership, service, and a deep-rooted commitment to our city.
Revoking the permits and licenses that Chamlian has rightfully secured would not only disrupt the education of hundreds of students but would also send a disheartening message to the Armenian-American community—a community that has worked tirelessly to contribute to the vibrancy and success of Glendale. Chamlian is more than a school; it is a symbol of perseverance, unity, and hope. It represents a promise to the future, a promise that should not be jeopardized by bureaucratic roadblocks.
I urge you to reconsider any actions that would hinder Chamlian’s ability to thrive. Instead, I ask that you stand with us in support of an institution that has always stood for Glendale. Protect the integrity of the process, honor the contributions of this school, and let us work together to ensure that Chamlian continues to be the beacon of education and culture that it has always been.
Thank you.

Dear Honorable Members of the Glendale City Council,
I am writing to express my strong support for granting Chamlian Armenian School a conditional use permit. As both an alumnus of Chamlian and a proud parent of a recent graduate and a current student, I have witnessed firsthand the profound and lasting impact this institution has had on my family and the broader Glendale community.
Chamlian is more than just a school—it is a cornerstone of our Armenian heritage, academic excellence, and character development. The values instilled in me during my years as a student have guided me throughout my life, and I am grateful that my children have been able to experience the same nurturing and enriching environment. My son graduated last year, fully prepared for the next chapter of his education, and my daughter continues to thrive in an atmosphere that promotes academic achievement, cultural pride, and civic responsibility.
The school’s commitment to providing a high-quality education in a safe and supportive environment is invaluable. It has consistently demonstrated its dedication to the community, fostering a strong partnership with parents and encouraging students to become engaged, responsible citizens.
Allowing Chamlian to secure this conditional use permit would ensure that it can continue to serve generations of students while maintaining its longstanding tradition of excellence.
I urge you to approve this request and support a school that has positively shaped the lives of so many families in Glendale. Thank you for your time and consideration.

Dear Glendale City Manager,
As a member of the Chamlian Armenian School community, I have seen firsthand the positive impact this institution has on its students and the greater Glendale area. The school has demonstrated responsibility, leadership, and commitment to ensuring safe and efficient traffic management while continuing to provide outstanding education.
The unanimous decision to grant Chamlian a perpetual CUP was based on facts, careful planning, and full compliance with city requirements. The appeal against this decision is not based on fairness but rather on endless demands that will never be satisfied.
Granting this appeal would force unnecessary and excessive restrictions on Chamlian, potentially limiting enrollment, requiring new costly measures, or forcing the school into a repetitive permit renewal process. This would place an undue burden on a school that has already done everything asked of it—and more.
Chamlian is a place where my boys are being taught to be responsible citizens, to love their city/community, and to honor their Armenian heritage. There is no other place like it.
I urge you to deny this appeal and uphold the Planning Commission’s decision.

Dear Glendale City Council,
I have had the privilege of working at Chamlian Armenian School, where students thrive in a safe, nurturing, and academically excellent environment. The unanimous decision to grant Chamlian a perpetual Conditional Use Permit was not made lightly—it was based on facts, responsibility, and fairness.
Since receiving this permit, Chamlian has gone above and beyond to address every community concern. The school has expanded its traffic control efforts, implemented a successful free busing program, adjusted its schedule, and increased staffing during peak hours.
Yet, our neighbors continue to demand more. Their appeal is unreasonable and unfair. If this appeal is granted, it could force Chamlian into an ongoing cycle of permit renewals, force student reductions, or impose costly new restrictions that would hurt our ability to serve students effectively.
I urge you to recognize Chamlian’s commitment to being a responsible institution and reject this appeal.

Dear Glendale City Council,
I am writing as a Chamlian parent (and alumna) who has seen firsthand the school’s incredible efforts to address the concerns of the community. Since receiving our perpetual Conditional Use Permit, Chamlian has gone above and beyond—adjusting schedules, increasing supervision, offering free busing, and creating incentives for carpooling. The school has done everything possible to be a good neighbor.
No situation is perfect but I truly commend Chamlian for its efforts. I live near a public elementary school in La Canada and drive by a public elementary school and a public middle school in La Crescenta almost daily to go to my parents’ house. I am confident that most would agree that the traffic protocols put in at Chamlian are far greater than at any other local school I’ve seen. We have a handful of traffic guards, as well as parent volunteers, to help ease the congestion at Chamlian. In my eyes, it runs like a well-oiled machine and other local schools should follow in Chamlian’s footsteps. On the other hand, it seems the responsibility of the one or two individuals stationed at public schools is to ensure pedestrian safety, rather than promote safety and guide traffic. I avoid Knight Way entirely during drop-off and pick-up times because I get stuck behind a single line of cars, only some of which enter the school’s driveway.
These cars do not pull to the curb like we do at Chamlian and it is frustrating. I have been on the other side. I am sure it is even more frustrating for neighbors who do not have kids at the school, as it is for me when I drive by these other schools; however, those who purchase their homes near a school do so fully aware of the potential repercussions. And those who don’t live on Lowell but still find reason to complain can just take a different route. One often wonders why Chamlian is constantly challenged. Is it because it is a private school? Or is it because it is a private Armenian school?
Our school is home away from home for our kids. It is a community built on love, curiosity, and kindness. Our innocent children do not understand the intentions of our neighbors. I have been a Chamlian student myself, many decades ago, and look back on my school with great fondness and pride. Please continue to allow the same opportunity for our current and future student body. Chamlian is doing everything it possibly can to properly serve its families and greater community.
Despite this, we are now faced with an appeal that is not based on fairness, but on endless demands that will never be satisfied. The Planning Commission unanimously approved Chamlian’s permit, recognizing that the school has met all requirements and continues to be an asset to Glendale.
Please do not allow this appeal to undo the responsible, well-reasoned decision that was already made. Chamlian has proven its commitment, and we urge you to uphold the decision that supports the future of our school and our children.

Use Variance Case No. PVAR 001880-2023
Meeting Date: Tuesday, March 18, 2025
Location: Glendale City Council Chambers
Time: 6:00 PM
Dear Glendale City Council Members and City Manager:
As a former student, and now a proud parent of two Chamlian students, I am writing in support of the Glendale Planning Commissions’ prior unanimous decision to grant the school a perpetual Conditional Use Permit.
As a parent who frequently visits the school to both drop off and pick up my children, I have witnessed all the efforts by the Chamlian administration as well as the parents to ensure a safe and effective environment for the students, the parents, the surrounding neighbors and the local community, all while providing outstanding education for the past 50 years.
Based on my observations, it is evident that Chamlian has acted responsibly and expeditiously to address all traffic related concerns and to implement the necessary changes to ensure compliance with all the conditions and regulations. There have been no material changes to the operation of the campus or increases in enrollment at the school, and school guards and security personnel are on staff to enhance the safety and security of the school and surrounding area. I have witnessed first-hand all the scheduling adjustments, appointing a “point person” for the neighborhood, increasing supervision to include help from parents, and offering free bus service to and fro m school, and creating incentives for carpooling, all t o reduce traffic congestion.

Re: Uphold the Planning Commission’s Decision
Use Variance Case No. PVAR 001880-2023
Despite all th ese efforts and safeguards placed by Chamlian, it is my understanding that the school is now faced with an appeal requesting for endless and unreasonable demands that will be close to impossible to satisfy. The Planning Commission previously unanimously approved Chamlian’s permit, recognizing that the school ha d met all requirements. As a practicing attorney, I can attest that the City’s approval was procedurally proper and th ere is no reason to revisit this issue, especially since Chamlian has been, and continues to go, above and beyond to fulfill what has been requested for the safety of the public and the local community.
The unanimous decision to grant Chamlian a perpetual Conditional Use Permit was based on facts, careful planning, and full compliance with City requirements. The appeal against this decision is unfounded and granting the appeal would force an unnecessary burden on Chamlian, impacting enrollment and requiring excessive and costly measures. This would place an undue hardship on a school that has been a great asset and resource to the community and an inspiration to its students.
The school has existed on th e particular site for the past 60 years and based on the foregoing, it is clear that the continued operation of Chamlian under the use variance would not be materially detrimental to the public welfare or injurious to the neighborhood. I urge the Glendale City Council to deny this appeal and uphold the Planning Commission’s prior decision.
Cordially,
Artin Yadegarian, Esq.

