7 RESOLUTION NO.
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA, DISPENSING WITH COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER OR A DESIGNEE TO EXECUTE A CONTRACT WITH SCHNEIDER ELECTRIC BUILDINGS AMERICAS, INC., FOR OPERATION AND MAINTENANCE OF THE CITY’S SCHNEIDER
ELECTRIC BUILDING MANAGEMENT SYSTEMS AND SOFTWARE,
INCLUDING ECOSTRUXURE AND STRUXUREWARE BUILDING
OPERATIONS / ANDOVER CONTINUUM (ANDOVER).
WHEREAS, the Public Works Department is responsible for the maintenance and repair of over 200 City facilities including: parks, Civic Center, police, fire, libraries, and corporation yards; and
WHEREAS, the Andover building management system, a proprietary building management system, has provided digital heating, ventilation and air conditioning (HVAC) services to City of Glendale buildings since 2001 and currently also provides building access control and interior and exterior lighting controls; and WHEREAS, the city’s existing building management systems currently includes Schneider Electric Americas, Inc. (Schneider Electric) building management software and extensive hardware and wiring in all city facilities. The hardware includes wiring, door locking mechanisms, access card readers, locking controllers, temperature sensors, air flow controllers, VAV controllers, AC and heat controllers, water temperature sensors, and HVAC central controllers; and
WHEREAS, implementation of Andover building management systems has increased efficiencies in energy savings, staff time, security and building reliability; and WHEREAS, Andover building management systems in city buildings must be maintained by licensed and specialized contractors and in order to provide continued support of these systems, it is necessary to retain the services of Schneider Electric.
Schneider Electric is the parent company of the Andover product, and they are the only vendor available to support the city’s Andover systems including its software systems; and
WHEREAS, due to the significant capital investment, training, and development in the Andover system over the past 24 years and since the system continues to provide the functionality and performance desired, it is the most economical choice to continue operating and maintaining the Andover system that is currently in-place. The existing commercial grade building management system is proprietary, and staff estimates the capital costs to replace this system is in excess of $2 million; and WHEREAS, transitioning to a new building management system to replace Andover will likely be a long incremental process over several years meaning there will be a need for operational and maintenance services from Schneider Electric for some time; and 1 5
