RECOMMENDATION
Staff seeks City Council’s direction on support for legislation recommended by the Commission on the Status of Women.

ANALYSIS
As an advisory board to the City Council, one of the functions of the Commission on the Status of Women is policy recommendation. The Commission is committed to being informed about current and impending issues, policies, and legislation relevant to the well-being of women and girls in order to make recommendations of support or opposition on such issues, policies, and legislation to City Council. As part of this function, the Commission monitors legislation on the state and federal levels that impact and affect women and girls, and advises and advocates on these issues.

At the July 14th, special meeting, the Commission on the Status of Women (CSW) will discuss recommending support of state bills to Council for their approval on behalf of the City of Glendale. The list of bills that the Commission will be discussing are based on the CSW’s adopted legislative platform, which reflects the following priorities:

1. Women in the Workplace

2. Women’s Health

3. Women’s Safety

4. Women in the Budget

5. Women in the Military and Military Families

6. Women in Postsecondary Education
For the year 2025, the State Legislature returned on January 6, 2025 to begin the first year of the two-year legislative session, and had until February 21 to introduce new legislation. For newly-introduced bills, the Legislature had until June 6, 2025 to pass bills out of the house of origin. Then, the Legislature has until September 12, 2025 to pass bills and send them to the Governor for his signature.

On July 14, 2025, CSW will take action in regards to these seven state bills:

AB 432 (Bauer-Kahan): Menopause Care Equality Act
This bill would require mandatory continuing medical education for certain providers in a course in perimenopause, menopause, and postmenopausal care.

Rodriguez): Family Preparedness Plan Act of 2025 This bill aims to strengthen and expand legal protections for families in the event of deportation actions, and would expand the type of person who is authorized to execute a caregiver’s authorization affidavit to include a “nonrelative extended family member”, 9a3