Dear Glendale City Council,
As a member of the Chamlian Armenian School community, I have seen firsthand the positive impact this institution has on its students and the greater Glendale area.
I urge you to deny this appeal and uphold the Planning Commission’s decision.

Dear Glendale City Council,
As a proud parent and member of the Chamlian Armenian School community, I have witnessed firsthand how this institution has profoundly shaped my child’s growth into a responsible, well-balanced, and happy individual. Chamlian is more than just a school—it is a nurturing environment that fosters academic excellence, strong values, and a deep sense of leadership and responsibility.
Through its dedication to both education and community service, Chamlian has instilled in my child a strong moral compass, discipline, and the confidence to navigate the world with integrity. The school’s commitment to safety and efficiency, including its responsible traffic management, reflects its broader mission of ensuring a well-rounded and enriching experience for all students.
The unanimous decision to grant Chamlian a perpetual CUP was the result of careful planning, full compliance with city requirements, and a commitment to fairness. The current appeal against this decision is not based on reason but on unending demands that threaten to undermine the stability of a school that has already done everything asked of it—and more.
If granted, this appeal would impose unnecessary and excessive restrictions on Chamlian, potentially limiting enrollment, forcing costly and redundant measures, or subjecting the school to an endless cycle of permit renewals. This would unfairly burden an institution that has continuously demonstrated its dedication to both its students and the greater Glendale community.
I urge you to uphold the Planning Commission’s decision and deny this appeal. Chamlian has given so much to my child, my family, and our community—it deserves the continued opportunity to thrive and serve future generations.
Thank you for your time and consideration.
Best regards,
Mannan Minassian

Dear Members of the Glendale City Council,
I am writing as a member of the Chamlian Armenian School community and as a parent who has witnessed firsthand the exceptional contributions of our school to the Glendale area and beyond. Chamlian is not just an educational institution—it is a vital pillar of our community, nurturing our children with outstanding education and strong values while consistently addressing community concerns.
Aside from outstanding academic achievements, with the expansion of the school and operation of the gym, Chamlian has secured first place therapies in Volleyball, Basketball and Football among all Armenian schools in Kaham games this year, with its lead coach getting recognition as the best in his work. This comes to prove that Chamlian utilizes all its assets to educate both the body and soul of its students.
Since being granted a perpetual Conditional Use Permit by the Planning Commission, Chamlian has demonstrated remarkable commitment to being a good neighbor. The school has implemented a host of measures to ensure safe traffic management, including adjusting schedules, increasing supervision, offering free busing, and promoting carpooling. These proactive steps have not only met, but exceeded, the requirements and expectations set by city officials.
The current appeal, however, seeks to impose excessive and unnecessary restrictions on a school that has already acted responsibly and effectively. Reversing the Planning Commission’s unanimous decision would not only be unfair but would also jeopardize the stability needed for Chamlian to continue serving our children and community at its best.
I urge you to support Chamlian by denying this appeal and upholding the sound, well-reasoned decision made by the Planning
Commission. Thank you for your time and for considering the future of our community’s educational cornerstone.
Sincerely, Tereza

Re: Agenda item 9.a. for the March 18, 2025, meeting–Chamlian Variance Appeal
PLEASE MAKE THIS LETTER PART OF THE OFFICIAL ADMINISTRATIVE RECORD Dear Mayor Asatryan, Members of the City Council and City Clerk, The Crescenta Highlands Neighborhood Association urges you to grant this appeal, grant a variance for a much shorter period than the requested ten years and impose the conditions recommended – and re-recommended – by staff.
The Planning Commission’s abrupt grant of a permanent variance without any prior notice is an appalling violation of due process. But it is not entirely surprising considering how the Commission allowed most of the hearing to be taken over by irrelevant testimony regarding the quality of the education the school provides. That has never been an issue and should have had no bearing on the Commission’s decision but at least one member gushed about how wonderful the school was. The record is clear that such irrelevant testimony tainted her decision and it is difficult to believe hers was the only decision so tainted.
The CHNA has previously expressed reservations about extending the variance based on Chamlian’s failure to comply with the conditions imposed in the past. Just recently there has been some improvement in the traffic conditions but the school has a history of backsliding when the pressure is off. The school has also been disingenuous -- to say the least – about its connection to the pre- school planned for across the street. But that is also irrelevant. Even if Chamlian had no connection to the pre-school, the disruption caused by the construction is exactly the type of condition the city must consider in deciding whether to extend the variance, for how long and on what conditions.
I end with a request for greater training and guidance of commission members who generously volunteer their time. Planning Commission members clearly need it.
Sincerely,
Mary-Lynne Fisher, President

Dear Glendale City Council Members,
As an educator at Chamlian Armenian School for the past 17 years, I've witnessed firsthand the remarkable environment we've created for our students—safe, nurturing, and academically superior. It's a community where every child thrives, and I am proud to be part of it.
The decision to grant Chamlian a perpetual Conditional Use Permit speaks volumes of your trust in our commitment to excellence, fairness, and community responsibility.
Since then, we've embraced every opportunity to harmonize with our neighbors, from enhancing traffic management to launching a complimentary busing service, adjusting our operational hours, and increasing staff during busy times. We've done all this with the community's best interests at heart.
Despite our efforts, we face an appeal demanding more, threatening the stability and future of our cherished school. An approval of this appeal risks triggering endless permit renewals, possible reductions in student numbers, or new, financially burdensome restrictions. Such outcomes would not only undermine our mission but also our students' educational experiences.
I am reaching out to ask for your continued support, to recognize our dedication to being a valuable, responsible part of this community by rejecting this appeal. Let's ensure Chamlian remains a place where future generations can flourish unhindered.
Thank you for considering my heartfelt plea. Together, we can safeguard a bright future for Chamlian and its students.
Warm regards,
Kerrie Fitzpatrick

Dear Mayor Asatryan and Honorable Councilmembers,
For over 40 years, Chamlian has been an essential institution in our community, providing high-quality education and shaping generations of students. The school has made substantial financial investments in its facilities, including the construction of permanent buildings, infrastructure improvements, and renovations—all in reliance on the city’s longstanding recognition of its right to operate at 4444 Lowell Avenue. These investments were made in good faith, with the understanding that Chamlian’s presence here was not temporary, but a permanent fixture in Glendale’s educational landscape.
Under California law, when a property owner or institution has substantially relied on government approvals, made significant financial investments, and continuously operated without interruption, it may establish vested rights that protect it from subsequent zoning restrictions or administrative decisions that would otherwise force it to reapply for permission to continue existing.
The City of Glendale has consistently allowed Chamlian to operate at this location for over four decades. Given its long-term operation, reliance on past approvals, and substantial investments, Chamlian has a strong legal argument for vested rights—potentially allowing it to continue operating indefinitely without even needing to renew its use variance. The requirement of renewal, and by extension, the risk of denial, would be unfair and legally questionable, as it would undermine the school’s well-established rights.
Moreover, the school’s continued presence is not detrimental to the public welfare. In fact, it serves a vital public interest, educating students and contributing to Glendale’s cultural and civic life. It would be a grave injustice to allow bureaucratic obstacles or unfounded complaints to threaten the future of an institution that has done so much good for this city.
I urge the Council to recognize Chamlian’s vested rights and uphold its perpetual use variance, ensuring that it can continue serving students and families for generations to come.
Thank you,
Alex Khatchaturian

