2 RECOMMENDATION
Accept the CA DOJ Sexual Assault Evidence Submission Grant (SAESG) award in the amount of $125,000, authorize the City Manager, or a designee, to execute the necessary agreements, certification, and other documents required to implement the grant, and adopt a resolution of appropriation in the amount of $125,000.

ANALYSIS
Effective January 1, 2020, California Senate Bill (SB) 22 requires law enforcement agencies to submit and test sexual assault forensic evidence collected on or after January 1, 2016. SB 464, enacted in 2024, builds on this mandate by requiring agencies to audit untested sexual assault kits in their possession and in accordance with Penal Code Section 680.4, report specific information to the California Department of Justice (DOJ) by July 1, 2026.

In response to SB 22 and SB 464, the Glendale Police Department (GPD) has identified approximately 50 sexual assault kits that require testing to meet the state’s reporting and compliance standards. The grant allows for the reimbursement of expenditures related to the testing, maintenance, and equipment-related service contracts necessary to complete this work. As such, GPD will utilize the Sexual Assault Evidence Submission grant for contractual services related to testing, personnel costs, supplies, and equipment maintenance. The grant funding will be able to provide the resources needed for GPD to ensure full compliance with the state mandate. Once the grant funding is exhausted, GPD will seek additional grant funding and/or absorb the ongoing costs of testing sexual assault kits in the Police Department’s general fund. The grant period is from April 1, 2025, through June 30, 2028.

STAKEHOLDERS/OUTREACH
Grant funds will be used to improve the quality and timeliness of forensic testing services provided to customer agencies and the public.
