RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA, DISPENSING
WITH COMPETITIVE BIDDING AND ESTABLISHING TELEFLEX MEDICAL SUPPLIES
CORPORATION (TELEFLEX) AS THE CITY'S STANDARD VENDOR FOR THE PURCHASE OF
INTRA-OSSEOUS MEDICAL EQUIPMENT AND SUPPLIES AND AUTHORIZING THE DEPUTY
DIRECTOR OF FINANCE/PURCHASING TO PROCURE RELATED EQUIPMENT AND SUPPLIES WHEREAS, the Glendale Fire Department must maintain specialized intra-osseous medical equipment for the paramedic program that is required according to Local and State regulations, which medical equipment is used in the treatment of critically ill patients to gain access points for life-saving medication delivery; and
WHEREAS, the Fire Department began using Teleflex equipment approximately ten (10) years ago after a thorough evaluation of related products in the market and the Fire Department has been extremely satisfied with Teleflex products which have proven to be reliable, easy to use, competitively priced; and
WHEREAS, a recent evaluation of products on the market have reinforced that the Teleflex equipment remains at the highest quality and is considered the gold standard for the Fire Department’s needs; and
WHEREAS, the Fire Department’s current contract with Teleflex expired on June 30, 2025, and establishing this contract is necessary to secure this vendor who is prepared to continue to deliver high quality products, reliable service, and competitive pricing; and WHEREAS, dispensing with competitive bidding is recommended in order to establish Teleflex as the City’s standard vendor for medical IO products so that the Department’s paramedics will be able to continue to provide this specialized medical treatment without the need for additional training and without the investment of new storage solutions across the fleet of paramedic resources; and WHEREAS, this contract would supply the Fire Department with the intra-osseous drivers, the EZ-IO needles, and all required additional peripheral equipment for the next three years.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:
1. The foregoing facts are deemed to be true and correct, and are a basis for dispensing with competitive bidding and authorizing the execution of an agreement with a single source.
2. The Council hereby dispenses with competitive bidding and authorizes the Deputy Director of Finance/Purchasing to issue and execute a Purchase Order/Service Authorization with Teleflex Supplies Corporation for $45,000 over three years, and to further establish Teleflex as the City’s standard vendor for the purchase of intra-osseous medical equipment and supplies.