Dear Glendale City Council,
I am writing to you as a proud educator at Chamlian Armenian School to respectfully request that you uphold the Glendale Planning Commission's unanimous decision to grant our school a perpetual Conditional Use Permit. I truly love working at Chamlian, and it brings me great joy to be part of a community that values education, integrity, and a strong sense of belonging.
Chamlian Armenian School is more than just an educational institution; it is a place where students thrive academically, develop strong values, and feel a deep sense of community. Since the permit was granted, we have taken several proactive measures to address traffic concerns, including providing free busing, adjusting bell schedules, adding staff, and promoting carpooling incentives.
Despite these efforts, our school is currently facing an appeal that jeopardizes our stability and growth. If the appeal is accepted, we could be forced to endure frequent permit renewals, face restrictions on student enrollment, or implement additional costly traffic mitigation strategies. These outcomes would place an undue burden on our school and negatively impact the future of our students.
I kindly urge you to reject this appeal and reaffirm the Planning Commission’s decision, allowing Chamlian to continue offering a safe and supportive environment for our students.
Thank you for your time and consideration.

Dear Glendale City Council,
My name is Nanar Gharibian, and I am a proud Chamlian parent and staff member, serving as a teacher’s assistant in the Western Armenian section.
I moved to the United States nearly three years ago from Beirut, Lebanon, and one of my top priorities was enrolling my daughter at Chamlian Armenian School. Even back home, Chamlian’s reputation for excellence in education, safety, and community was widely recognized. It is a school known not just in California, but across Armenian communities in Lebanon, Kuwait, Qatar, Bahrain, and the UAE.
My husband and I chose to rent our home near the school to ensure our daughter could attend Chamlian.
But what makes this school truly special?
It is not just a private institution—it is a place that fosters academic excellence, instills strong values, and nurtures a deep sense of community and belonging. It's a safe haven. The school and its staff go above and beyond to commemorate important moments in both American and Armenian history, shaping responsible and engaged citizens.
Chamlian has been a pillar of our community for 50 years, producing outstanding alumni who contribute meaningfully as doctors, lawyers, artists, teachers, business owners, and more.
As a staff member, I can personally attest to the school’s unwavering commitment to ensuring a smooth and safe traffic flow during drop-off and pick-up times. Security guards are literally stationed along Lowell, and every single staff member is fully engaged especially during peak times, and the school has implemented measures such as free bus services, carpool incentives, and adjusted schedules to minimize congestion.
Despite these extensive efforts, ongoing complaints from neighbors continue. Granting this appeal would impose unnecessary burdens on the school, potentially leading to an ongoing cycle of permit renewals and even student enrollment reductions—both of which would be unfair and detrimental to our community.
For these reasons, I strongly urge you to deny this appeal and uphold the Planning Commission’s decision. Thank you for your time and consideration.
Sincerely,
Nanar Gharibian

Dear Glendale City Council,
I am writing to urge the court to deny the appeal that threatens the future of Chamlian Armenian School. Chamlian has been an integral part of our community for decades, providing exceptional education and fostering cultural heritage for generations of students.
Allowing this appeal to proceed could have devastating consequences for students, families, and faculty who depend on the school. Chamlian is more than just an institution—it is a cornerstone of academic excellence and community unity.
I respectfully ask the court to stand with the students and families who rely on Chamlian and deny the appeal to ensure the school’s continued success. Thank you for your time and consideration.

Dear Glendale City Council,
Dear Glendale City Mayor Elen Asatryan,
As a proud Chamlian parent for over 8 years, I’m reaching out to ask for your support in upholding the Glendale Planning Commission’s unanimous decision to grant our school a perpetual Conditional Use Permit.
Chamlian is our school and our second home for our children, a great place for connection, education, and culture, a big asset to the community. It’s a place where students build strong values, and grow into responsible, compassionate individuals. Our family has to make huge sacrifices to be able to send my children to this wonderful school, and those sacrfices are well worth it because we know and we believe in Chamlian's mission to their students and to the community.
The school has worked hard to address traffic concerns, going beyond what was required to ensure a smooth and safe experience for everyone. I have seen it first hand in my experience for drop off and pick up- multiple security and traffic guards controlling the flow of traffic, multiple options for carpooling and bus, along with other measures. It truly has helped our morning drop offs and afternoon pickups so much smoother.
This appeal puts the stability of our school at risk. Overturning the decision would create unnecessary challenges for our students, teachers, and families. I sincerely hope the Council will uphold the Planning Commission’s ruling.
Thank you for your time and consideration. It truly means a lot to our community.

Dear Glendale City Council,
I am a proud parent at Chamlian Armenian School. I am writing to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
Chamlian is not just a school, it is a second home for our family and that of others and a pillar of the Glendale Armenian community. It provides an exceptional education, instills strong values, and creates an environment where students thrive. In recent years, the school has acted swiftly and responsibly to address traffic concerns, implementing changes that go above and beyond what was required such as creating a complimentary bus service that so many students including my son, utilize.
The current appeal threatens the very stability our school needs to continue serving its students effectively. Reversing this decision would not only be unjust, but it would also create excessive hardship for our school and families. I ask for your support in denying this appeal and keeping the Planning Commission’s decision intact.
I appreciate your time and consideration.

Dear Glendale City Council,
As a proud alumna of and current parent at Chamlian Armenian School, I write to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
In its commitment to progress over the last several decades, in its drive to engage the community, in its efforts to offer bilingual education, Chamlian is representative of all that is good and magical about the multicultural identity of Glendale and the Los Angeles county at large.
As an immigrant from Lebanon in 1988, I enrolled in Chamlian as a fifth grader. The school provided me with a safe and encouraging environment to learn English, excel in my studies, and create a sense of belonging, all of which prepared me for a smooth transition to Crescenta Valley High School and laid the foundations for a lifetime of learning and curiosity.
It has been a privilege to be able to send my kids there in more recent years. I'm in awe of the school administration's relentless efforts to ensure that the school grows and thrives with deep respect for the surrounding community. With regard to the appeal on the table, I'd like to stress that the school has acted swiftly and responsibly to address traffic concerns, implementing changes that go above and beyond what was required.
The current appeal threatens the very stability our school needs to continue serving its students effectively. Reversing this decision would not only be unfair, but it would also create unnecessary hardship for our school and families. I ask for your support in denying this appeal and keeping the Planning Commission’s decision intact.
Thank you for your time and consideration.

Dear Glendale City Council,
As someone who has both attended Chamlian as a student and now entrusts my own children to its care, I have a deep appreciation for the school’s role in our community. Over the years, I’ve personally witnessed how committed Chamlian is to addressing concerns and fostering a positive relationship with its neighbors. Since being granted its perpetual Conditional Use Permit, the school has taken meaningful action to minimize traffic impact and be a responsible neighbor. Notable improvements include enhanced on-site supervision and security, adjusted school schedules, free bus transportation, and a strong emphasis on carpooling among families to help ease local concerns.
The Planning Commission carefully reviewed Chamlian’s compliance and unanimously approved its permit, recognizing that the school has fulfilled every requirement and continues to be an essential part of the Glendale community. Despite this, an appeal has been filed—not because of any valid shortcomings, but seemingly due to an ongoing refusal to accept a fair and reasonable resolution.
I'm not only a parent at the school, but also a proud alumnus. Chamlian isn’t just a school— it’s a place that shapes young minds, strengthens families, and builds a lasting legacy of excellence. I urge you to uphold the Planning Commission’s decision and reject this appeal.
Chamlian has continually demonstrated its commitment to doing the right thing, and it deserves your support.
Sincerely,
Karin Yacoubian

Dear Council Members,
As a parent of two current students attending Chamlian Armenian School and a resident of Glendale, I am writing to urge you to uphold the previous decision of the Planning Commission to Grant Chamlian’s conditional use permit in perpetuity. The unanimous decision was reached after the commission heard from many neighborhood residents as well as supporters of the school.
In response to the concerns, I have witnessed Chamlian bend over backwards to accommodate traffic, noise, and congestion. The level of commitment I see from Chamlian to its neighbors is astonishing. I strongly implore you to reject the appeal and uphold the commission’s previous decision.

