Good Morning Honorable Members,
I am a Glendale resident and homeowner, and I am writing to express my deep concern and frustration with the rapidly increasing electric rates and fees charged by Glendale Water and Power.
My most recent utility bill, covering 7/8/2025 to 9/6/2025, was over $1,000 for my small single family home. Of that, approximately $720 was the electricity portion, including a $45 customer charge. That fee alone amounts to $274 annually, simply to be connected to the system -- regardless of whether I use 1 kWh or 30 kWh per day. This is excessive and unreasonable.
Similarly, there is an additional $0.89 daily charge simply to be connected to the water line -- regardless of how much water is used.
Even more troubling are the High Season electricity rates of 0.2863, 0.3549, and 0.4238 per kWh from July through October. By comparison, Burbank Water and Power charges a $14.25 customer service fee and rates as low as 0.0294 for the first 300 kWh and 0.1071 for all additional kWh: https://www.burbankwaterandpower.com/electric/rates-and-charges .
Glendale residents are paying three to four times as much as our neighbors in Burbank for the same electricity. This is not only unfair, but it is unaffordable. It is disheartening that Glendale City Council has allowed such steep increases without sufficient consideration of the economic burden on residents.
I support Agenda Item #4 to adjust and redistribute the remaining electric rate increases through 2027. However, most of the harm has already occurred, with compounded increases of 14.8%, 11.3%, and 11.3% in just the last year and a half. Not only should these rate hikes be slowed, but they should be reversed
. Glendale families deserve relief.
Respectfully,
Grace Vivas, Esq.
Glendale Resident and Homeowner

Good morning,
My name is Dina Issagholi and I have been a resident in Glendale for nearly 3 decades. My parents have resided in and been homeowners in Glendale for over 3 30 years. Please consider this letter as an expression of my deep concern and frustration with the increasing electric fees charged by Glendale Water and Power.
Our most recent utility bill which covered the time frame of July 8, 2025 to September 6, 2025 was for a total of $1,781.20. We live in a small, single family home consisting of less than 2,000 square feet in size. Of that entire bill, there is a fee of $204.66 for "Services By Other City Departments," without further detail. We believe we should not be responsible for this type of fee as we already pay high premiums for the electricity, water, and applicable taxes. This total amount is extremely high and unreasonable considering the already heightened fees for electricity. Our previous total (from July 2025) was $1,309.17. A jump of over $400 in just a couple of months is unacceptable and unjustified.
The most important and unreasonable part of this situation is the high season electricity rates from July to October. This amount is high compared to Burbank Water and Power which charges rates as low as 0.0294 for the first 300 kWh and 0.1071 for all additional kWh.
Compared to our neighboring city (Burbank), Glendale residents pay almost 4 times as much for essentially identical electricity. It is extremely unaffordable and most residents in this city continue to face hardships in affording these rates.
I support item #4 on the agenda to adjust and redistribute the remaining electric rate increases through 2027. Though much of the damage has already been done, the increases should decrease.
We appreciate your time.
Best,
Dina Issagholi, Esq.
