COUNCIL ACTION
Item Type: Consent
Approved for October 7, 2025 calendar

EXECUTIVE SUMMARY
Following a formal competitive bidding process, Bedrock Group, Inc. (Bedrock) submitted the lowest responsive bid for the Pacific Park/Edison Elementary School Artificial Turf Replacement Project. The project aims to overhaul the artificial turf field, which is a joint- use field between the city and Glendale Unified School District (GUSD). The existing artificial turf, which was installed in 2014, has exceeded its useful life and needs to be replaced. The cost of the proposed construction contract is $1,117,900 with 10% or $111,790 reserved for contingencies.

RECOMMENDATION
Approve a motion authorizing a construction contract with Bedrock for the Pacific Park/Edison Elementary School Artificial Turf Replacement Project, in the amount of $1,117,900, plus a 10% contingency of $111,790.

ANALYSIS
The grand opening for the previous Pacific Park Artificial Turf project was March 29, 2014.

In the past eleven years, the field has been heavily used by GUSD, the city, and various community groups, resulting in significant wear that necessitates replacement.

The artificial turf multi-purpose field occupies roughly one-acre and is located on the Thomas Edison Elementary School/GUSD property. The city and GUSD jointly use the artificial turf multi-purpose field with the city having use of the field daily during non-school hours, weekends, and GUSD breaks.

Over the years, the field has required numerous repairs. A recurring issue has been seam 24d

separation, particularly where parallel sections of the turf are stitched together. These seams gradually spread apart, creating visible black lines across the field. Additionally, separation occurs where field markings are stitched or glued on to the field surface. This damage distorts the fields appearance and displaces the infill, creating uneven playing surfaces.

Repairs are generally handled by city staff, or by a contractor for more permanent solutions. Over the past few years, numerous sections have been completely removed and replaced, primarily in high-traffic areas such as in front of the goals.

Per the manufacturer’s specifications, the field should be groomed after 80 hours of use.

Grooming fluffs the fibers to simulate the play and surface of natural grass, spreads the infill and helps remove any dirt or debris. The department hires contractors to perform the grooming twice a year, in addition to scheduling staff as needed. Both contractors and city staff have determined that the surface and fibers are now too degraded and brittle to sustain further grooming.

On March 12, 2024, the City Council approved a new Professional Services Agreement (PSA) with Verde Design Inc., to provide design of new artificial turf.

On April 15, 2025, the City Council adopted the plans and specifications and directed City Clerk to advertise for bids. On May 13, 2025, the Public Works Department hosted a mandatory job walk and three contractors attended. On June 4, 2025, the city did not receive any bids with contractors citing heavy workload for not submitting a bid.

On August 11, 2025, the Public Works Department hosted another job walk, and this time ten contractors attended. On August 27, 2025, the city received five bids as follows:

1. Bedrock Group, Inc. $1,117,900

2. Los Angeles Engineering, Inc. $1,208,000

3. Asphalt, Fabric, & Engineering, Inc. $1,293,615

4. ARC Construction, Inc. $1,329,836

5. Brightview Landscape Development, Inc. $1,399,178
After an extensive review, Public Works staff found that Bedrock submitted a responsive bid and is deemed a responsible bidder. The proposed contract with Bedrock amounts to $1,117,900, with a 10% contingency of $111,790, for a total not-to-exceed amount of $1,229,690. The contingency is requested for unforeseen conditions, since the drainage of the original field failed, the sub-base conditions might be compromised further.

Bedrock has a current State of California General-A, B, and C-27 Contractors Licenses that are active and in good standing. Shaw Sports Turf is the subconsultant that will install the turf and holds the requisite Class D-12 license.

The Project is expected to take three months to complete. To expedite the turf replacement, the project was divided into two phases, with the turf replacement as Phase 34d
6 3
5 3
1 (which is the current scope being approved for construction) and the site’s accessibility improvements and raising of the fence on Vine Street as Phase 2. The Engineer’s Estimate for Phase 1 is $1.3M and Phase 2 between $470,000 and $518,000. Phase 2 is anticipated to be ready to bid in June 2026.

Community Development Block Grant (CDBG) Funding
CDBG funds have been reallocated from the Pacific Natural Grass Project to the Pacific Park/Edison School Artificial Turf Replacement Project to better utilize available U.S.

Department of Housing and Urban Development (HUD) funds. This swap ensures timely use of CDBG funding in compliance with HUD guidelines and supports the continuation of the turf replacement project.

STAKEHOLDERS/OUTREACH
The Pacific Park/Edison multipurpose field is a high-use facility with multiple users as listed below:

1. GUSD/Edison Elementary School: Edison Elementary School, with 840 students, uses the field as a playground space on school days from 7:00 a.m. to 4:00 p.m.

The students use the field for physical education seasonally and use it as a space to run and play during recess and lunch.

2. City: The city uses the field daily during non-school hours, weekends, and GUSD breaks for city programs and rentals:
City Programs: Seasonal Day Camps (125 participants per week), One Glendale After School Youth Sports Program’s flag football season and soccer season (240 unduplicated participants per sports season, 120 participants per day).
Private Rentals – Youth: A total of five different youth groups use the field seven days a week. These groups typically use the field from 4:00 p.m. to 8:00 p.m. during the week and throughout the day on Saturday and Sunday.

In addition to weekly practices and training, the youth groups will request additional time to use the field as their “Home Field” during the months of September through November. Combined, these groups represent over 1,100 youth who use the field weekly.
Private Rentals – Adults: There are 11 adult groups who use the field when it is available on weeknights and weekends. The adult groups’ age range from 18 to 60 years old. Weekly, the program accommodates roughly 215 adults, providing opportunities to play soccer, build friendships, and maintain an active lifestyle. In addition to these adults, another 240 adults play in a COED soccer league, on a weekly basis.
