EXECUTIVE SUMMARY
The San Fernando Road Beautification Phase II Project is currently in the design phase with 60% of the design work completed. During the project development phase, staff found that extending landscaping on San Fernando Road from Elk Avenue to Los Angeles Street would be a cost-effective way to further enhance the corridor. This additional work includes landscaping and irrigation design beyond the original contract scope. Therefore, a contract amendment to Mark Thomas & Company, Inc.’s existing PSA 8001984 is required to continue the design phase with the additional landscaping and irrigation improvements.
Additionally, on February 14, 2023, the City Council awarded 17 on-call PSAs to consultants to provide various engineering services and support to the PWD. As of today, PWD has utilized these contracts to supplement their resources and used their expertise in projects on an as-needed basis. Several of these on-call contracts have reached or are approaching their initial City Council approved contract amount. To meet current and upcoming project demands, staff determined that additional services are needed under six of the existing contracts. These services are necessary to support various ongoing and upcoming citywide Capital Improvements Projects (CIPs) beyond the initial City Council approved contract amounts. Staff requests the execution of contract amendments for each of these PSAs to continue leveraging consultant expertise and ensure the efficient and effective delivery of essential projects.

ANALYSIS
San Fernando Road Beautification Phase II Project.
On November 29, 2022, the City Council authorized the City Manager to execute a PSA with Mark Thomas & Company, Inc., to provide engineering services for the San Fernando Road Beautification Project in the amount of $1,471,898 and authorized a 10% reserve for contingency in the amount of $147,190.
On February 11, 2025, the City Council authorized the City Manager to execute a contract amendment for the project to perform additional engineering study, civil and landscape design services, and public outreach regarding pedestrian safety and street improvements on San Fernando Road and adjacent streets, increasing the contract amount by $254,915, and extending the contract time by 24 months.
Following the completion of Phase I of the project, PWD received multiple awards and considerable positive feedback from the public, including requests to extend the beautification efforts beyond the original project boundaries. After further evaluation, staff recommends incorporating additional landscaping and irrigation improvements into Phase II. Therefore, this amendment will include additional engineering design services to incorporate landscaping, irrigation, and street beautification elements along San Fernando Road between Los Angeles Street and Elk Avenue. This segment was not included in the original project scope, and the proposed improvements will enhance the visual appeal and overall travel experience along the corridor.

PWD has actively utilized these on-call PSAs to supplement internal resources and support CIP delivery across all phases - planning, design, construction, and close-out.
As project volume and complexity grow, the PWD needs additional services under six of the existing PSAs to continue providing adequate support for current and upcoming work efforts. Several of these contracts are nearing their originally authorized contract limits due to expanded scope and numerous active projects. Therefore, the execution of contract amendments is required to increase the contract amounts for the applicable PSAs listed in this report. These amendments will allow for the continuation of on-call support and the timely advancement of critical infrastructure and beautification efforts citywide.
