RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA,
DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE PURCHASE AND INSTALLATION FROM VOLT LITES, INC., OF SPECIALIZED LED LIGHTING
EQUIPMENT AT THE ALEX THEATRE
WHEREAS, the Alex Theatre is engaged in a 10-year Capital Improvement Project to bring the Theatre’s appearance, amenities, and audio/visual equipment up to the industry standards;
WHEREAS, staff is recommending Council authorize dispensing with competitive bidding for the acquisition and installation of an industry-standard, system compatible LED lighting systems that will be compatible with the broadcast-quality, multi-camera video system purchased in 2025, and which will replace antiquated incandescent lights; WHEREAS, the proposed new LED lights represent the first of two lighting upgrades needed and included in the CIP plan, which when fully implemented will enable the Alex Theatre to remain viable and competitive as a regional live-theatre venue now and in the future;
WHEREAS, Volt Lites, Inc., is the only vendor with the specific LED makes and models that are compatible with the newly installed multi-camera video system purchased earlier this year;
WHEREAS, sole sourcing the acquisition and installation of updated LED lighting equipment provides a financial benefit because the City will be able to procure items currently locally available in lieu of bidding out items, which would otherwise be potentially subject to new tariffs and supply chain delays, whereas this local vendor has items in stock that can be delivered and ready for use within 30 days; WHEREAS, the City Council finds it is in the best interest of the City of Glendale to dispense with competitive bidding and to authorize the Interim Director of Finance - Purchasing to issue purchase order agreements with Volt Lites, Inc., for the installation of new LED lighting at the Alex Theatre.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA:
1. That the foregoing facts are deemed to be a true and correct and a basis for dispensing with competitive bidding;
2. That the City Council hereby dispenses with competitive bidding and authorizes the Interim Director of Finance - Purchasing to issue purchase orders with Volt Lites, Inc., for new LED lighting that is compatible with the upgraded camera equipment, as more specifically set forth above and in the 2 report to the City Council dated June 3, 2025; and
3. The Interim Director of Finance - Purchasing is authorized to approve and execute necessary agreements to implement this resolution.
