COUNCIL ACTION
Item Type: Action Item
Approved for July 29, 2025 Calendar
EXECUTIVE SUMMARY
This report seeks approval of the City Council to issue a Request for Proposals (RFP) for the design-build of a 30-year warrantied membrane type overlay on the existing roof with a photovoltaic energy generation system at the Grandview Library.
RECOMMENDATION
Approve the resolution authorizing the Director of Public Works to issue an RFP using the Design-Build Alternative Project Delivery Method for the Grandview Library Roofing and Solar Project.
ANALYSIS
The Grandview Library’s roof has surpassed its end of life. Water leaks are regularly reported after each major seasonal rain event. These leaks are spot repaired, but new leaks develop at different locations, allowing water to enter during the following rain event.
The leaks are damaging the library books and the internal structure of the building while promoting the risk of mold growth. The City would like to seek a Contractor to provide a long-lasting worry-free roofing solution in the form of a 30-year-warrantied membrane type roof system which the design-build approach will provide.
The design build project approach is preferred due to the significant benefits from having a single firm responsible for both the design and construction project phases including improved accountability, speed and cost control.
Taking advantage of the benefits of modern roofing systems, the City would like the Contractor to also install a photovoltaic electricity generation system on the library’s

expansive flat roof. This system would not only decrease the carbon footprint of the building by offsetting it with green energy production, but also by decreasing HVAC cooling requirements of the library with the shade created by the solar panels.
The scope of work for the Grandview Library Roofing and Solar Project includes:
Design-Build a 30-year-warrantied membrane type roofing system. Design-Build a photovoltaic electricity generation system that reasonably maximizes energy production with the rooftop footprint.
STAKEHOLDERS/OUTREACH
The Public Works Department staff will coordinate with the City Library, Arts, and Culture Department to minimize the disruption to the public and operations.
FISCAL IMPACT
There is no fiscal impact associated with this report. The cost for the Grandview Library Roofing and Solar Project construction phase is included as a part of the FY 2025-26 budget. No new appropriation is needed at this time.
ENVIRONMENTAL REVIEW
This project is Categorically Exempt under the provisions of the California Environmental Quality Act (CEQA) as a Class 2 exemption pursuant state CEQA Guidelines, Section 15302.
CAMPAIGN DISCLOSURE
This item is exempt from campaign disclosure requirements.
ALTERNATIVES TO STAFF RECOMMENDATION
1. Do not approve the Resolution. Public Works and the Library, Arts, and Culture Departments will continue to service and manage the use of the library in its current condition. New roof leaks are expected to continue occurring with every seasonal rain event, causing ongoing damage to the building’s internal structures, library books, and other contents. Additionally, the decision to forgo utilization of the library’s flat roof for photovoltaic energy production may increase the carbon footprint of the building.
2.Consider any other alternative not proposed by staff.
