ANALYSIS
As part of the Public Works Department’s ongoing efforts to improve the condition of the city’s sidewalks, the plan and specification were prepared for the West Glendale ADA Curb Ramp Installation and Sidewalk Repair Program Phase 1.

The locations for the improvements are Maintenance Districts 4, 8, 9, 10, and 11.

The project scope of work includes the following:
•Selective removal, repair, and reconstruction of approximately 12,000 linear feet of damaged and/or new curbs and gutters, and 110,000 square feet of sidewalks, driveways, cross gutters, and alley aprons;
•Selective removal, repair, and reconstruction of approximately 16,000 square feet of damaged asphalt concrete pavements;
•Installation of 26 new ADA compliant curb ramps where none existed and reconstruction of existing ramps to meet current ADA standards.

On February 11, 2025, the City Council adopted the project plan and specification and authorized the city clerk to advertise the project for bids. The project was advertised in the Glendale Independent, the city’s website, as well as various online platforms.

On March 18, 2025, the city received eight bids from contractors as follows:

1. Kalban Inc. $3,817,486.25

2. Vart Construction, Inc. $4,800,862.00

3. CT&T Concrete Paving, Inc. $4,824,107.39

4. Environmental Construction, Inc. $5,573,316.70

5. Toro Enterprises, Inc. $5,660,184.05

6. Palp Inc. $5,964,735.50

7. FEC, Inc. $6,546,523.50

8. Los Angeles Engineering, Inc. $7,665,970.00
Upon review of the bid documents, staff finds the bid of Kalban, Inc. to be the lowest responsive bid from a responsible bidder. The bid of Kalban, inc. in the amount of $3,817,486.25 is approximately 30% lower than the Engineer’s Estimate of $5,600,000.

In addition, staff recommends a reserve for contingencies in the amount of $381,749 or 10 percent of the bid amount. The contingency is intended to address any incidental work or unforeseen field conditions that could be encountered during construction.

Furthermore, staff has budgeted approximately five percent of the construction contract amount, or $190,874 for construction management and engineering support services such as project management, project engineering, construction inspection, and quality assurance and control.

STAKEHOLDERS/OUTREACH
As a result of this project the public will gain improved accessibility and walkability throughout the project neighborhoods and improved safety for all users.

The contractor will be responsible for distributing two distinct door hangers to the affected addresses. One set of door hangers will be provided two weeks prior to the start of any construction activity within the project area, while the second set will be distributed three days before construction begins.

Furthermore, outreach on this project continues to occur through social media and a dedicated project website that is hosted through the City of Glendale domain. The website familiarizes the public with the project and to the project team, explains the scope of work and project locations, and provides the public with staff contact information for questions, discussion, and/or input.