Dear Glendale City Council,
As a member of the Chamlian Armenian School community and supporter of the Glendale City Council, I have seen firsthand the positive impact this institution has on its students and the greater Glendale area.
The school has demonstrated responsibility, leadership, and commitment to ensuring safe and efficient traffic management while continuing to provide outstanding education.
Since receiving our perpetual Conditional Use Permit, Chamlian has gone above and beyond—adjusting schedules, increasing supervision, offering free busing, and creating incentives for carpooling. The school has done everything possible to be a good neighbor.
I urge you to deny this appeal and uphold the Planning Commission’s decision.

Dear Mr. Golanian,
I am writing as a Chamlian parent and educator, who has seen firsthand the school’s incredible efforts to address the concerns of the community. Since receiving our perpetual Conditional Use Permit, Chamlian has gone above and beyond—adjusting schedules, increasing supervision, offering free busing, and creating incentives for carpooling. The school has done everything possible to be a good neighbor.
Despite this, we are now faced with an appeal that is not based on fairness, but on endless demands that will never be satisfied. The Planning Commission unanimously approved Chamlian’s permit, recognizing that the school has met all requirements and continues to be an asset to Glendale.
I will also add that the efforts by the surrounding community for this appeal are deeply rooted in anti-Armenian sentiment which surmounts to racism and hate. As an American Armenian, I have first hand experienced this and find the conduct of the surrounding neighbors nauseating. I urge you to not allow this kind of hatred to continue, now in the form of sham outcries.
Please do not allow this appeal to undo the responsible, well-reasoned decision that was already made. Chamlian has proven its commitment, and we urge you to uphold the decision that supports the future of our school and our children.
I count on you to do the right thing!
Thank you very much,

Dear Glendale City Council,
My name is Gayane Simonyan, and as a proud Chamlian parent, I have witnessed the incredible impact this school has had on my child’s growth, education, and sense of community. Chamlian provides an exceptional learning environment while demonstrating responsibility and leadership in every aspect—including ensuring safe and efficient traffic management.
The unanimous decision to grant Chamlian a perpetual CUP was made based on careful planning, full compliance with city requirements, and a genuine commitment to excellence.
The appeal against this decision is not about fairness but rather a cycle of unreasonable demands that will never be fully satisfied.
Reversing this decision would place unnecessary and excessive restrictions on a school that has already gone above and beyond to meet every requirement. It could limit enrollment, impose costly and redundant measures, and force Chamlian into an unfair permit renewal process—disrupting a school that has done everything right.
I strongly urge you to deny this appeal and uphold the Planning Commission’s decision.

Dear Glendale City Manager Roubik Golanian,
I am writing as a former parent of a student at Chamlian Armenian School, and I urge you to uphold the Glendale Planning Commission’s unanimous decision to grant Chamlian Armenian School a perpetual Conditional Use Permit (CUP).
Chamlian Armenian School was a fantastic experience for my daughter, who went on to attend Flintridge Preparatory School due to the strong foundation and preparation she received at Chamlian. The school provided exceptional academic instruction and instilled valuable life principles and a deep sense of community that continues to shape her. I am incredibly grateful for the nurturing environment Chamlian Armenian School created for my daughter, and I know many other families have had similar positive experiences.
Chamlian Armenian School has also gone above and beyond in addressing community concerns. In response to traffic-related issues, the school proactively adjusted its bell schedule, introduced free busing with an additional stop, launched a carpool incentive, and significantly increased staff presence during drop-off and pick-up times. These efforts demonstrate the school’s commitment to safety, efficiency, and being a responsible neighbor.
The current appeal filed by a group of neighbors threatens to undo these well- intentioned measures and impose unnecessary restrictions on the school. Should the appeal succeed, it could limit student enrollment, create ongoing permit renewals, and prevent Chamlian Armenian School from continuing to serve its students effectively. This would not only harm the school but also the broader Glendale community.
I respectfully ask you to stand by the original decision made by the Glendale Planning Commission and deny the appeal. Chamlian Armenian School has proven its commitment to excellence, and any further restrictions would only undermine the school’s ability to continue making a positive impact.
Thank you for your time and consideration.

Dear Glendale City Council,
As a concerned parent of current and future students at Chamlian Armenian School, I am writing to express my strong support for the school and to urge you to deny the appeal that threatens its stability. Chamlian has been a vital part of our community, providing not only an exceptional education but also instilling strong values and a deep sense of belonging.
Since the granting of the Conditional Use Permit, Chamlian has taken significant steps to address the community’s concerns, including offering free busing, adjusting bell schedules, and increasing staffing during peak hours. The school has worked tirelessly to ensure that its operations are responsible and considerate of the surrounding neighborhood.
The appeal currently before you, however, would impose unnecessary burdens on Chamlian, forcing it into a cycle of permit renewals, restricting student enrollment, or mandating additional costly traffic mitigation efforts. These consequences would harm the school’s ability to serve our children and the community as a whole.
Chamlian’s future is tied to the stability and security that a perpetual CUP provides. I respectfully ask you to uphold the unanimous decision of the Planning Commission and deny this appeal.
Thank you for your attention to this matter and for your continued support of our community.
Sincerely,
Anoush Garabedian

Dear Glendale City Council,
As a member of the Chamlian Armenian School community, I have seen firsthand the positive impact this institution has on its students and the greater Glendale area.
I urge you to deny this appeal and uphold the Planning Commission’s decision.
Sincerely,

Dear Mayor and Council Members,
My child Lydia is a member of the youngest class (Transitional Kindergarten) at Chamlian.
Growing up in the city of Brea, I did not have the opportunity to attend an Armenian school.
I am saddened to hear granting this appeal could potentially limit enrollment. Additional, costly measures as a result, could directly increase student tuitions.
I urge you to deny this appeal and uphold the Planning Commision’s decision.

Dear Glebdake City manager Mr. Roubik Golanian ; hope
this email finds you well .
As a proud and deeply invested parent of a Chamlian
student, I am writing to passionately urge you to uphold the Glendale Planning Commission’s unanimous decision
to grant Chamlian a perpetual Conditional Use Permit.
Chamlian is not just a school — it is the heart of our
community. For decades, it has served as a beacon of
academic excellence, cultural identity, and moral
guidance for our children. It is a place where students grow into responsible, compassionate, and driven
individuals who will one day give back to this very
community. The values instilled at Chamlian extend far
beyond the classroom, shaping students who will
undoubtedly become future leaders, changemakers, and
contributors to our society.
It is also important to recognize that Chamlian has
consistently demonstrated responsibility, respect, and
commitment to its neighbors. When traffic concerns were raised, the school immediately implemented thoughtful
and effective solutions — going above and beyond what
was required — to ensure the safety, flow, and harmony
of the surrounding community. This level of
accountability and cooperation is rare and speaks volumes about Chamlian’s character and leadership.
The current appeal against the Planning Commission’s
decision is not only unfounded but also deeply disruptive to the stability of our school and the families it serves.
Overturning this decision would send a discouraging
message — that despite doing everything right, despite
being a model institution, and despite complying with all city requirements — Chamlian is still being penalized.
This is fundamentally unfair and would cause
unnecessary distress for hundreds of students, families, and staff members who have placed their trust in the
school and its future.
I ask you to consider the gravity of this decision.
Supporting this appeal would not only jeopardize the
continued success of Chamlian but also negatively impact the families who have made Glendale their home because
of the strength and values that Chamlian embodies. I
strongly urge you to protect our school, our children, and our community by rejecting this appeal and allowing the Planning Commission’s decision to stand.
Glendale is a city that thrives because of its diverse and vibrant communities. Chamlian is a vital part of that
fabric. Please do not undermine the very institution that has helped shape generations of responsible, successful, and community-driven individuals. Let Chamlian
continue to flourish, unimpeded by unnecessary obstacles.
Thank you for your time, consideration, and dedication to the well-being of our community. I trust you will make
the decision that upholds fairness, consistency, and the best interests of Glendale’s future.
Sincerely,
Talin Arzoumanian

