RESOLUTION NO.______________

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,

CALIFORNIA, ESTABLISHING STANDARDIZATION OF MANUFACTURER,

DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE

PURCHASING ADMINISTRATOR TO PURCHASE EQUIPMENT AND

SUPPLIES MANUFACTURED KNOX CORPORATION
WHEREAS, the Glendale Fire Department must maintain a narcotic storage system in accordance with State and Federal regulations;
WHEREAS, the Glendale Fire Department needs to replace outdated narcotics safes in the emergency response fleet and has the long-term goal of standardizing equipment for security, efficiency, and interoperability;
WHEREAS, the current safes have exceeded their service life and lack necessary security features required for compliance with regulations, and the Fire Department, in collaboration with the IT Department, researched the best replacement solution, and has determined through a pilot program that the Knox Corporation (“Knox”) product is the gold standard for our narcotic storage needs;
WHEREAS, staff piloted three Knox narcotic safes on multiple emergency apparatus resources over the last year and these safes have shown reliability and ease of use, with benefits such as reduced access time in emergencies and improved inventory tracking and given the stringent regulations enforced by the Drug Enforcement Agency (DEA) and other regulatory authorities, it is imperative that our equipment is reliable in both hardware and software; WHEREAS, the current safes have surpassed their service life and lack critical security features necessary for regulatory compliance and Knox safes offer essential features such as PIN/password access, detailed audit histories, and tamper-evident designs, which are crucial for ensuring secure and accountable handling of controlled substances, minimizing diversion risks, and maintaining compliance;
WHEREAS, Knox is recognized for providing secure access solutions for first responders at both regional and national levels, with a reputation for quality and durability for the City’s narcotic storage needs;
WHEREAS, the Fire Department has used Knox products for key storage solutions over multiple decades and has always been satisfied with their products and service and have been equally pleased with their narcotic safe products in the past year; WHEREAS, standardizing the use of Knox storage solutions reflects best practices and they are compliant with DEA regulations and other relevant laws. Given the stringent regulations enforced by the Drug Enforcement Agency (DEA) and other regulatory authorities, it is imperative that our equipment is reliable in both hardware and software and the City’s current mixed fleet of safes presents a risk to our accountability;
WHEREAS, transitioning to an exclusive fleet of Knox products would mitigate this concern and Knox safes offer essential features such as PIN/password access, detailed audit histories, and tamper-evident designs, which are crucial for ensuring secure and accountable handling of controlled substances, minimizing diversion risks, and maintaining compliance; WHEREAS, the City of Glendale Purchasing Policy promotes the standardization of commonly used items, vehicles, and equipment and this process will eliminate repetitive future approvals by the City Council for similar equipment and standardized items need to be reviewed by the Departments at least every five years and need to be approved by City Council at least every ten years.

NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:

1. That the City Council hereby approves Knox Corporation as the City's standard as the narcotic safe manufacturer to manage controlled substances, ensure regulatory compliance, and improve overall operational effectiveness;

2. That the determination to standardize narcotic safe manufacturer will be reviewed by the Fire Department and Purchasing Section at least every five years and the Fire Department will seek approval from City Council at least every ten years.

3. That the foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interests of the City to dispense with competitive bidding.

4. The Purchasing Administrator is hereby authorized to issue purchase orders with Knox Corporation for the purchase of narcotic safes and related products and services as needed, as long as the budget is available.
