ANALYSIS
Pursuant to Government Code §7072(a), the Glendale Police Department must obtain City Council’s annual approval to use Specialized/Military Equipment, as defined in Government Code §7070(c). In April 2022, the Glendale City Council passed an ordinance adopting the Specialized Equipment Use Policy (Policy 705), which satisfied the requirements of the code.
Under Government Code § 7070, what is designated as “military equipment” is termed “Specialized Equipment” in Policy 705. Policy 705 sets forth the Department’s statutory duties, which include, among other requirements, the Glendale Police Department’s annual submission of a Specialized Equipment Use Report to the City Council, detailing every item of Specialized Equipment owned or employed by the Department.
