I. Introductions
1. Vice Chair Marisol Espinoza welcomed the Executive Committee.
II. Minutes of February 12, 2025
A. Quorum confirmed.
B. Minutes presented and reviewed. MOTION : Nick Hacopian 2nd: Alexis Carter ACTION: APPROVED
III. Action Items
A. Approval of the recommendation for Jamie Keyser Thomas to be appointed to the Verdugo Workforce Development Board, in compliance with State and Federal requirements under the Workforce Innovation and Opportunity Act of 2014
B. Approval of the recommendation for Caroline Lett to be appointed to the Verdugo Workforce Development Board, in compliance with State and Federal requirements under the Workforce Innovation and Opportunity Act of 2014
C. Approval of the recommendation for Kathleen McIntyre to be appointed to the Verdugo Workforce Development Board, in compliance with State and Federal requirements under the Workforce Innovation and Opportunity Act of 2014
D. Approval of the recommendation for Nicole Miller to be appointed to the Verdugo Workforce Development Board, in compliance with State and Federal requirements under the Workforce Innovation and Opportunity Act of 2014
E. Approval of the VWDB’s Local Workforce Development Plan 2025 -2028 and the Los Angeles Basin Regional Planning Unit’s Regional Workforce Development Plan 2025-2028 and their submission to the California Workforce Development Board and the State of California Employment Development Department
F. Approval of the allocation of $145,500 to City of Burbank’s Job Connect to provide services in Burbank as the Verdugo Jobs Center Affiliate Site for Fiscal Year 2025-2026

V. Other Businesses and Announcements:
A. The next Executive Committee Meeting will be held on Wednesday, June 25, 2025.
B. The Executive Committee discussed moving the time of the VWDB meetings.
1. Ms. Velasco suggested moving the Executive Committee meeting time to 9:00 am and the Full Board to 9:30 am. These time changes will accommodate board members who are dropping their children off at school or traveling in from a distance. The Executive Committee agreed with the new meeting times.
a. The days when there are standalone Executive Meetings, the meeting time will be 9:00 am.
2. Ms. Velasco suggested deferring the Executive Committee when quorum is confirmed for Full Board meetings. Therefore, Executive Committee meetings will not be held when quorum is confirmed for the Full Board meetings. All discussions and actions will be taken in the Full Board meetings.
C. Three additional board members will be added to the Executive Committee: Sonya Kay Blake, Michael Ritterbrown, and Terry Walker.
D. Ms. Velasco shared that for FY 2025 – 2026 Nick Hacopian will serve as Board Chair and Marisol Espinoza will serve as Vice Chair as discussed at last year’s VWDB Retreat.
