1 Exhibit 1
Commission on the Status of Women Legislative Tracking Sheet 2025
AB 432 (Bauer-Kahan): Menopause Care Equality Act
Last Amended: 05/27/2025
Summary: Current law requires the Medical Board of California, in determining its continuing education requirements, to consider including a course in menopausal mental or physical health. This bill would delete that requirement of the board and, instead, require specified physicians whose patient population is composed of 25% or more adult women under 65 years of age, for their first license renewal after July 1, 2026, and every 4 years thereafter, to complete at least 5 hours of mandatory continuing medical education in a course in perimenopause, menopause, and postmenopausal care. (Based on 05/27/2025 text) Status: The bill is in the Senate Committees on Business, Professions and Economic Development; Education; and Health.

AB 495 (C. Rodriguez): Family Preparedness Plan Act of 2025 Last Amended: 04/23/2025
Summary: Under current law, a caregiver who is 18 years of age or older and signs a caregiver’s authorization affidavit under penalty of perjury for a minor who lives in their home is authorized to enroll the minor in school and consent to school-related medical care on behalf of the minor. Under current law, a caregiver who is 18 years of age or older, signs the caregiver’s authorization affidavit under penalty of perjury, and who is a certain type of relative of the minor who lives in their home, has the same rights to authorize medical care and dental care for the minor that are given to guardians, as specified. Under current law, a person who acts in good faith reliance on a completed caregiver’s authorization affidavit to provide medical or dental care, without actual knowledge of facts contrary to those stated on the affidavit, is not subject to criminal or civil liability or professional disciplinary action for that reliance, but is not relieved from liability for violations of other provisions of law. This bill, the Family Preparedness Plan Act of 2025, would expand the type of person who is authorized to execute a caregiver’s authorization affidavit to include a “nonrelative extended family member,” as defined, and grant them the same rights to authorize school-related medical care, as defined, for the minor that are given to guardians, as specified. (Based on 04/23/2025 text) Status: The bill is in the Senate Committees on Judiciary and Human Services.

AB 788 (Quirk-Silva): Rehabilitation and Safety for Incarcerated Women Last Amended: 05/23/2025
Summary: Current law creates within the Department of Corrections and Rehabilitation, under the Undersecretary for Operations, the Division of Adult Institutions, among others, and requires each division to be headed by a director, who is appointed by the Governor, as specified.

Current law also requires the Governor to appoint 4 subordinate officers to the division, as specified. Existing law requires each subordinate officer appointed to oversee an identified category of adult institutions, one of which oversees female offender facilities. This bill would instead require the Governor to appoint 3 subordinate officers, as specified, who would oversee an identified category of male adult institutions, and one subordinate officer, as specified, who would oversee female adult institutions. The bill would create within the department, and under the Undersecretary for Operations, the Division of Female Programs and Services. The bill would require the director of this division to be responsible solely for female adult institutions 2 and community facilities housing female offenders. The bill would require the director to report to the undersecretary and to have a minimum of 5 years of experience serving a female correctional population in a custody setting. (Based on 05/23/2025 text) Status: The bill is in the Senate Committee on Public Safety.

AB 836 (Stefani): Midwifery Education Landscape Analysis Last Amended: 06/23/2025
Summary: Current law requires the Office of Statewide Health Planning and Development to establish a program to contract with programs that train certified nurse-midwives and programs that train licensed midwives in accordance with the global standards for midwifery education and the international definition of “midwife” as established by the International Confederation of Midwives in order to increase the number of students receiving quality education and training as a certified nurse-midwife or as a licensed midwife. Current law requires these provisions to be implemented only upon an appropriation by the Legislature for these purposes in the annual Budget Act or another act. This bill would require the Department of Health Care Access and Information, upon appropriation from the Legislature for this purpose, to administer funding for a statewide study on midwifery education. The bill would require the study to be conducted by an outside consultant familiar with the health care and midwifery landscapes and workforce in California that would, among other things, identify viable education programs that can serve both rural and urban geographic areas. (Based on 06/23/2025 text) Status: The bill is in the Senate Committee on Health.

SB 75 (Smallwood-Cuevas): Women Prison Apprenticeships
Last Amended: 06/17/2025
Summary: Would, by January 1, 2028, require the Department of Corrections and Rehabilitation, in partnership with the Department of Industrial Relations, to establish the Preapprenticeship Pathways to Employment Pilot Program. The bill would, until January 1, 2032, provide incarcerated individuals access to preapprenticeship training in the skilled construction and building trades. The bill would require the program to provide, among other things, instruction based on the Multi-Craft Core Curriculum and content coordinated with joint apprenticeship training committees. The bill would require the Department of Corrections and Rehabilitation to implement the program at one men’s facility and one women’s facility. The bill would require the Department of Corrections and Rehabilitation, beginning January 1, 2029, to annually report certain data regarding participation in the program to the Legislature. (Based on 06/17/2025 text)
Status: The bill is in the Assembly Committee on Labor and Employment.

SB 258 (Wahab): Justice for Disabled Spouses
Last Amended: 05/01/2025
Summary: Current law defines rape as an act of sexual intercourse accomplished under certain circumstances, including with a person not the spouse of the perpetrator where the person is incapable of giving legal consent because of a mental disorder or developmental or physical disability. This bill would remove the spousal exception from this definition of rape. (Based on 05/01/2025 text)
Status: The bill is in the Assembly Committee on Public Safety.

SB 271 (Reyes): Transforming Higher Education for Student Parents Through Essential Financial Childcare Support Services
Last Amended: 05/23/2025
Summary: Current law establishes the University of California (UC), the California State University (CSU), and the California Community Colleges (CCC), as the 3 segments of public 3 postsecondary education in this state. Current law requires each community college campus and each California State University campus, and requests each University of California campus, to establish the position of the Basic Needs Coordinator to assist students, among other responsibilities, with basic needs services and resources, including childcare, and to establish a Basic Needs Center where basic needs services, resources, and staff are made available to students, as provided. This bill requires each CSU and CCC and requests each UC financial aid office, childcare development center, and basic needs center to refer their respective students with dependent children to local resource and referral agencies, and each other for purposes of connecting and informing students of existing childcare services and resources. (Based on 05/23/2025 text)
Status: The bill is in the Assembly Committees on Higher Education and Human Services.
