REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: The Glorietta Park Field Light Replacement Project, Adopt Specification

1. Resolution adopting Specification No. 4025 for the Glorietta Park Field Light Replacement Project and directing the City Clerk to advertise for bids.

COUNCIL ACTION
Item Type: Consent Calendar
Approved for July 29, 2025 calendar

EXECUTIVE SUMMARY
The project specification has been completed for the Glorietta Park Field Light Replacement Project. This project involves the replacement of the existing field lighting system to improve visibility, safety, and energy efficiency for park users. In addition, the scope includes the replacement of one of the light poles that recently fell. These improvements will enhance the overall user experience for athletes and spectators alike. The intent of this item is for the City Council to adopt the project specification and authorize the City Clerk to advertise for bids.

RECOMMENDATION
Approve the resolution adopting Specification No. 4025 for the Glorietta Park Field Light Replacement Project and directing the City Clerk to advertise for bids.

ANALYSIS
Glorietta Park Field, situated in the heart of Glendale, California, is a well-established community recreation facility that serves a wide range of users. A hub for local youth sports, including baseball, softball, soccer, and evening league play, the field hosts numerous practices, games, and community events throughout the year. Located adjacent to playgrounds, walking paths, and picnic areas, the field is a vital recreational anchor that supports healthy lifestyle and social gathering opportunities for neighborhood families.

The existing field lighting at Glorietta Park, originally installed over four decades ago, has become increasingly deficient. The aging metal-halide fixtures are prone to frequent bulb burnouts, provide uneven field illumination, and consume substantially more 4e2

energy compared to modern alternatives. This results in higher utility costs, increased maintenance demands, and inconsistent visibility that can compromise safety for players and spectators, especially during evening activities.

In recent months, one of the park's light poles collapsed due to structural fatigue exacerbated by weather exposure. While no injuries occurred, the failure exposed a critical safety risk and underscores the importance of ensuring structural integrity across the lighting system. The fallen pole has since been removed and stored off-site, leaving the field with an inadequate number of lighting fixtures to support safe evening use.

In response to these concerns, the city has prepared a comprehensive project to replace all existing field lights with new, energy-efficient LED fixtures. These modern LED systems offer superior performance benefits, including:
Uniform illumination across the playing surface, reducing shadows and glare Longer lifespans and significantly lower maintenance requirements Dramatically reduced energy consumption, translating into lower operational costs
Improved color rendering, enhancing visibility and experience for athletes and fans
Additionally, the project will replace the fallen pole with a structurally sound, engineered replacement designed to meet current building codes and withstand local environmental conditions. This proactive approach emphasizes public safety and visual consistency across the field.

Once implemented, the upgraded lighting infrastructure will deliver safer, more reliable, and cost-effective evening use of Glorietta Park Field—ensuring the facility continues to support community health and recreation well into the future.

STAKEHOLDERS/OUTREACH
