EXECUTIVE SUMMARY
The Fire Department requires trustworthy and honest individuals to fill its ranks. Since 2018, North American Background and Investigations, Inc. has provided thorough background checks and comprehensive reports, which are critical in ensuring the selection of qualified candidates. These reports help the Department maintain high standards in hiring individuals who are trustworthy, honest, and dedicated to serving the Glendale community. The proposed Amendment No. 1 extending the contract through July 31, 2027, will add $252,000 to the contract amount, for a new total not-to-exceed amount of $400,000.

RECOMMENDATION
That the City Council approve the motion authorizing the City Manager to amend the PSA with North American Security and Investigations, Inc. (NASI) through July 31, 2027, for continued pre-employment background investigations for Fire Department candidates, and increase the contract amount by $252,000.

ANALYSIS
Since January 1, 2018, the Glendale Fire Department has been utilizing NASI to complete their pre-employment background investigations of candidates.

NASI has consistently completed quality backgrounds within the six (6) week timeframe, with the cooperation of the candidate. Their investigations are thorough and professional, encompassing personal history, criminal and driving records, social media activity, and interviews with family, friends, neighbors, and current and past employers.

Additionally, NASI conducts polygraph examinations to ensure a comprehensive evaluation. They have the qualified personnel available to complete multiple concurrent background checks, supporting the Fire Department’s general recruitment efforts.

Thus, to continue to streamline the process and ensure a timely full comprehensive screening be conducted for future recruitments, staff is requesting to extend the PSA with NASI for an additional two years, through July 31, 2027, and add an additional $252,000 for a new not-to-exceed amount of $400,000 to cover the needs of the Department. The proposed amounts are based on current recruitment and predicted vacancy trends within each Division of the Fire Department and funds will be requested through the normal budget process.
