AGENDA ITEM
Report: Contract with AVEVA Software LLC for Continued Support and Expansion of Glendale Water & Power Department’s PI Historian System.

1. Resolution dispensing with competitive bidding and authorizing the City Manager, or his designee, to enter into and execute an Agreement with AVEVA Software LLC for a total term of six years in the not-to-exceed amount of $904,781 for the initial three-year term, for continued support and expansion of Glendale Water & Power Department’s PI Historian System. Funding for the second three-year renewal term will be requested as part of the City’s annual budget process.

COUNCIL ACTION
Item Type: Action
Approved for July 29, 2025 calendar

EXECUTIVE SUMMARY
Glendale Water & Power (GWP) is seeking City Council approval to enter into a new six-year agreement with AVEVA Software LLC (AVEVA), structured as an initial three-year term with the option to renew for an additional three years. The City will not be obligated to execute the second order form if it chooses not to move forward.

This new agreement is necessary due to AVEVA’s acquisition of OSIsoft, the original developer of the PI System in 2021, requiring GWP to transition from its previous contract with OSIsoft to a new agreement under AVEVA.

The PI System is now deeply embedded within GWP’s operations and will serve as the central data historian for both the Scholl Canyon and Grayson Power Plants.

AVEVA is the exclusive provider of the OSIsoft PI Historian software. The proposed initial three-year order form with AVEVA Software LLC has a not-to-exceed value of $904,781, covering software licensing, support, and system expansion. Should the City wish to renew the order form for a second three-year term, the funding will be requested as part of in the City’s annual budget process.

RECOMMENDATION
Dispense with competitive bidding and authorize the City Manager to execute an agreement with AVEVA for a total term of six years, structured as an initial three-year term for a total not to exceed amount of $904,781. This Agreement will provide continued support and expansion of GWP’s PI Historian System. 29b

ANALYSIS
Originally deployed in 2011, the PI Historian System was implemented to support GWP’s SCADA (Supervisory Control and Data Acquisition) infrastructure, collecting amperage and voltage data from feeders and substation transformers across all 15 substations. The initial use of the PI Historian System focused on delivering real-time situational awareness of critical parameters such as feeder loading, breaker status, and voltage levels. This allowed operators to quickly detect abnormal conditions or emerging trends before they led to outages or equipment failures. By providing a centralized view of the transmission system, the solution improved operational efficiency, supported better decision-making, and enabled information sharing across multiple departments.

Over time, the system has significantly expanded to include usage and voltage data from GWP’s 92,000 electric meters, energy trading data from power management operations, and key performance indicators (KPIs) supporting customer engagement programs. In 2023, GWP further enhanced the system by integrating PowerRunner software, enabling detailed distribution transformer load analysis for the Electrical Engineering Division. This enables the utility to identify overloaded transformers and take proactive measures to prevent outages caused by equipment failures. Future plans include leveraging the system to analyze electric vehicle (EV) and photovoltaic (PV) loading patterns
On February 4, 2020, the City Council authorized an expansion of this program through an Enterprise Program Agreement (EPA), enabling GWP to collect and integrate data from multiple sources into a single system. This expansion supports real-time analytics for monitoring and managing field equipment, systems, and assets across the utility.

On March 19, 2021, AVEVA completed its acquisition of OSIsoft to strengthen its leadership in industrial software by merging two highly complementary product portfolios. OSIsoft’s PI System, widely recognized as the industry standard for real-time operational data collection, storage, and visualization, was combined with AVEVA’s suite of tools for engineering, asset performance management, and cloud-based solutions. As a result, AVEVA is now the official provider and owner of the OSIsoft PI System.

AVEVA has transitioned to a subscription-based pricing model utilizing Flex Credits.

GWP will subscribe to an asset-based model, which supports both on-premises and hybrid (cloud-enabled) deployments. The total number of Flex Credits allocated for the three-year order form is 51,840, corresponding to a contract value of $904,781. This structure provides GWP with the flexibility to maintain its current PI System while also exploring other integrators and solutions within the broader AVEVA product suite.

Flex Credit Allocation:

AVEVA Product Code Description Quantity
FLEXCR-003 Flex Credits for On-Premises
Products 4,068
FLEXCR-002 Flex Credits for Cloud Services 47,772
FLEXCR-001 Total AVEVA Flex Credits 51,840
