2 RECOMMENDATION
Approve the resolutions adopting specifications for Fire-Life-Safety and Security Systems Maintenance and Support directing the City Clerk to advertise for bids; and that the Council approve the motion authorizing the City Manager to amend the existing contract for Citywide Maintenance and Repair of Generators with Global Power Group, Inc., increasing the contract amount by $80,000.
ANALYSIS
The Public Works Department is responsible for the maintenance and repair of fire-life- safety systems at 48 city-owned and operated facilities. These systems include fire alarm panels, smoke detection, fire suppression systems, and emergency exit lighting. These systems are required to be tested and maintained in accordance with National Fire Protection Agency (NFPA) regulations. These systems are monitored by a 24/7 call center that reports alarms to the Glendale Fire Department and city staff.
The proposed contract will be inclusive of all Public Works managed facilities that have fire-life-safety systems including: Alex Theater, Beeline Maintenance Facility, Civic Center Buildings, Fire Stations, Fleet Shops, Integrated Waste, Libraries, Maintenance Yards, Park Facilities, Parking Garages, Police Station, and Water and Power Facilities.
The contractor selected for these services will be required to possess specialized licensing for the maintenance and installation of fire-life-safety systems as well as an Underwriters Laboratory (U.L.) certification for the operation of the alarm communication systems. The contractor will also be filing test reports with Brycer Compliant Engine for tracking deficiencies and systems conditions.
The existing five-year contract for Fire-Life-Safety Maintenance and Support will expire on December 31, 2025. Due to the ongoing regulatory requirements of these systems, and the complexity of bidding process, certifying, and transitioning these services, Public Works will be seeking a new five-year contract for Fire-Life-Safety Maintenance and Support. Based upon past experience in supporting the city’s Fire-Life-Safety systems, the ongoing need for these services and anticipated future costs for these services, Public Works will be seeking a five-year contract for $1,050,000.
Public Works is also responsible for the maintenance and repair of all security systems installed on city property including the installation of integrated security video systems, security gate controls, and intercom systems. These systems are located at the Alex Theater, Beeline Transit Facility, Civic Center Buildings, Fire Stations, Fleet Shops, Integrated Waste, Libraries, Maintenance Yards, Park Facilities, Parking Garages, Police Station, and Water and Power Facilities. Over the past twenty-four years, the city has invested significantly in these systems to better secure our facilities.
The building security systems operate on digital and analog fiber optic, coaxial, and wireless networks. Due to the complexity of equipment and software, these systems are installed and maintained by vendors specializing in fiber optic and low voltage networks, 4c

3 and security video systems. The selected vendor will provide equipment, materials, installation, maintenance, and programming for the city’s security systems.
The existing five-year contract for Security System Maintenance and Support will expire on December 31, 2025. Based upon past experience in supporting the city’s security systems, ongoing need, and anticipated future costs for these services, Public Works will be seeking a five-year contract for $575,000.
Additionally, Public Works currently has a maintenance contract 8001441 with Global Power Group, Inc. for the citywide maintenance and repair of generators. This contract specifically covers the maintenance and repairs needs for 26 emergency power generators at various city facilities. These units provide a secondary or back-up source of electrical power in the event of a power outage to make sure vital city facilities such as those for utilities and public safety are all operational during adverse conditions.
Contract 8001441 with Global Power Group, Inc. is scheduled to expire on October 31, 2026. Additional funds need to be added to the contract to cover this remaining year of service. These funds are needed due to several costly unforeseen emergency repairs and procurements needed during the contract term in order to keep generator systems operational. This includes replacement of an automatic transfer switch at Fire Station 21 in June 2025 and two emergency generator rentals for Glendale Water and Power in late 2022 and another one upcoming. An additional $80,000 is needed for a new not-to- exceed amount of $641,780.
STAKEHOLDERS/OUTREACH
No public outreach for these ongoing building maintenance projects is anticipated. Public Works will work with various building occupants to minimize the disruption building maintenance work has on city operations and the public.
FISCAL IMPACT
There is no fiscal impact associated with adopting specifications and advertising for bids, at this time. The Fire-Life-Safety Systems Maintenance and Support is estimated to cost $210,000 per year and the Security Systems Maintenance and Support is estimated to cost $115,000 per year. As part of the FY 2025-26 budget, $209,000 was approved for Fire-Life-Safety Systems Maintenance and Support and $40,000 for Security Systems Maintenance and Support. Staff will determine if additional appropriations will be requested at the time of contract award.
The proposed increase to contract 8001441 for citywide maintenance and repair of generators will cost $80,000. The Public Works Department can absorb this cost and therefore no new appropriation is being requested at this time. The funding is outlined on the following page:
