EXECUTIVE SUMMARY
The Request for Proposal (RFP) process for the Design, Project Management, Construction Management and Inspection Services for Potable and Recycled Water Storage Facilities Rehabilitation Projects FY 25-28 has concluded. Glendale Water & Power (GWP) recommends awarding a three-year Professional Services Agreement (PSA) to Harper & Associates Engineering, Inc., to act on behalf of the City as Owner’s Engineers specializing in the design and oversight of City water storage facility rehabilitation projects for a total not-to-exceed amount of $450,000.

RECOMMENDATION
Authorize the City Manager to execute a three-year PSA with Harper & Associates Engineering, Inc., to act on behalf of the City as Owner’s Engineers specializing in the design and oversight of City water storage facility rehabilitation projects for a total not- to-exceed amount of $450,000 for fiscal years 2025-26, 2026-27, and 2027-28.

ANALYSIS
GWP provides water services to over 200,000 residents and businesses in the City.

The Water Engineering Division plans, designs, and oversees the delivery of the Capital Improvement Program (CIP). Additionally, the Division provides planning and support services to the Water Operations, Water Construction and Metering Sections. The Division also provides customer and developer assistance for water service planning.

One of the ongoing CIPs is the systematic rehabilitation of the City’s water storage facilities. To facilitate completion of specialized projects like storage facility rehabilitation or replacement, the Water Engineering Division utilizes specialized consulting services like the services provided by Harper & Associates Engineering, Inc. 24b

Work will be retained on a per project/task basis. For each project, GWP staff will solicit a cost proposal. Since only one firm will be contracted, no competitive selection will take place. Instead, staff will review each proposal to ensure the scope, cost, and schedule are appropriate for the work involved before authorizing the task.

Planned projects that will need assistance completing in fiscal year 2025-2026 include:
Emerald Isle 1850 Water Tank Rehabilitation Project
Cooks Canyon Water Tank Rehabilitation Project
On April 9, 2025, GWP solicitated proposals by issuing a Request for Proposals (RFP) containing detailed instructions on the requested services, the desired qualifications and experience, and a section specifying how the proposals should be submitted and what information to provide. The RFP also indicated that the proposals would be reviewed and ranked prior to award, the proposers were given a time window to submit questions for clarification noting that all questions and answers would be supplied to each proposer. The solicitation was made to thirty-three qualified consulting firms. The criteria and basis of selection of the Owner’s Engineer were as follows:
Completeness of Proposal 5%
Understanding of Needs and Activities of the Scope 10% Qualifications, Capabilities, and Experience of Key Personnel 30% Technical Approach and Methodology 15%
Rate Schedule 30%
References 10%
Total 100%
On May 2, 2025, the due date for proposal submission, only Harper & Associates Engineering, Inc. submitted a proposal. The RFP was publicly advertised on the Bidnet Direct and was also shared with relevant industry contacts to ensure broad outreach.

For the proposal evaluation, two engineers and one field superintendent from the Water Engineering Division independently reviewed and ranked the proposal based on the weighted evaluation criteria outline in the RFP. Following this process, GWP staff recommends awarding the PSA to Harper & Associates Engineering, Inc., as they were the sole respondent to the RFP. Harper & Associates Engineering, Inc. has previously served as the City’s Owner’s Engineer’s and has consistently demonstrated a strong understanding of project requirements, timely responsiveness, and high-quality service delivery. Their continued involvement will ensure reliable support, project continuity, and proven expertise tailored to the City’s water infrastructure needs.
