COUNCIL ACTION
Item Type: Action Item
Approved for June 3, 2025 calendar
EXECUTIVE SUMMARY
MTD No. 1878 was constructed as part of the Community Beautification Project that was completed in October 2024. The Notice of Field Acceptance was received in April 2025 from the District.
The purpose of this report is to request City Council approval of the attached resolution authorizing the transfer and conveyance of MTD No. 1878 to the District for ownership, operation, and maintenance.
RECOMMENDATION
Approve the resolution transferring and conveying MTD No. 1878 to the District for Ownership, Operation, and Maintenance.
ANALYSIS
The city and the District have a long-standing agreement to transfer storm drains to the District’s ownership for maintenance and operation, as long as the system is constructed to their standards. The city constructs new storm drain systems to District standards, whenever possible, with the intent of transferring them to the District for ownership and maintenance. In general, the construction costs for complying with District standards are minor compared to the savings the city realizes from never having to maintain the storm drain systems and comply with the National Pollutant Discharge Elimination System (NPDES) regulations. Storm drain systems are managed and function more efficiently when operated as a regional system. 4d2

Public Works identified the need for storm drain improvements on Acacia Avenue through field reports and resident complaints during significant storm events. Residents frequently reported street flooding conditions, particularly mid-block on Acacia Avenue between Boynton Street and Adams Street. Based on these reports, city staff evaluated the deficiencies, studied existing field conditions, and prepared engineered remedies, which were ultimately incorporated into storm drain improvement plans designated as MTD No. 1878.
MTD No. 1878 was included as part of the Community Beautification Project, which focused on capital improvements in residential corridors including Acacia Avenue and adjacent streets.
On March 7, 2023, the City Council adopted the plans and specifications for the Community Beautification Project.
On July 25, 2023, the City Council awarded a construction contract to Toro Enterprises, Inc. for the construction of the Community Beautification Project, which began in September 2023 and was completed by October 2024.
MTD 1878 was constructed to District standards and underwent successful inspection and review. The Notice of Field Acceptance was issued by the District in April 2025, confirming readiness for transfer. All supporting documentation, including as-built plans, have been finalized.
This newly constructed storm drain system will capture stormwater runoff along Acacia Avenue, helping to eliminate future drainage-related concerns.
Exhibit A shows the location of MTD No. 1878. In general, the system is described as follows: A new storm drain system beginning at 826 E. Acacia Avenue, extending west on E. Acacia Avenue to Boynton Street, turning south on Boynton Street, and connecting to an existing, District owned and operated storm drain system.
MTD No. 1878 included the installation of approximately 24 Linear Feet of 18-Inch Reinforced Concrete Pipe (RCP), 1,408 Linear Feet of 24-Inch RCP, seven manhole structures, and three catch basins that were 3.5-feet, 14-feet, and 21-feet in size.
Additionally, Connector Pipe Screen (CPS) units were installed inside the three catch basins to prevent trash and debris from going into the storm drain system.
This newly constructed system will be turned over to the District via the MTD process for future ownership, operation and maintenance, except for the CPS units inside the three catch basins. The city will be responsible for the ownership and ongoing maintenance of these devices.
