CITY OF GLENDALE

INTERDEPARTMENTAL COMMUNICATION

Date: July 9, 2025
To: Roubik R. Golanian, P.E., City Manager
From: Daniel Hernandez, Director of Public Works
Subject: Request for Approval of Alternative Project Delivery Method: Grandview Library Roofing and Solar Project, Specification No. 4021

The Public Works Department respectfully requests your approval of the proposed Design– Build alternative project delivery method for the Grandview Library Roofing and Solar Project (“Project”). Under Chapter 4.13 of the Glendale Municipal Code (GMC), the City Manager or designee must review and approve the proposed alternative delivery method before presenting the Project to the City Council and seeking its approval.

SECTION I: As required by GMC Section 4.13.070, the following information about the Project is provided:

1. Purpose and Function:

The Project will include the installation of a 30-year-warrantied membrane type roof system with a photovoltaic electricity generation system installed on top.

2. Design and Features:

The proposed design -build services will include meeting with City personnel to ensure all aspects of the required work are included, creating a design that will encompass the entirety of the desired work goal and materials to be used, drafting drawings, construction, and post installation inspection/certification.

3. Projected Cost:

The preliminary cost estimate for the construction is $350,000, which includes design, construction, and project management.

4. Estimated Completion Date:

It is anticipated that all work will be completed within six (6) months from Notice to Proceed.

5. Potential Design, Constructability, Maintenance, Repair, or Operability Issues:

The design-build method will transfer the responsibilities of design, constructability, maintenance, repair, and operability to the awarded Contractor.

2 6. Impact on The Public and City Services until the Project’s Completion:

The work will be isolated and encapsulated during construction to ensure accessibility for city staff and the public.

SECTION II: As required by GMC Section 4.13.070, the Design-Build Project delivery method is being proposed for the following reason(s) and justification(s):

1. As required by GMC Section 4.13.070, the Project is being proposed for the following reason(s) and justification(s):

a. The Project entails a significant degree of complexity. The building has several custom roofing features that need to be addressed to guarantee a leakproof roof. Having the design and construction completed by the same Contractor will ensure all roofing features are accounted for.

b. The Project demands a level of expertise that the City staff currently lacks, given the technical intricacies of properly installing a membrane roofing system and especially that of installing a photovoltaic electrical generation system.

c. The Project benefits from early contractor involvement. By having the Contractor involved in the design phase of the project, we can eliminate possible change order costs that are typical of this type of project.

d. The Project needs a third party to operate, manage, maintain, or service the building, facility, or infrastructure after the project's completion .

Having the design and construction completed by the same Contractor will ensure that the Contractor will be responsible for maintaining the roof and solar panels to prevent leaks during the entirety of the 30-year warranty period.

2. Justification for the Alternative Project Delivery Method [GMC Section

4.13.060(B)]:

Design-Build achieves or improves:

a. The Project’s schedule by minimizing the project delivery time. The Design-Build delivery method is typical for roofing and solar projects.

Due to the simplified coordination of design, procurement, installation, and inspections, it is expected that the overall project schedule will be accelerated to the maximum extent possible.

b. The Project’s cost by Minimizing its cost, maximizing its budget, and, completing it within budget.

i. Using the Design -Build method on this Project will enable constant communication and coordination between the Project designer and the builder (the designer and builder will likely be 3 the same company), thereby reducing design errors and constructions mistakes, which, in turn, ultimately shortens the construction period, reduces change orders, and lowers the Project’s costs. This Project will benefit from additional cost savings, reali zed through Design -Build, because of early coordination of the construction means, methods, and materials.

c. The Project’s quality by:
i. Providing high -quality design and construction that best addresses the complexity of the project and meets the City’s need for a long-term worry-free solution;
ii. Providing design and construction that minimizes or eliminates project risk borne by the City;
iii. Providing the most highly qualified organization to perform the work; and,
iv. The Design -Build method will ensure that the Contractor completes the Project in a manner according to its design and approved by the Building and Safety Department prior to construction.

The Grandview Library Roofing and Solar Project will preserve and protect the Library, and strive for a net-zero carbon footprint, ensuring accessibility and the integrity of educational materials and resources for the Public in the years to come.
