1 RESOLUTION NO.

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA

AUTHORIZING THE ACTING GENERAL MANAGER OF GLENDALE WATER AND POWER

DEPARTMENT (GWP), OR HIS DESIGNEE, TO UTILIZE THE ALTERNATIVE PROJECT

DELIVERY METHOD FOR THE WATER ADVANCE METER INFRASTRUCTURE (AMI)

SYSTEM REPLACEMENT PROJECT, AND ADOPTING THE REQUEST FOR PROPOSALS (RFP), RFP NO. 4017, ON FILE AT GWP FOR THE WATER AMI SYSTEM REPLACEMENT

PROJECT, AND DIRECTING THE CITY CLERK TO ADVERTISE FOR PROPOSALS WHEREAS, in 2008 Glendale Water & Power Department (GWP) issued a Request for Proposals (RFP) to install an Advanced Meter Infrastructure (AMI) system; and
WHEREAS, originally, Itron, Inc. who provided integrated end-to-end AMI solutions, partnered with Utility Partners of America (UPA), a utility solutions installer/contractor, to install the new AMI system for the original conversion to AMI; and WHEREAS, the installation of AMI for electric and water meters began in early 2010, shortly after GWP received a $20 million grant from the U.S Department of Energy; GWP selected Itron, Inc. to supply the necessary materials and professional services; and
WHEREAS, GWP staff and GWP customers have benefitted from the current AMI systems; specifically, the hourly water data has provided a multitude of operational and customer benefits, including the ability to verify that the City’s Mandatory Water Conservation Ordinance worked effectively during the water supply shortage of 2015; and
WHEREAS, the current Water AMI system uses first generation Itron endpoints, which are the units that attach to the water meters and transmit the water use to the data collection units. Over the first ten years, the Water AMI system has substantially met performance goals; and
WHEREAS, at the present time, one-third of the endpoints are not communicating with the 33 CCUs (water collectors) in the field and were removed; in the Interim, GWP continues to replace multiple components of the failing AMI system and manually reads the meters without an endpoint subsequently increasing the City’s maintenance and operational costs in the interim; and
WHEREAS, GWP is seeking approval to replace the failing Itron AMI endpoint solution with newer technology and more reliable Water AMI solution and possibly the water meters as they were installed 15 years ago; and
WHEREAS, the Acting General Manager of GWP, or his designee, has proposed the design and replacement of the AMI program, which includes scopes such as the design of detailed site plans for GWP to construct an AMI network capable of communicating with 100% of GWP water services and electric services should GWP elect to exercise that option, replacement of all meter transmitters, and other upgrades and implementations as described in the Report dated May 6, 2025 by the Acting General Manager of GWP, or his designee,; and
2 WHEREAS, on March 27, 2025, the Acting General Manager of GWP prepared a memorandum, to the City Manager, as required by GMC Section 4.13.070(A)(1), describing the project’s attributes and stating the reasons and justifications for proposing the alternative project delivery method; and
WHEREAS, the memorandum, which is attached as Exhibit A to the Report dated May 6, 2025 by the Acting General Manager of GWP states that:

1. The utilization of an alternative project delivery method for the AMI replacement project will meet the project’s need for overall schedule acceleration [GMC Section 4.13.060(A)(7)], due to GWP’s obligation to maintain, and improve, the level of service it provides to its customers, as well as the project benefitting from early contractor involvement by avoiding delays and engineering and construction [GMC Section

4.13.060(A)(4)]; and

2. The Design-Build delivery method achieves or improves the AMI replacement project by:

A. Minimizing the project delivery time, [GMC 4.13.060(B)(1)(a)], by enabling early contractor involvement to allow design and construction schedules to overlap and reduce the research and design phase durations with a similar outcome in the final construction, as well as addressing items discovered during excavation quickly as such items come up, without the need for delays in engineering and construction which occur using the traditional design-bid-build method; and
B. Minimizing the project’s overall cost [GMC Section 4.13.060(B)(2)], by minimizing through:
i. The project designer and builder team having early
coordination of the construction means, methods, and
materials, thereby minimizing project costs and maximizing its budget; and
ii. Constant communication and coordination between
the team members to have fewer design errors, construction mistakes, and change orders, thereby enabling them to
complete the project on budget; and
WHEREAS, the City Manager, as required by GMC Section 4.13.070(A)(2), reviewed the proposed AMI replacement project and, on March 27, 2025, approved the use of alternative project delivery method; and
WHEREAS, having received the City Manager’s approval and having satisfied one or more reasons under GMC Section 4.13.060(A), and one or more justifications under GMC Section 4.13.060(B), the Project meets the procedural and substantive requirements for using an alternative project delivery method; and 3 WHEREAS, GMC Section 4.13.020, Subsection P provides that when Council authorizes the use of the alternative project delivery method for one or more reasons under GMC Section 4.13.070, Council is deemed to have determined that the use of the alternative project delivery method and award of one or more contracts without the need for competitive bidding is in the best interests of the City for the procurement of the proposed project and as dispenses with competitive bidding in order to procure the proposed project by an alternative project delivery method.

WHEREAS, given the foregoing, the City Council finds it in the best interest of the City to authorize GWP to utilize the alternative project delivery method on this AMI replacement project.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:

1. The foregoing facts are deemed to be true and correct, and are a basis for authorizing the use of the alternative project delivery method on this AMI replacement project.

2. The Request for Proposals (RFP) for the design and construction of the AMI Replacement Project is hereby approved and adopted, and will be known as RFP No. 4017.

3. The City Clerk is hereby directed to advertise RFP No. 4017 and solicit proposals for the project’s design, work, equipment, and materials.

4. The Acting General Manager of GWP, or his designee, is directed to return to the Council for the Council’s award of a contract.
