MOTION
Moved by Council Member ____________________________, seconded by Council Member ___________________________, that, with respect to the report of the Directors of Community Development and Community Services & Parks dated September 30, 2025, the City Council of the City of Glendale hereby:
(1) Approves the reprogramming of returned and undesignated Community Development Block Grant (CDBG) funds in the amount of $1,424,758.38, awarded by the U.S.
Department of Housing and Urban Development (HUD), to the Pac/Ed Artificial Turf Project in the amount of $1,328,171 and to the Glendale Youth Center CIP-ACF 19/20 in the amount of $96,587.38;
(2) Authorizes the City Manager or a designee to execute all agreements, amendments, certifications, and documents necessary to carry out the reprogramming of funds; (3) Authorizes submission to HUD of a substantial amendment to the FY 2019-2020, FY 2021-2022, 2023-2024, and 2024-2025 CDBG, Emergency Solutions Grant, and HOME Investment Partnerships Act Annual Action Plans regarding the reprogramming of funds; and
(4) Authorizes the City Manager, or a designee, to redirect excess, cancelled, or unused program funds under $50,000 among projects with CDBG Advisory Committee approval.
