GLENDALE HOUSING AUTHORITY

AGENDA ITEM
Report: Authorization to Enter Into a Memorandum of Understanding With the Los Angeles County Affordable Housing Solutions Agency for the Disbursement of Measure A Funds for Affordable Housing in Glendale

1. City Council Motion to Authorizing the Execution of a Memorandum of Understanding With the Los Angeles County Affordable Housing Solutions Agency for the Disbursement of Measure A Funds for Affordable Housing in Glendale.

COUNCIL ACTION
Item Type: Action Item
Approved for August 19, 2025 calendar

EXECUTIVE SUMMARY
Senate Bill 679, also known as the Los Angeles County Regional Housing Finance Act, created the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) to increase the supply of affordable housing in Los Angeles County by providing funding for renter protections, affordable housing preservation, and new affordable housing production. In 2024, Los Angeles County voters approved Measure A, a half-cent sales tax to fund homeless services and affordable housing development throughout the County, via LACAHSA.

To receive funding, each Eligible Jurisdiction, which includes the City of Glendale, must enter into a Memorandum of Understanding (MOU) with LACAHSA. By executing the MOU, the City of Glendale agrees to adopt and adhere to LACAHSA’s Master Funding Policy and Guidelines, and any other policies and guidelines adopted by LACAHSA related to the disbursement of funds to, or use of funds by, Eligible Jurisdictions.

According to projections, the City of Glendale is expected to be eligible to receive approximately $5.1M in FY 2025-26. This is in addition to $464,507 in Local Solutions Funds that the City will be receiving for Homeless Services. These funding amounts will be subject to change every year, based upon consumer spending in the County. 6 2

RECOMMENDATION
That the City Council of the City of Glendale (City Council) enter into a Memorandum of Understanding with the LACAHSA for the purposes of receiving Measure A affordable housing funding for the City of Glendale.

ANALYSIS
Background
In 2022, the California Legislature passed Senate Bill 679, the Los Angeles County Regional Housing Finance Act which created the Los Angeles County Affordable Housing Solutions Agency. LACAHSA’s purpose is to increase the supply of affordable housing in Los Angeles County by providing for significantly enhanced funding and technical assistance at a regional level for renter protections, affordable housing preservation, and new affordable housing production.

In 2024, Los Angeles County voters approved Measure A, a half-cent sales tax to fund homeless services and affordable housing development throughout the County.

Measure A has no expiration date. The tax replaces Measure H, a quarter-cent sales tax for homeless services approved by voters in 2017. The goal of Measure A is to significantly reduce and prevent homelessness in Los Angeles County. Measure A is expected to generate over $1 billion in revenue annually.

Just over one third (35.75%) of revenues generated by Measure A will be directed to LACAHSA for affordable housing production and preservation, renter protection and homelessness prevention, and technical assistance. LACAHSA, in turn, must pass through 70% of this funding directly to Eligible Jurisdictions.

Eligible Jurisdictions are the County of Los Angeles, the City of Los Angeles, the City of Long Beach, the City of Glendale, the City of Santa Clarita, and the Councils of Government (COGs) in Los Angeles County. COGs may pass through funding to their member cities, except to cities that are Eligible Jurisdictions that receive allocations directly from LACAHSA. COGs may also allocate funding to regional housing trusts as approved by the LACAHSA Board of Directors. This action has been taken with the Burbank, Glendale, Pasadena Regional Housing Trust. Finally Eligible Jurisdictions may opt for LACAHSA to administer their funding allocation in whole or in part, as outlined in these Program Guidelines.

Memorandum of Understanding
To receive funding, each Eligible Jurisdiction must enter into a Memorandum of Understanding with LACAHSA.

The term of this MOU is one year starting on the Effective Date. The term will automatically renew for successive one-year terms unless either party provides the 6 2
6 2
other party with a written notice of non-renewal at least 30 days before the end of the then-current term.

Funding Allocation
When taken together, SB 679 and Measure A require the following distribution of funding by programmatic use:
• 60% for Production, Preservation, & Ownership (PPO), of which 77.25% is set aside for new construction.
• 30% for Renter Protection and Homelessness Prevention (RPHP) • 5% for Technical Assistance (TA)
• 5% for LACAHSA’s internal administration and operations SB 679 and Measure A also dictate how LACAHSA funds are distributed between LACAHSA and the Eligible Jurisdictions:
• 15% of programmatic funds are allocated annually at the discretion of the LACAHSA Board
Of the remaining programmatic funds:
30% of programmatic funds are allocated to LACAHSA
70% of programmatic funds are allocated to the Eligible Jurisdictions Measure A is expected to generate over $1 billion in revenue annually, 35.75% of which will be directed to LACAHSA for affordable housing production, preservation, and renter protection services. The remainder of Measure A funds will be directed towards the region’s comprehensive homelessness services initiatives.

According to Measure A Section 3B.4, the Los Angeles County Auditor-Controller will distribute 35.75% of the Measure A sales tax to LAHCASA, net of County costs to collect and distribute the tax imposed not to exceed 0.5% of annual tax proceeds.

To estimate Measure A revenues for FY 2025-26, a projection was published by the Los Angeles County Chief Executive Office on February 28, 2025, which estimated total revenues of $1,076,076,350. Of this total, $382,773,809 is the anticipated 35.75% share for LACAHSA, after allowing for a 0.5% for collection and distribution cost reimbursement to the County Auditor-Controller.

A listing of the full projected allocation of this funding is attached as Exhibit 2. The allocations presented in this exhibit only correspond to LACAHSA’s 35.75% share and are not inclusive of other Measure A funding streams such as comprehensive homelessness services funding; accountability, data, and research funding for the Los Angeles County Homeless Initiative; and local housing production funding for the Los Angeles County Development Authority.

Renter Protection and Homeless Prevention (RPHP) is intended to address housing crises and stabilize households who are at risk of eviction and/or homelessness.

Example programs include Legal Services and Tenant Education, Emergency Rental Assistance, Flexible Financial Assistance, and Short-Term Income Support. Technical Assistance (TA) is funding to administer LACAHSA funded programming either directly or through contracted service providers.

Next Steps
Approval of the MOU is the first of a 3-step process to move money down to the Eligible Jurisdictions. The next step is for LACAHSA to provide a budget template to Glendale.

Glendale staff intends to bring the budget template to the City Council for approval and then return it to LACAHSA. The final step is taken by LACAHSA later this summer where the LACAHSA Board will vote on guidelines for the programs for the fiscal year.

Funding drawdowns can take place following those actions.

STAKEHOLDERS/OUTREACH
No stakeholder outreach was obtained for this report.

FISCAL IMPACT
Entering into a Memorandum of Understanding with LACAHSA is the first step in the process to secure a new funding source for affordable housing development and 6 2

programming in Glendale.

A new fund, Measure A Affordable Housing (Fund 2290), has been established by the Finance department for these funds. Once the final agreement is executed, and there are approved plans for a proposed affordable housing project/program, staff will return to City Council for appropriation of these funds.

ENVIRONMENTAL REVIEW (CEQA/NEPA)
Execution of the MOU is exempt from CEQA under CEQA Guidelines Section 15378(b)(4) because the MOU only creates government funding mechanisms for affordable housing and does not involve commitment to any specific project which may have a significant effect on the environment.
