Councilmember Gharpetian shared that, in observance of Armenian Genocide Commemoration, he attended several events: the April 21st event at the Alex Theatre, the April 24th Rally for Justice at Parcher Plaza, and the April 27th Armenian Relief Society 115th Anniversary celebration. He also served as "Principal for a Day" at Wilson Middle School.

Councilmember Gharpetian raised the need to change the angle of the camera during Council meetings. He also suggested inviting members of the community to give the invocation. He thanked those who participated in and called in during the Mayor selection process and offered personal insights into the new selection procedure that Councilmember Asatryan followed up on the camera angle topic, inquiring when the item would return to Council. City Manager Roubik Golanian responded that the item will be presented at the next Council meeting on May 6, 2025. Regarding Armenian Genocide Commemoration, Councilmember Asatryan shared that she joined state officials in Sacramento for Armenian Genocide Recognition and Armenian Advocacy Day at the State Capitol. She thanked Senator Perez and local Assemblymembers Schultz and Caloza for their support. On her trip to Sacramento, she also participated in advocacy for AB91 and attended the Cal Cities Leaders Summit.

Councilmember Asatryan emphasized the importance of advocating for policy at the state level and called for due diligence from the City of Glendale's lobbyists. She highlighted a key legislative item aimed at restricting the establishment of substance abuse rehabilitation facilities in residential zones and encouraged more active engagement between the City and the State of California. City Manager Golanian responded that staff would begin reviewing lobbyist contracts and addressing these concerns.

Councilmember Asatryan thanked everyone who attended the Hike for Our Heroes event despite the weather. Responding to a public comment from a previous meeting, Councilmember Asatryan clarified that the funding for the "Tatik and Papik" art proposal would come from the Public Arts Fund, which has a balance of over $15 million. She noted that these funds are restricted and cannot be used for housing programs.

Councilmember Kassakhian announced that he will be out of town next week to represent the Metropolitan Water District in Washington, D.C. and will be absent from the next Council meeting
Councilmember Brotman requested that two items be added to the New Business agenda for the next meeting. First, he proposed that the Council consider a sponsorship of up to $5,000 for the Pride Event organized by Glendale Out, scheduled for June 7, 2025, at Adams Hill Community Park. Second, he suggested Council revisit the proposed shared mobility pilot program.

Mayor Najarian thanked the organizers and co-chairs of the City's Armenian Genocide Remembrance event. He expressed appreciation for the format, especially the cultural elements such as music and art. Mayor Najarian remarked that the Armenian Relief continued humanitarian work. He also noted the inauguration of an electric Beeline bus during the Earth Day celebration.

Mayor Najarian announced that changes will be made to the Council meeting format in the future. He anticipates revisions related to quorum requirements, meeting procedures, and the camera angle. His goal is to ensure that the City's business is conducted efficiently and transparently, allowing both the Council and the public to remain well- COMMUNITY EVENT ANNOUNCEMENTS (3-Minutes; 5-Speaker Limit) Per Mayor Policy, This Item Also Permits Speakers Wishing to Speak Under General Oral Communications, Subject to the Three Minute Time Limit.