Dear Glendale City Council Members,
As a Chamlian alum, Chamlian board member, mother of current students, and physician in our community, I have multiple touch points of interest in having Chamlian remain a stable and positive educational institution within our community. As such, I strongly urge you to deny the current appeal of the Glendale Planning Commission’s unanimous decision to grant our school a perpetual Conditional Use Permit.
Chamlian is a learning environment that fosters excellence at all levels, and I have personally witnessed Chamlian’s commitment to addressing the concerns of its neighbors, both before and after the decision by the Planning Commission. Every morning and afternoon, I see Chamlian implementing extensive traffic control measures including the use of more traffic officers than I have seen at any other school, both public and private. Chamlian regularly reminds its families about safety and respecting neighbors. We heard from the Glendale Police Department representative at the planning commission meeting, citing multiple visits to the school in uniform and in plain clothes. He noted no significant observations compared with other schools in the district.
The current appeal seems unfounded as we have seen nothing but ongoing improvement and commitment from the school. I humbly request you deny the appeal and uphold the Planning Commission’s decision regarding a perpetual Conditional Use Permit.

Dear Glendale City Council,
I am writing to you as a proud parent of a student at Chamlian Armenian School. My family and I have experienced firsthand the positive impact Chamlian has had on our child, and I want to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant the school a perpetual Conditional Use Permit.
Chamlian is so much more than a school to us; it’s become a second home where our child has flourished academically, socially, and emotionally. The teachers and staff are deeply committed to each student’s well-being and success, and they foster an environment where our child feels valued and supported. From a strong academic foundation to a focus on character development, Chamlian is shaping our child into a confident, responsible individual. The school has demonstrated great responsibility in addressing traffic concerns, taking proactive measures that exceed what was originally required.
In addition to providing an exceptional education, Chamlian has allowed our child to connect with our heritage. As an Armenian school, it offers a unique opportunity for my child to learn the Armenian language and to be exposed to Armenian history, traditions, and culture. This has been an invaluable experience for our family, as it allows our child to embrace their roots and carry on the rich cultural legacy of our ancestors.
Beyond the education, Chamlian has provided our family with a sense of community. It has allowed our child to develop lifelong friendships with peers who share similar values, and it’s given us the opportunity to engage with other parents who are equally committed to making a positive difference in our community.
The recent appeal threatens the stability that Chamlian needs to continue nurturing our children in such an impactful way. Reversing the Planning Commission's decision would not only undermine the school’s ability to continue offering its high-quality education, but it would also create unnecessary stress and hardship for families like ours who rely on Chamlian to provide a safe, supportive, and enriching environment for our children.
Securing this permit is crucial not just for our child’s education but for the continued well-being of the entire community. I strongly urge you to stand with us and support the school by denying this appeal and upholding the Planning Commission’s decision.
Thank you for your time and consideration. Your support will make a lasting difference in the lives of our children and the future of our community.

Dear Glendale City Council,
I am writing to express my strong support for upholding the Planning Commission’s unanimous decision to grant Chamlian Armenian School a perpetual Conditional Use Permit.
Chamlian has gone to great lengths to address community concerns, enhancing traffic control, implementing a free busing program, adjusting its schedule, and increasing staff presence during peak hours.
Despite these significant efforts, the school now faces an appeal that could impose unnecessary burdens, such as costly new traffic measures, student enrollment reductions, or a return to the cumbersome permit renewal process every two years.
I urge you to acknowledge Chamlian’s dedication to being a responsible and responsive institution by rejecting this appeal.

Dear Glendale City Council,
My name is Carolina Chavez, and I am a Kindergarten teacher at Chamlian Armenian School.
I am writing to ask that you support the Glendale Planning Commission’s decision to grant our school a permanent Conditional Use Permit.
Chamlian is not just a school—it’s a place where students get a great education, learn strong values, and become part of a close-knit community. Since receiving the permit, we’ve worked hard to address traffic concerns by providing free busing, adjusting bell schedules, adding staff, and encouraging carpooling.
However, an appeal has been made that could hurt our school’s growth. If granted, we might have to renew our permit every two years, limit student enrollment, or spend more money on traffic measures. This would be a huge burden on our school and affect the education we provide.
I kindly ask that you deny this appeal and uphold the Planning Commission’s decision. Thank you for your time and consideration.

Dear Glendale City Council,
I write to you today as a parent who is heartbroken at the thought of seeing our beloved Chamlian School threatened. I am not just a parent—I am a deeply committed part of the Chamlian family, and I know firsthand how much this school means to our community.
Chamlian is where my child, and so many others, have blossomed into confident, kind, and driven individuals. It is a place where our children are not just educated but truly cared for— nurtured in ways that go beyond textbooks and grades.
Chamlian isn’t just a school. It is a lifeline. It is a safe space where children grow, families come together, and a sense of belonging is created. The teachers, staff, and administration pour their hearts into making this a place where every child is valued and every family feels supported. I’ve seen it with my own eyes—the small acts of kindness, the deep commitment to excellence, and the unwavering dedication to ensuring that every student has the opportunity to succeed.
In light of this, it pains me to think of what will happen if the Planning Commission's decision is overturned. This decision is not just a matter of policies or permits—it's about the future of our children. It's about the stability they need to feel safe and supported as they continue their education. If this appeal is allowed to move forward, it will create unnecessary challenges, hardships, and fear for our families. It’s a threat to the place where my child and so many others have learned to dream, to grow, and to thrive.
I ask you, from the bottom of my heart, to stand with us and uphold the decision of the Glendale Planning Commission. This school, this community, means everything to us. Please don’t let that be taken away. I truly believe that our children deserve the stability that Chamlian has given them, and with your support, we can ensure that this sanctuary for so many will continue to be a safe, nurturing home for future generations.
Thank you for taking the time to read my words. I trust you will make the decision that will best serve the children and families who rely on this precious school.
With deep gratitude,

Dear Glendale City Mayor,
As a parent of an 8th grade student and a member of the Chamlian Armenian School community, I have seen firsthand the positive impact this institution has on its students and the greater Glendale area. The school has demonstrated responsibility, leadership, and commitment to ensuring safe and efficient traffic management while continuing to provide outstanding education. In fact, for the past eight years, our short walk to school has been the highlight of our mornings. It's not only a time she will always cherish, but it has also set a positive tone for her day, becoming a treasured part of her daily routine - one she will hold onto forever.
On May 15th, 2024, my daughter, Lia Stepanian, and I had the privilege of attending a Glendale City Hall meeting where we witnessed a historic milestone for Chamlian.
During this meeting, the Glendale Planning Commission unanimously voted to award our school a perpetual Conditional Use Permit (CUP).
This pivotal decision not only secured our future, but also recognized our steadfast commitment to excellence, safety, and community values. The unanimous decision to grant Chamlian a perpetual CUP was based on facts, careful planning, and full compliance with city requirements. The appeal against this decision is not based on fairness but rather on endless demands that will never be satisfied.
Granting this appeal would force unnecessary and excessive restrictions on Chamlian, potentially limiting enrollment, requiring new costly measures, or forcing the school into repetitive permit renewals. This would place an undue burden on a school that has not only met but exceeded every requirement set before it - a school that is simply trying to thrive and continue offering an exceptional education to its students.
As a parent, I can personally attest to the opportunities this school provides. My daughter has proudly represented Chamlian Armenian School in Los Angeles County Mock Trial Competitions, Science Fairs, and Oratorical Contest, bringing home awards at the county and state levels, and has even stepped up to participate in talent shows, showcasing her well-rounded growth. This is not just a private school in a neighborhood - this is a school that produces shining stars who make meaningful contributions to our community and this city. The appeal disregards this vital role that Chamlian plays in shaping the leaders of tomorrow.
I urge you to deny this appeal and uphold the Planning Commission’s fair and fact- based decision.
Sincerely,

Dear Glendale City Council,
The unanimous decision to grant Chamlian a perpetual Conditional Use Permit was not made lightly—it was based on facts, responsibility, and fairness.

