REPORT TO THE CITY COUNCIL
Report: Adopt Plans and Specification for the Maple Park Gym Ceiling Replacement Project, per Specification No. 4020
1. Resolution adopting the Plans and Specification No. 4020 for the Maple Park Gym Ceiling Replacement Project and directing the City Clerk to advertise for bids.
COUNCIL ACTION
EXECUTIVE SUMMARY
The project plans and specifications have been completed for the Maple Park Gym Ceiling Replacement Project. This project aims to remove and replace the noise dampening tiles on the gym ceiling. The existing tiles, installed in 2009, were glued on to prevent disturbing the underlying drywall joint compound that contains asbestos.
Over time, a substantial percentage of the tiles have fallen, creating a hazard for gym users and generating excessive noise. This project aims to abate the asbestos containing materials and install new modern style acoustical panels that absorb more noise and are mechanically secured to prevent falling in the future.
RECOMMENDATION
Approve the resolution to adopt the Plans and Specification for the Maple Park Gym Ceiling Replacement Project and direct the City Clerk to advertise for bids.
ANALYSIS
The Maple Park Gym has a beautifully arched high ceiling held up by arched wood rafters. Small 1-foot by 1-foot sound dampening tiles have been glued to the ceiling between the rafters to reduce the loud echoing in the gym as part of a building remodeling project in 2009. The glue holding the tiles has passed its expected lifespan, and certain areas of tiles that had become loose were removed to prevent them from falling from the ceiling. As a result, large areas of ceiling are now showing the unattractive drywall and joint plaster base layer that used to be hidden by the layer of sound dampening tiles. The removal of the tiles has also significantly increased the Item Type: Consent Calendar

2 echo in the gym, making the space noticeably louder. The drywall and joint plaster base layer were tested for asbestos. The joint plaster compound tested positive for levels of asbestos that are above acceptable and must be properly abated.
Instead of replacing the ceiling tiles with a similar glue-on product (replacement tiles have become almost obsolete), the proposed replacement method would utilize modern acoustical panels which would be screwed in place to prevent them from falling due to aging glue or impacts from gym use.
The scope of work for the Maple Park Gym Ceiling Replacement project includes:
Abatement of existing sound dampening ceiling tiles, underlying drywall base layer and asbestos containing drywall joint compound.
Installation of a new ceiling drywall base layer
Installation of modern sound absorbing panels on the ceiling Work must start and be completed between December 2025 and January 2026.
STAKEHOLDERS/OUTREACH
The Public Works Department staff will coordinate with the Community Services and Parks Department to minimize the disruption to the public and operations.
FISCAL IMPACT

ALTERNATIVES TO STAFF RECOMMENDATION
1. Do not approve the resolution adopting specifications for this project. The Public Works and Parks Departments will continue to service and manage use of the gym in its current condition. However, it is anticipated that conditions may continue to deteriorate, potentially creating safety hazards for community members.
2. Consider any other alternative not proposed by staff.
