RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA,
DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE PURCHASE AND INSTALLATION FROM MERIDIAN AVL, INC., OF LED VIDEO WALL
EQUIPMENT AT THE ALEX THEATRE
WHEREAS, the Alex Theatre is engaged in a 10-year Capital Improvement Project to bring the Theatre’s appearance, amenities, and audio/visual equipment up to the industry standards;
WHEREAS, staff is recommending Council authorize dispensing with competitive bidding for the acquisition and installation of industry-standard, LED video wall equipment through a single source in lieu of the regular bidding process in order to ensure the Alex Theatre has industry-standard technology that will enable the Alex Theatre to remain viable and competitive as a regional live-theatre venue now and in the future;
WHEREAS the proposed contract with Meridian AVL, Inc., includes the design and installation of a new LED video wall upon which the new LED lighting procured from Volt Lites, Inc., and hung with rigging from Killswitch Inc., will be installed; WHEREAS, because of the integrated nature of the equipment needed, this requested LED video wall upgrade requires an Meridian AVL, Inc., who is capable of designing and installing the LED wall and coordinating the LED lighting and rigging components to ensure proper functionality;
WHEREAS, sole sourcing the design and installation of the new LED video wall that is City-owned and not rented provides a financial benefit because the City will be able to procure items currently locally available in lieu of bidding out items, which would otherwise be potentially subject to new tariffs and supply chain delays, whereas this local vendor can design and install the LED video wall without such delays and added costs;
WHEREAS, the City Council finds there is a need to ensure that the Alex Theatre remains viable and competitive as a live-performance venue, and that purchasing a new LED video wall upon which the new LED lighting system and rigging equipment will be installed will help manage on-going costs; and
WHEREAS, the City Council finds it is in the best interest of the City of Glendale to dispense with competitive bidding and to authorize the Interim Director of Finance - Purchasing to issue a purchase order agreement with Meridian AVL, Inc., for the design and installation of a new LED video wall at the Alex Theatre.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA:
2 1. That the foregoing facts are deemed to be a true and correct and a basis for dispensing with competitive bidding;
2. That the City Council hereby dispenses with competitive bidding and authorizes the Interim Director of Finance - Purchasing to issue a purchase order with Meridian AVL, Inc., for the design and installation of a new LED video wall upon which new LED lighting will be installed above the stage with the new rigging systems, which together are compatible with the upgraded camera equipment, as more specifically set forth above and in the report to the City Council dated June 3, 2025; and
3. The Interim Director of Finance - Purchasing is authorized to approve and execute necessary agreements to implement this resolution.