While I am a relatively new member of the Chamlian community, I have quickly come to admire and support the school with great pride. The dedication and thoughtfulness the school invests not only in its students but in the surrounding community are truly remarkable.
From the moment we joined, the school's commitment to high educational standards was immediately apparent. Chamlian is a place where academic excellence is balanced with a deep focus on respect, strong values, and character-building. It's clear to us that these principles are woven into the fabric of the school's daily operations.
I won’t take up too much of your time, but as a concerned parent, I respectfully ask that you uphold the Glendale Planning Commission’s unanimous decision to grant our school a perpetual Conditional Use Permit. Stability is vital to providing a nurturing and effective educational environment, and I believe it’s in the best interest of our community to maintain the Planning Commission's decision.
Please, I ask that you deny the appeal and allow the Commission’s decision to stand.
Thank you for your time and consideration.
Sincerely,
Alina Danelian

Dear Glendale City Council,
I am a proud parent of a Chamlian student, and I am writing to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
Not only am I a current parent of a 4th grade student, I am also an alumni parent. My son, Alexander, is a proud Chamlian alumni. He currently attends UCI and has Chamlian to thank for all his accomplishments thus far. My daughter, Isabella, is a junior at Crescenta Valley High School, and Chamlian was her secoond home for eight years. Chamlian is not just a school—it is a pillar of the Glendale community. It provides an exceptional education, instills strong values, and creates an environment where students thrive. The school has acted swiftly and responsibly to address traffic concerns, implementing changes that go above and beyond what was required. As a teacher of over 20 years myself, currently teaching for LAUSD, I would choose to send my children to Chamlian over and over again.

Dear Councilmember Golanian,
I am a proud parent of two Chamlian students, and I am writing to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
As a born and raised Glendale resident, a proud member of the CA State Bar, and a contributing member of the Glendale community, I can state firsthand that Chamlian is not just a school—it is contributing pillar to the excellence of our Glendale community. It provides an exceptional education, instills strong values, and creates an environment where students thrive. The school has acted swiftly and responsibly to address traffic concerns, implementing changes that go above and beyond what was required. As full time working parents, both of whom have attended Glendale schools throughout our entire elementary through high school academic journeys, I can say with confidence that Chamlian’s commitment to and respect for its surroundings is unmatched. I am in awe every day of the amount of effort Chamlian puts into ensuring a quick, efficient and safe process for drop-off and pick-up, which is crucial for any working parent.
The current appeal threatens the very stability our school needs to continue serving its thriving students effectively. In fact, I’m incredibly dismayed that Chamlian and its families have to endure this continuous difficulty and angst so often when all we want to do is send our kids to the school we love. Reversing this decision would not only be unfair, but it would also create unnecessary hardship for our school and families. I ask for your support in denying this appeal and keeping the Planning Commission’s decision intact.
Thank you for your time and consideration.

Dear Glendale City Council,
I am writing as a concerned Chamlian parent who has seen firsthand the school’s incredible efforts to address the concerns of the community. Since receiving our perpetual Conditional Use Permit, Chamlian has gone above and beyond—adjusting schedules, increasing supervision, offering free busing, and creating incentives for carpooling. The school has done everything possible to be a good neighbor.
The handful of neighbors that have tried to appeal our permit, need to understand that they chose to purchase or rent a home next to a school. As any member of Glendale drives past ANY school during drop off and pick up hours, the traffic is congested. For example, driving past Wilson Middle School or Glendale High School during those hours is very heavy in traffic. However, the traffic is a part of the community and it allows children their right to go in and out of school.
Thank you,
Anasheh Babakhanian, Pharm.D.

Dear Glendale City Council Members,
My name is Armine Weller, and for seven years, Chamlian Armenian School has been an integral part of our family's life. It's more than just a place where my children receive an education; it's where they've forged lifelong friendships, cultivated a deep understanding of their cultural heritage, and grown into the kind, intelligent, and respectful individuals they are today. Chamlian is, without exaggeration, the best decision my husband and I have ever made for our children. We reside near an excellent public school, yet the 30-minute commute each way to Chamlian is a testament to our belief in the school's nurturing and safe environment.
We are confident that our children are developing into exceptional adults who will contribute significantly to our community, a result we attribute largely to the school's dedication.
Chamlian's commitment extends beyond academics; it fosters a true partnership between the school and families, recognizing the collaborative effort it takes to raise responsible citizens.
Since receiving our perpetual Conditional Use Permit, Chamlian has consistently demonstrated its commitment to being a good neighbor. The school has proactively addressed community concerns through various initiatives, including schedule adjustments, increased supervision, the provision of free busing, and the implementation of carpool incentives. My daily experience during pick-up reinforces this. I witness firsthand the school's security personnel diligently managing traffic flow, ensuring that vehicles do not block driveways.
This stands in stark contrast to the traffic issues I observe at the nearby middle school Where I myself reside, where double-parking and driveway blockages are commonplace.
However, despite these ongoing efforts and the meticulously organized pick-up and drop-off procedures at Chamlian, we are now facing an appeal that seems driven by unreasonable and ever-shifting demands. This appeal directly contradicts the unanimous approval Chamlian received from the planning commission, which recognized the school's full compliance with all requirements and its substantial contribution to Glendale.
We implore you to consider the profound impact this appeal could have on our children's education and the future of Chamlian. The school has proven its commitment to the community. We urge you to uphold the previous decision, ensuring the continued success of this vital institution and preserving the educational opportunities it provides to our children and our community.
Thank you for taking the time to read my email,
Armine Weller

Dear members of the Glendale City Council,
I am a parent of a Chamlian student, I am writing this letter to express what I witness on a daily basis and I write in hopes that you see what I see. What I see can be summed up as a legendary effort put forth by an exceptional school under the outstanding and visionary leadership of Dr. K argodorian. Since
receiving the conditional use permit I have watched Chamlian take a commitment to excellence approach to ensure the concerns of the community are not just met, but far exceeded.
On any given day you can see multiple security guards up and down lowell avenue, you can see signs posted 'don't block the driveway', even orange cones covering red zones, you can see multiple teachers and volunteers ready to assist streamlining the process. It's been a real privilege to watch and credit to Dr. Kargodorian and her staff with their hands-on approach.
Everyone plays a role. The parents have been instructed in what to do and what not to do, Dr. Kargodorian watches the security team and the security team manages the flow of the traffic, making certain no driveways are blocked and ensuring the safety of our kids. It's arranged like a beautiful orchestra.
Whether I am dropping off or picking up, it looks like a place of academia setting the standard for egress and ingress, more than a school simply complying.
I live close to Balboa Elementary and from time to time I encounter the morning drop off, it is quite the experience and the blocking of driveways is the least of anyone's concerns.
I urge you, do not let this appeal stifel what Chamlian has accomplished. March 18th should not be a day for Chamlian to defend themselves but rather to celebrate what is the benchmark of excellence, a precedent and a model for other schools to implement.

