REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Appropriation of grant funds for the Climate Mobility Application

1. Resolution of Appropriation for $236,000 in grant funds from the California State Transportation Agency (CalSTA) to support the Climate Mobility App.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for July 15, 2025 calendar

EXECUTIVE SUMMARY
In September 2022, the Glendale City Council approved the acceptance of the 2022 CalSTA Transit and Intercity Rail Capital Program (TIRCP) grant funding to support a range of projects aimed at electrifying the Beeline transit fleet and promoting sustainable mobility. At that time, staff indicated that individual project appropriations would return to the Council for approval throughout the four-year grant period. One of these projects is the development of the Climate Mobility App to promote transit ridership. The resolution of appropriation will allow for grant reimbursements.

RECOMMENDATION
Adopt a of appropriation for $236,000 in grant funds from CalSTA to support the Climate Mobility App.

ANALYSIS
On September 20, 2022, the City Council passed a motion accepting a $33.1 million TIRCP grant award. The TIRCP grant provided funding for various transit projects including: purchasing battery electric buses and chargers, designing and constructing a parking deck with photovoltaic canopy, installing electrification infrastructure, installing shelter and shade structures and e-ink real time bus arrival information at bus stops, installing bus technologies on all Beeline buses including Cal-ITP contactless payment readers, funding an integration study to better connect Beeline services with the new BRT service, Metro and Metrolink/Amtrak services, and creating a Climate Mobility App to encourage transit ridership.

The Climate Mobility App is part of Glendale’s effort to modernize transit and promote sustainable travel options. The app offers real-time Beeline arrival information, 4b2

streamlined trip planning across regional transit systems, and tools to support safer, more accessible travel throughout the city. It also identifies nearby Glendale businesses, helping connect riders with locally offered goods and services. Staff indicated in the September 2022 City Council report that individual project appropriations would return to the Council for approval. The $236,000 appropriation for the Climate Mobility App is one of those projects, which was formally allocated by the California Transportation Commission at the January 25, 2023, meeting. Appropriating these funds will allow staff to complete the project and submit for reimbursement under the terms of the grant.

STAKEHOLDERS/OUTREACH
The TIRCP grant will reduce greenhouse gas emissions by electrifying the Beeline fleet and increasing ridership. In 2019, the City completed a Transit Route Analysis (TRA) that reviewed the existing network of all fixed-route transit services (regardless of provider) in Glendale, Burbank, La Canada Flintridge, and the unincorporated areas of Los Angeles County – Montrose and La Crescenta. A new route analysis, or Comprehensive Route Analysis (COA), is underway. The Climate Mobility App serves as an outreach tool for encouraging the use of the local transit system.

FISCAL IMPACT
The Climate Mobility App will cost $400,000, of which $164,000 was approved as a part of the FY 2025-26 budget. Therefore, staff is asking for an appropriation of $236,000 from grant revenue. The appropriation request outlined below:
