EXECUTIVE SUMMARY
Fire Systems Improvements at Various City Facilities Project includes the replacement of the Police Building’s fire alarm panels, installation of a pre-action fire sprinkler system at the General Services Building (GSB) Radio Room, and replacement of fire sprinkler piping at Fire Station 21 Verdugo Dispatch. The intent of this item is for the City Council to approve the contract with GFS in the amount of $525,000 plus a 10% reserve for contingencies of $52,500. A resolution of appropriation is needed to provide adequate funding for the project.
RECOMMENDATION
Approve the motion to authorize the execution of the contract with GFS in the amount of $525,000, plus a 10% contingency of $52,500 for Design-Build of the Fire Systems Improvements at Various City Facilities Project and a resolution of appropriation to provide adequate funding for the project.
ANALYSIS
Police Building Fire Alarm Panels
The project entails a significant degree of complexity and specialty that demands a level of expertise that a design-build approach will provide. The fire alarm control panels at the Police Building are outdated and no longer able to receive upgrades. After more than 20 years of service life, it is now necessary to install new fire system panels to maintain compliance of the fire-life-safety system at this facility. replacement of four fire alarm panels that are manufactured by Edwards Systems Technology (EST); the new panel will be current generation EST panels in order to preserve the compatibility with the rest of the system and minimize the cost of the improvements. These four fire panels consolidate fire detection alarm points such as smoke and heat alarms, and active alert points such as strobes lights and audible alarms.
GSB Radio Room Pre-action System
Installation of a pre-action system at the GSB will provide a level of protection to the primary city-wide radio communication hardware from the building's fire sprinkler system.
The existing fire suppression system at the Radio Room is a wet-pipe system. The preferred and safer system for a data room is a dry-pipe system. The dry-pipe system provides extra protection of expensive and critical electrical equipment from potential water leaks. Since the current Radio Room was not originally designed to house data equipment, a pre-action system was not originally installed. The pre-action system installation is a retrofit within the existing fire sprinkler system that will improve the protection and reliability of the critical radio equipment.
Fire Sprinkler Piping at Fire Station 21 Verdugo Dispatch Over the past few years, the Public Works Department (PWD) has made emergency repairs to leaking fire sprinkler pipes at the Fire Station 21 Verdugo Dispatch area. While the repairs have been successful, the recurrence of leaks in this area are indicative of poor-quality pipe. To ensure the protection and reliability of the dispatch operations, it is prudent to replace a large section of the existing fire sprinkler pipe that transects the third floor.
On July 9, 2024, the City Council approved Resolution No. 24-124 authorizing the Director of Public Works to issue a request for proposals (RFP) using the design-build alternative project delivery method for the Fire Systems Improvements at Various City Facilities Project and authorizing the Director of Public Works to solicit proposals.
On February 3, 2025, an RFP was issued for the Design-Build of the Fire Systems Improvements at Various City Facilities Project. Six contractors expressed interest; however, only GFS submitted a proposal, with the remaining citing heavy current workloads as the reason for not participating. GFS proposed amount was originally $606,420, which was higher than the budgeted amount.
On March 31, 2025, Staff negotiated with GFS to lower their cost to the amount of $525,000.
Upon review of the bid documents submitted, GFS has submitted a bid in line with the current market cost considering the recent escalation in construction material and labor costs.
Staff checked the State of California Contractors License Board and found that GFS has the appropriate license that is active and in good standing. {{section.number}}f3
