A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA, DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE
CITY MANAGER, OR A DESIGNEE, TO EXECUTE AN AMENDMENT TO THE SOFTWARE CONTRACT WITH CELLEBRITE, INC. IN THE AMOUNT OF $43,380.
WHEREAS, the Verdugo Crime Lab (“VCL”) currently utilizes software from Cellebrite, Inc. to examine evidence from mobile devices and cloud data; WHEREAS, the continued use of such software ensures the Verdugo Crime Lab stays at the forefront of digital evidence examination; WHEREAS, the contract amendment is necessary to expand the VCL’s use of proprietary Cellebrite software licenses to enhance digital forensic capabilities; WHEREAS, Article VI, Section 9 of the City of Glendale Charter provides an exemption to competitive bidding where the City Council determines it is in the best interests of the City to dispense with competitive bidding; and WHEREAS, continuing to use Cellebrite Inc. software will ensure continuity of operations and maintain access to critical forensic tools without interruption; and WHEREAS, the software maintenance support provided by Cellebrite, Inc. is proprietary to the vendor and must be performed by Cellebrite, Inc.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
1. That the foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interest of the City to dispense with competitive bidding.
2. That the City Manager, or a designee, is authorized to execute an amendment to the contract with Cellebrite, Inc. and increase the not to exceed amount to 43,860 for a total not to exceed amount of $156,162.
