RECOMMENDATION
That the Council appoint three members to the Burbank-Glendale-Pasadena Airport Authority Commission on behalf of the City of Glendale.

ANALYSIS
The Burbank-Glendale-Pasadena Airport Authority (“BGPAA”) is a separate government agency created under the Joint Powers Agreement (“JPA”) between the three cities of Burbank, Glendale, and Pasadena in 1977 for the sole purpose of owning and operating Hollywood Burbank Airport. The mission of the BGPAA is to provide state-of-the-art regional airport facilities and related services which are efficient, safe, convenient, and user-friendly, while being a good neighbor.

The BGPAA’s governing body (the “Commission”) holds regular public meetings on the first and third Monday of the months of February, April, May, June, October. Meetings are held only on the third Monday of the months of January, March, July, August, September, November, December. The Commission has three standing committees that meet on a regular basis in the administrative offices on the second floor of the main terminal building.

The Operations and Development Committee and the Legal, Government and Environmental Affairs Committee both meet at 8:30 a.m., preceding the regular Commission meeting. The Finance and Administration Committee meets on Commission meeting dates at 9:30 a.m. or immediately following the full Commission meeting.

Executive Committee meetings are held the first Wednesday of each month at 9:00 a.m.

Commissioners receive a stipend of $200 for each regular or special standing advisory committee and each ad hoc advisory committee meeting, as well as a $75 per month travel allowance to compensate for the use of personal vehicles for travel to and from Hollywood Burbank Airport & Airport-related activities within Los Angeles County.

The current members representing the City of Glendale on the Commission are Mayor Ara Najarian, who is also serving as the BGPAA Commission President, Councilmember Elen Asatryan, and former Mayor/Councilmember Frank Quintero. All three seats have terms expiring on May 31, 2025. Under the JPA, the city councils of the three participating cities each appoint three commissioners to serve four-year terms.
