RECOMMENDATION
That City Council approve the motion authorizing the City Manager to execute an agreement with the City of Los Angeles for the acceptance of grant funds in the amount of $405,940 from the FY 2024 UASI Grant Program and adopt a Resolution of Appropriation in the amount of $125,000.

ANALYSIS
The grant funds are allocated between the City of Los Angeles and those cities recognized by the County of Los Angeles Operational Area (OA), which includes Glendale. The grant is administered by the City of Los Angeles, and management of the grant is the responsibility of the Fire and Police Departments. These funds are available for purchases of approved equipment and training of first responders which meet identified national, state, county and local priorities.

The projects associated with the FY 2024 UASI grant program are for the purpose of enhancing public safety efforts within Glendale and the region. These projects are part of the Los Angeles Operational Area’s regional funding priorities and have been vetted through the Los Angeles area fire and police regional coordination agencies and the City of Los Angeles Office of Homeland Security and Public Safety. All projects have been approved by the State of California Office of Emergency Services Homeland Security authorizing branch.

In October 2023, the City of Glendale Fire and Police Departments submitted grant requests for the United States Department of Homeland Security FY 2024 UASI Grant Program to the City of Los Angeles and were awarded $405,940 in grant funding. UASI 2024 Fire Department Projects:

The grant will support an increase in core capabilities for our Hazardous Materials (HazMat), Urban Search and Rescue (USAR), and Regional Training Center r through the purchase of new equipment and providing the funds for required training. The Glendale Fire Department has maintained the CA Office of Emergency Services designation as an officially recognized Type 1 Hazardous Materials response team and is part of the State HazMat Mutual Aid Roster. A high level of training and equipment capabilities are required for the Type 1 HazMat team, which provides advanced Hazardous Materials and Weapons of Mass Destruction (WMD) response capabilities to the region. The Glendale USAR Team is part of CA Regional Task Force 4 and is also part of the State Mutual Aid system to provide technical rescue operations in all structures and terrain. The Regional Training Center provides a centralized location for training, enhancing operational readiness, and improving response capabilities.

The approved funding will replace and improve detection and response equipment and provide specialized training for new and existing members of both teams. The City has received $96,252 for the purchase of required chemical and radioactive detection devices, USAR rescue equipment, and consumables used in training. Additionally, the City has been granted $124,800 in funding to increase the training levels of firefighters who are either a member or training to become a member of our HazMat and USAR response teams. Approved training for this grant is limited to courses that fulfill the requirements of the State Homeland Security Program guidelines under UASI. The HazMat and USAR training courses include training such as responding to terrorist bombing incidents, hazardous materials technician and specialist, assistant safety officer, confined space rescue, and trench rescue. The funds will allow several members to receive the training, and the materials and supplies required to deliver the training. The Regional Training Center has received a total sum of $59,888 to support the purchase of training simulators, personal protective equipment, props, and essential equipment. These resources will enhance the facility’s ability to deliver realistic, high- quality training for personnel across multiple disciplines.

UASI 2024 Police Department Projects:

The Police Department's acquisition of night vision equipment is essential for enhancing tactical search operations during low-light conditions. This capability will enable SWAT teams to locate both victims and suspects in environments where lighting conditions would otherwise impede operational effectiveness, such as during hostage rescues or counter-terrorism operations. By integrating night vision equipment, the department aims to improve its readiness to respond to incidents in high-risk environments, particularly in "soft targets" and "crowded places," where large numbers of civilians may be at risk. 44d
