EXECUTIVE SUMMARY
Metro Pump No. 3 had been experiencing vibration issues. In June 2024, Glendale Water and Power (GWP) had two consultants visit the pump station for an assessment on the pump and motor. After receiving bids from both contractors, GWP selected one and had the pump and motor removed for inspection and diagnosis. The pump and motor are now ready for repair and reinstallation.
GWP staff solicited bids for the pump and motor repair and found General Pump to be the lowest responsive bidder. The recommended contract with General Pump would cost $68,404.00 with a 10% contingency of $6,840, totaling $75,244.

ANALYSIS
The James Rez Pump Station, also known as Verdugo Metro Pump Station, pumps potable water from the City’s Metropolitan Water District (MWD) G-1 connection to the 968 pressure zone and to the Glorietta Reservoir. The Station consists of four Metro pumps, two Verdugo pumps, and two turbine generators. Metro Pumps Nos. 3 and 4 were installed in 1983, are identical, and each sized at 4,000 gallons per minute.

GWP selected one and moved forward with removal of the pump and motor for inspection and diagnosis. The pump and motor are now ready for repair, followed by reinstallation.
On February 11, 2025, the City Council approved Resolution No. 25-17 to adopt Specification No. 4009 for the project and directed the City Clerk to advertise for bids.
The Notice Inviting Bids (NIB) was published in the Glendale Independent newspaper on February 17, 2025, and February 20, 2025. The Bid was also advertised on Bidnet Direct, a public contracts advertising company. Bidnet Direct advertises to a wide range of contractors, firms, and other public agencies, and allows for coordination and communication between those entities and the advertising agency, GWP. The NIB was also posted to the City’s website.
On March 5, 2025, GWP utilized a “Mandatory Pre-Bid Meeting” to further ensure clear communication with a committed, informed proposer pool. There were eight attendees that represented six contractor/companies at the meeting. On March 19, 2025, the bid deadline, the City received two bids for the project under Specification No. 4009.
Staff evaluated the two submissions based on price, experience, project approach, schedule and quality of response. The two responsive bids are tabulated below.
Proposer Proposal Amount
General Pump Company $68,404
Layne Christensen Company $103,535
Upon review of the bid documents, GWP staff found General Pump Company to be the lowest responsive bidder. Their bid amount of $68,404 is 15% below the higher range of the Engineer’s Estimate of $75,000 to $80,000. General Pump’s bid has been checked for completeness and found to be in compliance with the bidding requirements.
Staff recommends a reserve of ten percent or $6,840 for contingencies for this project.
This amount is based on previous experience and is commensurate with the nature of the project. This will allow GWP to account for any incidental work or unforeseen field conditions that could be encountered during construction and the resulting field changes.
Staff has verified with the State of California Contractor’s License Board that General Pump Company has a license that is current, active and in good standing.
