RESOLUTION NO. __________

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA

AUTHORIZING THE DIRECTOR OF PUBLIC WORKS, OR HIS DESIGNEE, TO ISSUE

A REQUEST FOR PROPOSALS USING THE DESIGN-BUILD ALTERNATIVE

PROJECT DELIVERY METHOD FOR THE GRANDVIEW LIBRARY ROOFING AND

SOLAR PROJECT, AND AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO

SOLICIT PROPOSALS
WHEREAS, the Director of Public Works has proposed the replacement of the roof and installation of new solar panels at Grandview Library (“Project”) using Design-Build, an alternate project delivery method authorized under Chapter 4.13 of the Glendale Municipal Code (“GMC”); and
WHEREAS, on July 9, 2025, the Director of Public Works presented a memorandum to the City Manager, as required by GMC Section 14.13.070(A)(1), describing the Project’s attributes and stating the reasons and justifications for proposing the Design-Build method of project delivery; and
WHEREAS, the memorandum, which is attached as an exhibit to the July 29, 2025, Report to the City Council, states that:

1. As required by GMC Section 4.13.070, the Project is being proposed for the following reason(s) and justification(s):
a.The Project entails a significant degree of complexity. The building has several custom roofing features that need to be addressed to guarantee a leakproof roof. Having the design and construction completed by the same Contractor will ensure all roofing features are accounted for.
b.The Project demands a level of expertise that the City staff currently lacks, given the technical intricacies of properly installing a membrane roofing system and especially that of installing a photovoltaic electrical generation system.
c.The Project benefits from early contractor involvement. By having the Contractor involved in the design phase of the project, we can eliminate possible change order costs that are typical of this type of project.
d.The Project needs a third party to operate, manage, maintain, or service the building, facility, or infrastructure after the project's completion. Having the design and construction completed by the same Contractor will ensure that the Contractor will be responsible for maintaining the roof and solar panels to prevent leaks during the entirety of the 30-year warranty period.

2. Justification for the Alternative Project Delivery Method [GMC Section

4.13.060(B)]:

Design-Build achieves or improves:
a. The Project’s schedule by minimizing the project delivery time. The Design-Build delivery method is typical for roofing and solar projects.

Due to the simplified coordination of design, procurement, installation, and inspections, it is expected that the overall project schedule will be accelerated to the maximum extent possible. b. The Project’s cost by Minimizing its cost, maximizing its budget, and, completing it within budget.
i. Using the Design-Build method on this Project will enable constant communication and coordination between the
Project designer and the builder (the designer and builder will likely be the same company), thereby reducing design errors and constructions mistakes, which, in turn, ultimately shortens the construction period, reduces change orders, and lowers the Project’s costs. This Project will benefit from additional cost savings, realized through Design-Build, because of early coordination of the construction means, methods, and
materials.
c. The Project’s quality by:
i. Providing high-quality design and construction that best addresses the complexity of the project and meets the City’s need for a long-term worry-free solution;
ii. Providing design and construction that minimizes or eliminates project risk borne by the City;
iii. Providing the most highly qualified organization to perform the work; and,
iv. The Design-Build method will ensure that the Contractor completes the Project in a manner according to its design and approved by the Building and Safety Department prior to construction.

WHEREAS, the City Manager, as required by GMC Section

4.13.070(A)(2), reviewed the Project and, on July 9, 2025, approved the use of Design-Build; and
WHEREAS, having received the City Manager’s approval and having satisfied one or more reasons under GMC Section 4.13.060(A), and one or more justifications under GMC Section 4.13.060(B), the Project meets the procedural and substantive requirements for using an alternative project delivery method. 39a
