EXECUTIVE SUMMARY
The City's Local Hazard Mitigation Plan (LHMP) was last updated in 2019 and has since expired in October 2024. A current 5-year plan is required by FEMA to be eligible to receive funding for non-emergency assistance. Council approved grant funding in February 2023 for the initial amount of $28,000, however due to new State Assembly Bill requirements for these updates and significant price increases for consulting services we were unable to finalize an updated LHMP. We have since requested and received an approval for both a time extension for the grant funding through May 2026, as well as an increase in Federal grant funds of $90,389.33 that will allow us to update the LHMP for FEMA approval.

RECOMMENDATION
That the City Council approve the acceptance of additional funding from the Hazard Mitigation Grant Program for updating the LHMP in the amount of $90,389.33 and approve the Resolution of Appropriation.
ANALYSIS
To remain eligible for non-emergency federal disaster assistance, the City is required under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to maintain an up-to-date Local Hazard Mitigation Plan (LHMP). These plans serve as proactive, community-level strategies designed to reduce or eliminate long-term risks from natural hazards, such as earthquakes, wildfires, or floods. FEMA mandates that LHMPs be updated and approved every five years to ensure continued access to federal mitigation funding.
The City’s previous LHMP, approved in 2019, expired in October 2024. Although the City secured an initial $28,000 grant from FEMA’s Hazard Mitigation Grant Program (HMGP) in early 2023 to support the plan’s update, several challenges delayed progress. These included new requirements introduced through recent California State Assembly legislation, which expanded the scope of hazard assessments and public engagement processes. Additionally, market rates for consulting services significantly increased, rendering the original funding inadequate for completing the plan revision.
In response, City staff submitted a request for both a grant extension and additional funding. In July 2025, FEMA approved both:
The grant period was extended through May 2026.
The total federal share was increased by $90,389.33, bringing the federal contribution to $118,389.33.
With FEMA funding 75% of the project cost, the City is required to provide a 25% non- federal match, now totaling $36,996.66, which is an increase of $28,246.66 over the original match. This local contribution will be met through in-kind staff time, including project management, consultant coordination, and participation in plan review and stakeholder engagement.
The revised total project cost stands at $155,385.99, fully supporting the comprehensive update of the City’s LHMP in compliance with both FEMA and State requirements. This funding will allow the City to work with qualified consultants to assess current vulnerabilities, update risk mitigation strategies, and facilitate community input, ensuring the plan reflects the latest hazard data and regulatory expectations.

grant funds and time extension. During the planning process of the LHMP update the stakeholders that must be included are neighboring communities, local and regional agencies involved in hazard mitigation activities, and agencies that have the authority to regulate development, as well as businesses, academia, and other private and nonprofit interests. The newly adopted State Assembly Bill requirements for LHMP adoption will be incorporated and the public will be engaged early to understand community priorities.
Although members of the public may not be technical experts, they can help identify community assets and problem areas, describe issues of concern, narrate threat and hazard history, prioritize proposed mitigation alternatives, and provide ideas for continuing public involvement after plan adoption.
FISCAL IMPACT
The LHMP will cost an estimated $155,385.99, of which $28,000 was previously budgeted for. The additional grant award in the amount of $90,389.33 was not included as a part of the FY 2025-26 budget. Therefore, staff is requesting for an appropriation of $90,389.33 from Federal Grant Revenue and to shift $36,996.66 of already appropriated funding to account for the required matching funds.