Support Chamlian – Deny the Appeal
Dear Glendale City Council Members,
I hope this message finds you well. My name is Vena Al-Saeegh, and I am a proud resident of La Crescenta. I am also the parent of two children who currently attend Chamlian Armenian School, and I am writing to strongly urge you to uphold the Glendale Planning Commission’s unanimous decision to grant Chamlian a perpetual Conditional Use Permit.
As someone who has grown up attending schools in this area, I have experienced firsthand the traffic challenges that many of us face, especially around school zones. Whether it's during morning drop-offs or afternoon pick-ups, traffic has always been a concern for schools in this community. I live near a public school north of Foothill and deal with the same, if not worse, congestion on a daily basis. The traffic situation is a common issue throughout our area, and it is not unique to Chamlian.
What sets Chamlian apart is that it has consistently demonstrated a commitment to proactively addressing these concerns. The school has made significant efforts to improve traffic flow and safety, and they’ve gone above and beyond what was required. I believe this effort should be acknowledged, not penalized.
Chamlian is an essential part of our community, providing not just an excellent education, but also a strong sense of connection and support for families like mine. The impact of this school on the students and families it serves cannot be overstated. If this appeal is granted, it will not only disrupt the school’s ability to continue its mission, but also create unnecessary hardship for the many families who depend on it.
As a long-time resident of La Crescenta, I know that traffic issues are a reality we all face, but reversing the Planning Commission’s decision would only add unnecessary instability to an institution that has worked hard to be a positive and responsible member of our community.
Please stand with us and deny the appeal, allowing Chamlian to continue its important work without fear of disruption. Thank you for your time and consideration. I sincerely hope you will support this decision to keep Chamlian in a position to continue benefiting our community.
Sincerely,
Vena Al-Saeegh

Dear Glendale City Council,
As a proud parent of a Chamlian student, I urge you to uphold the Glendale Planning Commission’s unanimous decision to grant our school a perpetual Conditional Use Permit. This decision was made with careful consideration and reflects Chamlian’s long-standing commitment to excellence, responsibility, and community well-being.
Chamlian is more than just a school—it is a cornerstone of the Glendale community, shaping future leaders through exceptional education and strong values. The school has proactively addressed traffic concerns, implementing solutions that exceed requirements to ensure minimal impact on the surrounding neighborhood.
The appeal against this decision is both unjustified and harmful. It threatens the very stability our school needs to continue serving its students effectively. Reversing it would not only disrupt the stability and growth of our school but also set a troubling precedent for institutions that diligently follow city guidelines and work in good faith with the community.
I strongly urge you to stand with Chamlian, support the Planning Commission’s sound judgment, and deny this appeal. Your leadership in preserving fairness and supporting our students' future is invaluable.

Chamlian is not just a school—it is a pillar of the Glendale community. Dear Glendale City Council,
I have been a proud Chamlian parent for over 12 years, and I’m reaching out to urge you to uphold the Glendale Planning Commission’s unanimous decision to grant the school a perpetual Conditional Use Permit.
Chamlian isn’t just a school—it’s a second home for our kids and a vital part of our community. Dear Glendale City Council,
I am a proud parent of a Chamlian student, and I am writing to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
Chamlian is not just a school—it is a pillar of the Glendale community. It provides an exceptional education, instills strong values, and creates an environment where students thrive. The school has acted swiftly and responsibly to address traffic concerns, implementing changes that go above and beyond what was required.
Sincerely,

Dear Glendale City Council,
As a proud parent of a Chamlian student, I am writing to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
Chamlian is not just a school—it is a vital part of the Glendale community and a home to many aspiring students, including my child. It offers an exceptional education that nurtures not only the minds but also the hearts of its students. The school instills strong values and creates a supportive environment where each student has the opportunity to grow, succeed and become and active and responsible citizen, contributing to the well being of the community. When concerns about traffic were raised, Chamlian responded quickly and thoughtfully, making improvements that go well beyond what was necessary to ensure the safety and well-being of everyone in the community.
The current appeal jeopardizes the stability that our school needs to continue effectively serving its students. Reversing this decision would not only be unfair, but would also place unnecessary hardship on the school and its families. I respectfully ask for your support in denying this appeal and maintaining the Planning Commission’s decision.

Dear City Manager Golanian,
My wife and I are proud parents of Chamlian students. All three of our children attend Chamlian and my wife is a proud Chamlian alum. We are writing to you today to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
Chamlian is not just a school, it is a critical part of the Glendale community, educating the future professionals and leaders of our city. Chamlian provides an exceptional education, instills strong values, and creates an environment where students thrive.
The current appeal threatens the very stability our school needs to continue serving its students effectively. The school has acted swiftly and responsibly to address any concerns, including traffic concerns, implementing changes that go above and beyond established requirements.

Dear Glendale City Manager,
I am writing as a Chamlian parent who has seen firsthand the school’s incredible efforts to address the concerns of the community.
Please do not allow this appeal to undo the responsible, well-reasoned decision that was already made. Chamlian has proven its commitment, and we urge you to uphold the decision that supports the future of our school and our children.

Chamlian has been a pillar in the community and as a first year parent here at the school it is amazing to see the community that the school has built. It would be a shame to put all of this in jeopardy after all the hard work that the administration has placed. I drive from Pasadena to Chamlian daily, because we love the school and want our daughter to grow in a school that prides itself on education, culture, and community. Please hear us out on this subject and deny the appeal being set forth.

Dear Glendale City Council,
I am a proud parent of a Chamlian student, and I urge you to uphold the Glendale Planning Commission’s decision to grant our school a perpetual Conditional Use Permit.
Chamlian is an essential part of our community, providing excellent education and strong values. My daughter started Transitional Kindergarten at Chamlian in 2023, and I have seen how dedicated the school is to safety. They have multiple security staff managing traffic, ensuring a smooth and organized flow, and going above and beyond to address concerns. Changing schedules, adding more supervision, providing free bus services, and encouraging carpooling through incentives.
As someone who lives near Mt. Gleason Middle School, I see firsthand how chaotic school traffic can be. The streets are completely blocked during pick-up and drop-off times, with double parking and driveways obstructed, yet there is minimal traffic control. In contrast, Chamlian has a well-managed system with staff actively directing traffic to reduce congestion and improve safety. The school has taken every step to maintain a positive and considerate relationship with the community.
Overturning this decision would be unfair and create unnecessary challenges for our school and families. The decision to grant Chamlian a permanent CUP was made based on clear facts, thorough planning, and full compliance with city rules. The appeal against this decision is not about fairness, but about endless requests that can never be fully met. Please support Chamlian by denying this appeal and keeping the Planning Commission’s decision in place.
Thank you for your time and consideration.

