EXECUTIVE SUMMARY
A motion is presented for the Council’s consideration to award a contract for Legal Advertising for Fiscal Year 2025-2026 to HLR Media, LLC DBA Glendale Independent as the sole responsible bidder of general circulation which shall be published in the City of Glendale, according to Article VI Section 11 of the Glendale City Charter. 24a

RECOMMENDATION
Adopt a Motion awarding the contract for Legal Advertising for the City of Glendale for FY 2025-2026 to HLR Media, LLC dba Glendale Independent.
ANALYSIS
In accordance with Article VI, Section 11 of the Glendale City Charter, the Council shall annually call for bids for all official advertising of the city, pursuant to specifications which shall first be approved by the Council.
On May 20, 2025, the City Council approved Specification No. 4018 for the FY 2025-2026 Legal Advertising contract and directed the City Clerk to advertise for bids. One bid was received on June 18, 2025, from Glendale Independent in the amount of $2.40 per lineal inch for the first insertion and $2.40 for each subsequent insertion.
The purpose of this report is to seek the Council’s approval for awarding the contract for Legal Advertising for the City of Glendale for FY 2025-2026 to HLR Media, LLC dba Glendale Independent, as they are the sole bidder.

FISCAL IMPACT
The contract for Legal Advertising with HLR Media, LLC dba Glendale Independent will cost $60,000, which was requested as a part of the FY 2025-2026 budget, per the table below.

ALTERNATIVES TO STAFF RECOMMENDATION
