A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA, ESTABLISHING STANDARDIZATION OF MANUFACTURER,
DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE
PURCHASING ADMINISTRATOR TO PURCHASE EQUIPMENT AND
SUPPLIES MANUFACTURED BY FERNO WASHINGTON
WHEREAS, the Glendale Fire Department utilizes gurneys and related equipment and supplies in the service and care of residents who require transport; WHEREAS, the Glendale Fire Department has used Ferno gurneys since the inception of the paramedic program in 2000 and the ability to put these gurneys in a chair configuration allows first responders to operate in tight spaces, which is common in the City’s service delivery area; WHEREAS, currently, a staff member is a certified Ferno Advanced Gurney Technician and performs the necessary repairs and maintenance in-house and this ensures the fleet of gurneys are in top working condition with a significant reduction in cost and downtime for repairs and service;
WHEREAS, standardizing the use of Ferno Washington reflects best practices for the purchase of new equipment, maintenance and repairs and maintaining a functional and safe fleet of this specialty equipment is critical in the delivery of service to the community; WHEREAS, the City of Glendale Purchasing Policy promotes the standardization of commonly used items, and equipment and this process will eliminate repetitive future approvals by the City Council for similar equipment and standardized items need to be reviewed by the Departments at least every five years and need to be approved by City Council at least every ten years.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
1. That the City Council hereby approves Ferno Washington as the City's standard for gurneys and related equipment, maintenance and repairs;
2. That the determination to standardize gurneys, related equipment, maintenance and repairs will be reviewed by the Fire Department and Purchasing Section at least every five years and the Fire Department will seek approval from City Council at least every ten years.
3. That the foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interests of the City to dispense with competitive bidding.
4. The Purchasing Administrator is hereby authorized to issue purchase orders with Knox Corporation for the purchase of narcotic safes and related products and services as needed, as long as the budget is available.
