EXECUTIVE SUMMARY
The Workforce Innovation and Opportunity Act (WIOA) requires that local plans be developed for the implementation of workforce development systems in alignment with state plans. The primary purpose of local plans is to facilitate access to workforce services in local communities. Individuals will access and experience this workforce architecture through the local service delivery system of the America’s Job Center of California (AJCC). The local AJCC for Verdugo is the Verdugo Jobs Center.

The Verdugo Workforce Development Board’s (VWDB) Local Plan is a profile of the Verdugo tri-city community, economic landscape and an analysis of the challenges and barriers that residents face when trying to find gainful employment. The Plan also describes the workforce development services available through the Verdugo Jobs Center, and its coordination with partners. The Plan was written to address specific questions from the State as opposed to a traditional strategic plan.

The Local Plan requires approval by the Chief Local Elected Official as mandated by WIOA. Under the Joint Powers Agreement in place for the Cities of Burbank, Glendale, and La Cañada Flintridge to form the Verdugo Consortium, the City of Glendale is the administrative entity. The City of Glendale Mayor is the designated Chief Local Elected Official on behalf of the Consortium, requiring the City Council to approve the Local 4e2

RECOMMENDATION
That City Council adopt a motion to approve the Verdugo Workforce Development Board’s Local Workforce Development Plan 2025-2028; approve submission of the Verdugo Workforce Development Board’s Local Workforce Development Plan 2025-2028 to the California Workforce Development Board and the State of California Employment Development Department; and authorize the Mayor and City Manager or designee to execute all relevant documents with the State of California, and the United States Department of Labor for the plan’s approval, implementation, and use.

ANALYSIS
The Verdugo Consortium is a Joint Powers Authority (JPA) comprised of the Cities of Glendale, Burbank, and La Cañada Flintridge. The Verdugo Workforce Development Board (VWDB) is the planning and policy body for the Consortium. Its purpose is to provide employment and training programs within the three cities and to allocate and award Workforce Innovation and Opportunity Act (WIOA) funds toward its goals. Through the JPA, the City of Glendale (City) has responsibility for the administration of all Consortium activities, including approval of federal WIOA requirements, such as submission of the Verdugo Workforce Development Board’s Local Workforce Development Plan 2025-2028.

The Workforce Innovation and Opportunity Act (WIOA) requires that regional and local plans be developed for the implementation of workforce development systems in alignment with state plans [WIOA Public Law 113-128, §106 and 107; Title 20 Code of Federal Regulations (CFR) §679.200 through 679.580]. The primary purpose of local plans is to facilitate access to workforce services at the local level. Individuals will access and experience this regional workforce architecture through the local service delivery system of the America’s Job Center of California (AJCC). The local AJCC for Verdugo is the Verdugo Jobs Center (VJC).

The VWDB’s Local Workforce Development Plan 2025-2028 (Local Plan) is a profile of the Verdugo tri-city community, economic landscape and an analysis of the challenges and barriers that residents face when trying to find gainful employment. The Local Plan also describes the VWDB and VJC’s services, and its coordination with partners. The Local Plan was written to address specific questions from the State as opposed to a traditional strategic plan.

On February 12, 2025, the VWDB approved the release of the Local Plan for 2025-2028 for public comment in accordance with the federal regulations (WIOA §107 and §108).

The required 30-day public comment period ended on March 15, 2025; no comments were submitted for the VWDB’s Local Plan. On May 21, 2025 the VWDB approved the Local Plan and its submission to the CWDB and the State of California Employment 4e3
