RECOMMENDATION
That the City Council accept and authorize the City Manager or a designee to execute Subaward ENP252604 period July 2025 – June 2026 to implement $443,300 in baseline funding from Los Angeles County AD for FY 2025-2026 and $47,600 from MOCA.

ANALYSIS
CSP has been providing meal service to older adults 60 years and older in the Greater Glendale Area since 1979 with grant funding administered from Los Angeles County AD through the federal Older Americans Act. The ENP provides an important opportunity for social contact and is the only meal many seniors receive in a day.

The ENP program is operated through the Senior Services Section which provides comprehensive, long-term services that include Congregate Meal (C1), Home Delivered Meals (C2), Emergency Meals, Telephone Reassurance and Supportive Services. The goal of these services is to assist the seniors in our community to maintain their independence and live in their own home.

The City’s ENP C1 program operates two (2) congregate meal sites serving lunch 7 days per week at the Adult Recreation Center and five (5) days per week at Sparr Heights Community Center. An average of 4,400 meals per month are served in the program to over 500 unduplicated seniors annually.

The ENP C2 program is for homebound older adults requiring food delivery assistance for physical and/or medical reasons and is substantiated by a doctor’s order before beginning program services. Program services include a weekly delivery of seven frozen meals that include bread, fruit, milk, and dessert. The Emergency Meals Program is part of the Home Delivered Meals and provides three days’ worth of shelf stable meals to client enrolled in the program per fiscal year. Telephone Reassurance Program is also a part of the Home Delivered Meals program which ensures seniors who are shut-in receive a weekly well-being call.

The City contracts with TRIO Community Meals, LLC to provide congregate and home delivered meals catering services for the ENP program. The contract period is from December 1, 2022 through November 30, 2026. The cost per meal rate is as follows; Congregate Meals $4.56 per meal
Home Delivered Meals $4.75 per meal
The City has a purchase order with Revolution Foods to provide Emergency Meals to Home Delivered Meals program clients for 3 (three) days’ worth of shelf stable meals at a unit rate of $6.85 per meal.

CSP has been awarded an ENP grant award from Los Angeles County AD for baseline funding in FY 2025-2026 through a noncompetitive process where the City will enter into a subaward agreement for a one (1) year term, commencing July 1, 2025, through June 4f3

This Subaward is Year One of a four-year subaward term. In addition to baseline funding in FY 2025-2026, state funding from MOCA will also be made available from July 1, 2025 to June 30, 2026.

On June 12, 2025, Los Angeles County AD informed the City of baseline and MOCA grant funding totaling $490,900 to be used for C1, C2, and Telephone Reassurance Programs in FY 2025-2026 from July 1, 2025 through June 30, 2026.

Baseline funding is a reimbursable grant with a 12% cash match and MOCA funding does not require a cash match.

Program services are promoted quarterly through the Community Services & Parks (CSP) Leisure Guide, the CSP newsletter, CSP social media channels, and the City’s website. Outreach is also conducted in collaboration with local community agencies to increase public awareness of available services.
