AGENDA ITEM
Report: Verdugo Workforce Development Board’s Application Submission Request for Approval of Local Area Subsequent Designation and Local Board Recertification

1. Motion to approve submission of the Verdugo Workforce Development Board’s FY 2025-2026 and FY 2026-2027 application for local area subsequent designation and local board recertification to the Governor, State Workforce Development Board, and Employment Development Department.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for May 13, 2025 calendar

EXECUTIVE SUMMARY
The Verdugo Workforce Development Board (VWDB) has a long-standing history of being a local workforce board and receiving federal Workforce Innovation and Opportunity Act (WIOA) funds to support the workforce ecosystem of the Verdugo Workforce Development Area (VWDA), which consists of the Cities of Glendale, Burbank and La Cañada Flintridge. The VWDB is seeking approval to be recertified as a local workforce board and to represent the VWDA for another two-year period. The VWDB has submitted previous applications for the periods of 2021-2023 and 2023-2025. This would be the VWDB’s third application to be recertified for the period of 2025-2027. Without an approved application, the VWDB board structure and certification would be revoked. {{section.number}}c2

RECOMMENDATION
Staff recommends that the City Council pass a motion approving submission to the Governor, State Workforce Development Board, and Employment Development Department of the Verdugo Workforce Development Board’s request for local area subsequent designation and local board recertification, which allows the VWDB to continue to receive federal WIOA grant funds to deliver services in the Verdugo Consortium consisting of the Cities of Glendale, Burbank and La Cañada Flintridge.

ANALYSIS
The Verdugo Consortium is a Joint Powers Authority (JPA) comprised of the Cities of Glendale, Burbank, and La Cañada Flintridge. The Verdugo Workforce Development Board (VWDB) is the planning and policy body for the Consortium. Its purpose is to provide employment and training programs within the three cities and to allocate and award Workforce Innovation and Opportunity Act (WIOA) funds toward its goals. Through the JPA, the City of Glendale (City) has responsibility for the administration of all Consortium activities, including approval of federal WIOA requirements, such as submission of the Local Area Subsequent Designation and Local Board Recertification application, which allows the VWDB to continue to provide Career Services to residents and businesses in the Verdugo Workforce Development Area (VWDA) consisting of the Cities of Glendale, Burbank and La Cañada Flintridge.

WIOA Section 107 provides criteria for the recertification of Local Boards. Specifically, it requires the Governor to certify one Local Board for each Local Area in the State of California every two years. The WIOA requires that, to be recertified, the Local Board must have met WIOA membership requirements, met or exceeded performance accountability measures, and achieved sustained fiscal integrity as well as participation in Regional Planning activities. In accordance with WIOA Section 107(c)(2), the State Board will recommend recertification of a Local Board if these requirements are met.

The most recent VWDB certification is set to expire on June 30, 2025. This new application will allow the VWDB to continue to operate as a board over the local VWDA from July 1, 2025, to June 30, 2027.

On March 30, 2021, and June 27, 2023, the City Council previously approved submission of the VWDB’s Local Area Subsequent Designation and Local Board Recertification applications. This is the VWDB’s third request for approval to submit a Local Area Subsequent Designation and Local Board Recertification application. Without submission and approval of this application, the Verdugo Consortium will no longer be a designed Local Area and the local board will no longer be able to receive federal WIOA funds.

The State Board, in coordination with Employment Development Department (EDD), will verify the information provided in the application and determine whether to recommend approval or denial of the application.

Submission of an application is a mandatory requirement of the state and federal governments for the Verdugo region to remain a certified board. Disapproval of the submission of this application would result in revocation of the VWDB board structure and {{section.number}}c3

certification.

If approved, the Verdugo Consortium and Verdugo Board will continue to service the Cities of Glendale, Burbank and La Cañada Flintridge for another two program years from July 1, 2025, through June 30, 2027.
