Adoption of the FY 2025-26 Glendale Housing
Authority Budget and Contract Amendments
a. Resolution of the City Council Making Findings and Approving Expenditures of Low Moderate Income Housing Asset Funds for Administration and Planning and Expenditures Outside Redevelopment Project Areas for the FY 2025-26 Housing Authority Budget; b. Resolution of the Housing Authority Making Findings and Approving Expenditures of Low Moderate Income Housing Asset Funds for Administration and Planning and Expenditures Outside Redevelopment Project Areas for the FY 2025-26 Housing Authority Budget and Adopting the FY 2025-26 Housing Authority Budget; c. Motion of the Housing Authority to Approve an Amendment to the Professional Services Agreement with Kane, Ballmer and Berkman (Contract C106203) to Increase the Contract Amount by $300,000 for a New “Not to Exceed” Contract of $1,040,000 for Affordable Housing Legal Services; and to Extend the Agreement T erm for Two Years to June 30, 2027; and

2025-2026 Annual Action Plan for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Act (HOME) programs
a. City Council Resolution Adopting an Environmental Negative Declaration b. City Council Motion to approve 2025-2030 Consolidated Plan and authorizing submission to the U.S. Department of Housing and Urban Development c. City Council Motion to approve FY 2025-2026 CDBG, ESG, and HOME Annual Action Plan totaling $3,266,569.65; authorize the submission of the Annual Action Plan to U.S.
Department of Housing and Urban Development, as recommended by the CDBG Advisory Committee and Continuum of Care Board (CoC); and authorize the City Manager or a designee, to redirect excess, cancelled or unused program funds under $50,000 from one project to another with CDBG Advisory Committee approval d.
