5. CITY COUNCIL/STAFF COMMENTS (Including reports from conferences and regional meetings)
Councilmember Brotman apologized for the cancellation of last Tuesday's neetings, noting that he was ill with COVID and could not attend, which affected quorum.
Councilmember Asatryan shared two items she would like to agendize as New Business. First, she requested that staff or the Arts & Culture Commission develop programming ideas for the $15 million in the Public Arts Fund. Second, she noted that some parents of children with autism have raised concerns that Glendale parks lack the proper fencing and gates, preventing safe access for their children. She indicated that she had connected the parents with the Parks Department but requested that Council assess the issue to determine whether one of Glendale's parks could be made safely usable for children with autism.
City Manager Golanian responded that the second item could be added to the New Business agenda. Regarding the first item, he clarified that he had already directed the Director of Library, Arts & Culture to prepare a drawdown plan for the Public Arts Fund, which he believes contains approximately $9 million rather Councilmember Asatryan congratulated the new Deputy Police Chief, Robert William.
Councilmember Kassakhian explained that he was unable to attend the cancelled Special City Council meeting last week due to a prior commitment, and noted that no meetings had originally been scheduled. He shared that he spoke at a conference for the California New Motor Vehicle Board in his capacity as a State appointee. Councilmember Kassakhian inquired about the status of an item he requested last year concerning Arts & Culture Grants for City Manager Golanian replied that City Attorney Garcia has reviewed and provided an opinion on that item and it is expected to come before Council in early December.
Councilmember Kassakhian also requested that staff review the effectiveness of E-Waste Collection Centers, including hours of operation, lists of accepted materials, and applicable fees, and provide a memo with their findings.
Councilmember Gharpetian shared that he attended various meetings in which he represented the City as Mayor Pro-Tem. He attended the Glendale Chamber of Commerce's Annual Gala, Armenian Independence Day at Verdugo Park, the Voices of Artsakh Choir at Alex Theatre, BizFed's 11th Annual Freshman Policymaker's Reception, and the Glendale Police Department Promotioal and Swearing-In Ceremony. He congratulated Deputy Police Chief Robert William.
He also noted the Employee Service Acknowledgment Ceremony and thanked City Manager Golanian for his 25 years of service to the City, and highlighted Carlos Linares of the Public Works Department who has over 35 years of service with the City. Additionally, Councilmember Gharpetian attended a community meeting hosted by the Rossmoyne and Royal Canyon Homeowners Associations and he suggested removing certain parking lots from the Surplus Land Act list and from the land use element. He also attended a vigil for Charlie Kirk. He noted several parks that have fences in Glendale are safe for all children including ones with autism.
