CITY OF GLENDALE, CALIFORNIA

REPORT TO THE SPECIAL CITY COUNCIL

AGENDA ITEM
Report: CSP 2024 Senior Needs Assessment

1. Motion to approve the CSP 2024 Senior Needs Assessment.

COUNCIL ACTION
Item Type: Action Item
Approved for May 6, 2025 calendar

EXECUTIVE SUMMARY
The Community Services & Parks (CSP) Department released a request for proposal and awarded Maroon Society Inc. (Consultant) the contract to conduct a Senior Needs Assessment (SNA) supporting the ten Domains of Livability as recognized by AARP Network of Age Friendly Cities.

The main components of the SNA work included: data collection and analysis, key stakeholder interviews, and survey distribution to Older Adults and caregivers, which garnered 1,205 responses. The document, which provides five key recommendations, will be submitted to AARP, distributed to community agencies, older adults, and Glendale residents and will be used by the Senior Services Committee and community organizations to address the needs identified.

The Consultant presented Draft No. 1 of the SNA to the Senior Services Committee.

The Committee provided feedback to include as part of Draft No. 2, which was then presented to the Parks, Recreation and Community Services Commission. The Parks Commission also provided feedback to include as part of Draft No. 3, which presented again to the Senior Services Committee for final approval prior to submission to the City Council.

Services and Recreation & Community Services Sections.

In 2018, the City Council approved the CSP 2017 Senior Needs Assessment, which included forming a thirteen-member Senior Services Committee and joining AARP Network of Age-Friendly Cities. Every three years, AARP requires an updated Action Plan or SNA to evaluate domains of livability. Due to the COVID-19 pandemic, the triennial SNA was postponed in favor of an in-depth, post-pandemic SNA conducted to recognize shifts in need of the Older Adult population who were most affected by the pandemic.

Request for Proposal Process
In 2022, CSP began efforts to release a request for proposal (RFP) and hire a consultant to conduct a new SNA post-pandemic. The City released an RFP on August 17, 2022, with five consultants submitting proposals. Staff reviewed proposals, interviewed consultants, and on January 3, 2023, awarded a Professional Services Agreement to Maroon Society, Inc. (Consultant) to prepare the SNA.

The kickoff for the SNA began in March 2023, when staff met with the Consultant to review goals, expectations, and outcomes.

Maroon Society, Inc. has completed the following requirements of the SNA:
•Comprehensive inventory of service supporting 10 Domains of Livability •Census data collection and analysis about Glendale’s Older Adults. •Literature review of best practices for age-friendly government programs. •Key stakeholder interviews with Glendale service providers and administrators. •Community forum about service gaps with over 20 Glendale stakeholders •Analysis of the interview and focus group transcripts. •Preparation of the proposed survey
•Survey distribution and collection of 1,205 responses
•Preparation of Draft No. 1 of the SNA
On September 25, 2024, Maroon Society, Inc. presented Draft No.1 of the proposed SNA to the Senior Services Committee for the Committee to provide feedback and make recommendations. Staff and the Consultant included all updated recommendations as part of Draft No. 2 and presented it to the Parks, Recreation and Community Services Commission, which also provided its feedback.

On March 26, 2025, Draft No. 3 was presented to the Senior Services Committee for final review and recommendation to City Council for approval. Exhibit 1 represents the final draft of the SNA for City Council review and approval.

Upon City Council approval, the next steps will be as follows:
•Submit the final SNA to AARP Network of Age-Friendly Cities. •Distribute the SNA to community agencies, older adults, and Glendale residents. {{section.number}}13

The Consultant hosted a community forum at the Adult Recreation Center on June 13, 2023, which included over 20 stakeholders to gather information for the SNA.

In addition, a public survey was conducted from Spring 2024 through Summer 2024 through which 1,205 responses were collected from Older Adults and caregivers.
