CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Award Design-Build Contract for the Grandview Library Roofing and Solar Project

1. Motion to award a Design-Build contract to AME Builders, Inc. (AME) in the amount of $382,500, approving a 10 percent contract contingency in the amount of $38,250, and authorizing the City Manager or a designee to execute the contract.

COUNCIL ACTION
Item Type: Consent Item
Approved for October 21, 2025 calendar

EXECUTIVE SUMMARY
Following a competitive Request for Proposal (RFP) process, staff now seeks to award a design-build contract to AME Builders, Inc., for the Grandview Library Roofing and Solar Project, in the amount of $382,500, with a 10% reserve for contingencies in the amount of $38,250. The project will provide a membrane roof overlay at the Grandview Library and a photovoltaic (PV) energy generation system.

RECOMMENDATION
Authorize the City Manager, or designee, to enter into and execute a Design-Build contract with AME Builders, Inc., for the Grandview Library Roofing and Solar Project, in the amount of $382,500 plus a 10 percent contract contingency of $38,250.

ANALYSIS
The Grandview Library’s roof has exceeded its serviceable life. After major seasonal rain events, new water intrusions are routinely reported despite interim patching. These recurring leaks have damaged library materials and interior building components and present an ongoing risk of mold growth. To address this issue comprehensively and efficiently, staff recommend procuring a design-build team to deliver a long-lasting, low maintenance roofing solution with a 30-year warranty membrane type roofing system.

Concurrently with the roof replacement, the scope of work includes the installation of a rooftop PV system on the library’s expansive flat roof. The PV system is intended to reduce the library’s carbon footprint through on-site renewable energy generation and may also contribute to reduced cooling loads by shading the roof surface. 4d2

On July 29, 2025, the City Council approved Resolution 25-108 authorizing the Director of Public Works or his designee, to issue a Request for Proposals using the design-build alternative project delivery method for the Grandview Library Roofing and Solar Project, and authorizing the Director of Public Works to solicit proposals.

On September 4, 2025, the Public Works Department (PWD) advertised RFP PWA 2025- 004, Specification No. 4021 for the project. The Notice Inviting Proposals was published by the City Clerk in the Glendale Independent newspaper on September 4 , 2025. The RFP and Notice Inviting Proposals (NIP) was also advertised on the City’s RFP/RFQ/Bid website.

The RFP stated the scope of the project and project performance criteria. The RFP also stated the minimum qualifications for Proposers. The criteria and basis of selection of the design-build entity (DBE) were as follows:
15% Cover Letter/Executive Summary
25% Experience and Qualifications of Company/Team Members 25% Understanding Project Scope
10% Reference Review
25% Best Value
On September 18, 2025, PWD hosted a “mandatory pre-bid job walk”, and twenty contractors attended.

On October 1, 2025, the due date for Proposal submissions, two (2) proposals were received by PWD. The proposals were from AME Builders, Inc. and Rite-Way Roof Corporation.

Staff evaluated the two (2) submitted proposals based on experience, qualifications, project approach, references, and best value.

Proposer Proposal
Amount
Overall Proposal Score
(of a possible 100)
AME Builders, Inc. $382,500 95.0
Rite-Way Roof Corp. $385,000 75.0
Engineer’s Estimate: $305,000
After extensive review, Public Works Staff recommends that Council award the design- build contract to AME in the amount of $382,500. AME scored high on executive summary, experience and qualifications, understanding the project scope, and best value.

AME submitted all the required documents to provide the City a complete and thorough proposal.

In addition, Staff recommends a reserve of ten percent (10%) or $38,250 for contingencies for this project. This amount is based on previous experience and is commensurate with the nature of the project. This allows PWD to account for any 4d3

unforeseen conditions given a history of numerous water intrusions and potential deterioration of the underlying roofing assembly.

Staff has verified with the State of California Contractor’s License Board that AME has contractor’s licenses General A, B, C-10, C-20, C-33, C-39 and C-43 that are all current, active, and in good standing. AME has satisfactorily completed multiple projects with the city and currently has an annual maintenance contract with the Public Works Department.

In coordination with Centroplan and Sika, AME will design and engineer a new roofing and solar system as a single source manufactured by Sika, called the SolaRoof solution.

As the authorized Sika applicator, AME will provide a full 30-year warranty which encompasses the entire roof and solar panels as one system.

The Grandview Library Roofing and Solar Project is expected to begin in December 2025 and take roughly two months to complete.

California State Library Grant Funding
In 2022 the California State Library awarded the City of Glendale a Building Forward Library Infrastructure Grant in the amount of $271,587 to support critical building improvements at the Grandview Library by March 30, 2025. This grant requires one-to- one matching funds of $271,587 which have been appropriated from the City’s Capital Improvement Fund. The Building Forward grants are a statewide initiative designed to assist libraries in addressing critical facility needs, improving accessibility, enhancing safety, and promoting energy efficiency.

The grant was awarded to complete a remodel to make the restrooms ADA-compliant, install an ADA compliant front door, and install solar panels. Due to changes in the needs of the project as identified by Public Works, Library, Arts & Culture Department has submitted an amendment and scope change to the State Library to extend the grant term through June 30, 2026, and to replace the restroom remodel with roofing repairs. The State Library is currently reviewing the request. Should the extension and scope change be approved, funds from the grant will cover the entirety of the roofing project.

STAKEHOLDERS/OUTREACH
The Public Works Department staff will coordinate with the Library, Arts, and Culture Department to minimize the disruption to the public and operations.

FISCAL IMPACT
The Grandview Library Roofing and Solar Project will cost $382,500, plus a 10% contingency of $38,250, which was included as a part of the FY 2025-26 adopted budget.