Dear Glendale City Council,
I am writing to you as a parent who has witnessed firsthand the incredible impact Chamlian has had on my child's life. From the moment my child stepped onto campus, they found more than just a school they found a second home, a community that nurtures, challenges, and inspires them every single day.
At Chamlian, my child has not only received an exceptional education but has also developed strong values, confidence, and a deep sense of belonging. The teachers and staff go above and beyond to create an environment where students feel safe, supported, and encouraged to reach their full potential. I have watched my child grow into a thoughtful, responsible, and ambitious young person because of the foundation this school has provided.
When the Glendale Planning Commission unanimously granted Chamlian a perpetual Conditional Use Permit (CUP), it was a moment of relief and hope for all of us. We saw it as recognition of the schools unwavering commitment to excellence, safety, and community values. Chamlian immediately took proactive steps to address any concerns, going above and beyond what was required to ensure traffic safety and improve efficiency.
And yet, despite these efforts, an appeal now threatens to take away the stability our children need. As a parent, I cannot stand by and watch our school be put in jeopardy. Reversing this decision would not just be unfair it would harm our children's education, disrupt their lives, and place an unnecessary burden on our families.
I ask you, from the depths of my heart, please do not let this happen. Please stand with us, with our children, and with the values that make Glendale a strong and supportive community. Deny this appeal. Protect Chamlian. Protect our children's future.
With hope and urgency,
Meghedi Torosian

Dear Glendale City Council,
The unanimous decision to grant Chamlian a perpetual Conditional Use Permit was not made lightly—it was based on facts, responsibility, and fairness.
In these hard times where attending a private school is already an immense privilege reserved for those with only some expendable income, it would be completely unfair and disheartening to further that gap between those who can and cannot attend a school that teaches them so much about their own culture and identity, due to student reductions if this appeal is approved.
I urge you to recognize Chamlian’s commitment to being a responsible institution and reject this appeal.

Dear Glendale City Council,
I am writing as both a Chamlian parent and a proud parent of fourth-generation American Armenians. For our family, preserving our culture and language is deeply important, and Chamlian plays a vital role in ensuring that our children stay connected to their roots while receiving an excellent education.
Since receiving its perpetual Conditional Use Permit, Chamlian has and continues to go above and beyond to address community concerns—adjusting schedules, increasing supervision, offering free busing (which our family has taken full advantage of), and encouraging carpooling. The school has made every effort to be a good neighbor and a responsible member of Glendale City.
The appeal against Chamlian is not about fairness—it is about placing unnecessary burdens on a school that has already done everything in its power to accommodate the community’s requests.
The Planning Commission unanimously approved Chamlian’s permit because it recognized the school’s compliance and positive contributions to Glendale. We ask that you uphold this well-reasoned decision and support the future of our school, our children, and our community.
Thank you for your time and consideration.

Dear Glendale City mayor and Council Members,
I am a proud parent of a Chamlian graduate (2024) and a current Chamlian student (2026). I have been actively involved in the Chamlian Parent Support Committee for the past 9 years, during which I have witnessed the tremendous growth and success of our school.
Last year when Glendale Planning Commission unanimously voted to award our school a perpetual Conditional Use Permit (CUP), I was thrilled. As an executive member of the Parent Support Committee, I have been fully aware of the school’s diligent efforts to address all concerns related to this permit, from implementing varied bell schedules, installing numerous traffic signs and traffic cones around school, the increased security staff to ease the traffic flow just to name some.
In contrast, when taking my Chamlian graduate to the local public high school, I have experienced firsthand the traffic and congestion that other schools face, both during drop-off and pickup, as well as during snack and lunch time when many students leave the campus.
Given these observations, I was genuinely surprised to learn that our school’s CUP has been appealed by some neighbors. Having personally dropped off and picked up students at both Chamlian and Crescenta Valley High School, I can confidently say that Chamlian has implemented a more efficient traffic turnaround than other local schools.
It is disheartening to think that, rather than recognizing the achievements of Chamlian Armenian School and the positive impact that this school plays in the Armenian community the city is holding a hearing for an appeal to our school's CUP.
In light of this, I respectfully urge you to deny this appeal and instead acknowledge the hard work of the school administration, led by the head of school and to uphold the Glendale Planning Commission’s unanimous decision to grant Chamlian a perpetual Conditional Use Permit.
With much gratitude,
Emineh Gregorian

Dear Glendale City Council,
I am a proud parent of a Chamlian student, and I am writing to urge you to uphold the unanimous decision of the Glendale Planning Commission to grant our school a perpetual Conditional Use Permit.
Chamlian is not just a school—it is a pillar of the Glendale community. It provides an exceptional education, instills strong values, and creates an environment where students thrive. The school has acted swiftly and responsibly to address traffic concerns, implementing changes that go above and beyond what was required.
Sincerely,

Dear Glendale City Council,
I am a proud parent of a first grade Chamlian student, and as we approach the hearing tomorrow, I am writing to urge you to uphold the unanimous decision made by the Glendale Planning Commission last year to grant our beloved school a perpetual Conditional Use Permit.
I have seen firsthand the school's countless efforts to address the concerns of the neighboring community, even more so since receiving the perpetual CUP. Chamlian has truly gone above and beyond — adjusting schedules, increasing supervision, offering free busing, and creating incentives for carpooling. Side street traffic has been eliminated and security extends all the way down Lowell to ensure cars are moving timely and appropriately during pick-up and drop-off times.
Despite all of these efforts, our school is now facing an appeal that is not based on fairness, but on endless demands that will never be satisfied. Chamlian has done everything possible to be a good neighbor, something that I only hope that all schools mirrored by implementing similar efforts. I say this as someone who has attended John Muir, Roosevelt, and Glendale High, and as someone who has formerly resided on E. Acacia Ave. — the main car line street for John Muir. I recall how I would have to plan my going to and from home accordingly as to not be impacted during pick-up / drop-off times for John Muir, often being blocked in because no one was supervising the line further down the street. However, also having the understanding that neighboring a school came with the territory that things like that are to be expected.
Please do not allow this appeal to undo the responsible, well-reasoned decision that was already made by the Planning Commission. Chamlian is an integral part of the Glendale community, and has proven its commitment through all of its efforts. I urge you to uphold the decision that supports the future of our school and our children.
Sincerely,
Shakeh Akopian

Further more, I would ask you to kindly take into consideration the amount of harassment we have received unnecessarily. For example, the neighbors have flown drones over our school and cars during pick up violating our children's privacy. Other occasions my children have even witnessed neighbor's yelling at security, mocking parents as they walk to pick up their kids, and endless harassment. I also have a son in the GUSD and have witnessed the difference at drop off and pick up and can confidently say that Chamlian has gone above and beyond, to maintain a safe environment. The school has provided numerous security guards, signs posted at every driveway and communication with the parents to obey traffic laws. I am confident that you will come to the conclusion that this is a unnecessary appeal and I'm hoping you can help us with this harassment.
Thank you for your time and consideration.

Dear Glendale City Council,
I have had the privilege of teaching at Chamlian Armenian School, where students thrive in a safe, nurturing, and academically excellent environment.
Best wishes,

Dear Members of the Glendale City Council,
I am writing as a dedicated member of the Chamlian Armenian School community and as a parent who has witnessed firsthand the exceptional contributions of our school to the Glendale area. Chamlian is not just an educational institution—it is a vital pillar of our community, nurturing our children with outstanding education and strong values while consistently addressing community concerns.
I urge you to support Chamlian by denying this appeal and upholding the sound, well- reasoned decision made by the Planning Commission. Thank you for your time and for considering the future of our community’s educational cornerstone.
Sincerely,
Levon Shant Demirjian

Dear Glendale City Council,
As a Chamlian parent, I have witnessed firsthand the school’s unwavering commitment to addressing community concerns. Since receiving its perpetual Conditional Use Permit, Chamlian has gone above and beyond—adjusting schedules, increasing supervision, offering free busing, and incentivizing carpooling. The school has continuously demonstrated its dedication to being a responsible and considerate neighbor.
Despite these efforts, we are now facing an appeal that is not grounded in fairness but in ongoing, unreasonable demands. The Planning Commission unanimously approved Chamlian’s permit, recognizing that the school has met all requirements and continues to be an asset to Glendale.
I urge you to uphold this well-reasoned decision. Chamlian has proven its commitment time and again, and overturning the permit would undermine the integrity of the process. Please stand with us in supporting the future of our school and our children.
Thank you for your time and consideration.

Dear Glendale City Council,
As a member of the Chamlian Armenian School community, I have seen firsthand the positive impact this institution has on its students and the greater Glendale area.
I urge you to deny this appeal and uphold the Planning Commission’s decision.
